General department fees and charges are reviewed on a yearly basis to determine their
appropriateness. Staff has provided a memo identifying potential fee changes and will
ask the Commission to make a recommendation to the City Council.

Water Resources Coordinator Macbeth will provide any additional information relative to
the Water Resources division along with an update of the process to update the 1990
Water Quality Management Plan.

Community Center
• "Waiting for Winter Guy" made an appearance at the ECC on July 13 along with a
semi-load of block ice to film a promotional spot for Artie Cat Snowmobiles.
Periscope, a Minneapolis-based marketing agency, rented a portion of the ECC
parking lot to do their shooting. According to Periscope's photographer: "The Eagan
Community Center parking lot had the right look and orientation to meet Periscope's
needs for the Arctic Cat photo shoot".
• Wellness Works Committee met in July to discuss the implementation of a wellness
program for City employees. The first step will be to conduct an interest survey.
• ECC staff along with Cascade Bay staff passed out 1,000 flyers to parade attendees
on July 4th.
• The 90-day Summer Spectacular membership promotion ended July 15. We took in
355 new members during this promotion.
• On July 22"d, the national N.O.I.S.E conference took place at the community center.
Speakers included some of our council members.
• The Community Center Manager was the recipient of a 2005 Minnesota Recreation
and Park Foundation ( F) Professional Enrichment Award. This $500
enrichment grant will be applied towards the registration fee for an upcoming
management school.
• Beginning August lst our members are now eligible to sign up for a health insurance
reimbursement program through BlueCross BlueShield that will give qualified
fitness center users a $20 monthly credit on their membership. We are off to a strong
start with 40 members signed up thus far.
• The first Beginning Strength Training for Women class was held in July which
received great feedback from the participants.
Membership Appreciation Day occurred on August 10. A cross-training fitness
contest, leading up to the day, was held. Drawing, prizes and food were given away
to show our appreciation to out members.
• There are nine wedding ceremonies taking place at the community center in August -
eight of them are planned outdoors (sunshine please?). There are ten wedding
receptions planned in The Oaks in August.
• The community center was home to the Star Shooters camp August 1-3. This youth
basketball camp brought in approximately 100 youth.
• BlueCross Blue Shield will hold their Blueprint for Health Program Meeting at the
community center in August. They are expecting approximately 400 people from the
fitness industry to attend.
• The Rental Coordinator will attend the International Special Events Society (ISES)
annual conference in California August I 1-14.
• The community center basketball courts were one venue being used by the Maccabi
games put on by the Jewish Community Center the week of August 8t . Children
from all over the nation come to compete in these games.
• We are in the process of hiring two new guest service representatives and five
building attendants/concessionaires. Many of these positions will be vacant due to
high school students heading to college.
• The gym and performance studio floors will be re-sealed the week of August 29th.
• The atrium lights will be re-lamped the week of August 29th.
• Tryouts for EAA traveling basketball will be at the Community Center the weekends
of September 9-11 and September 16-18.
• The "Experience Eagan" City Services Showcase is scheduled to take place at the
community center on September 22nd
• The fall Mother of Multiples sale is planned for September 24th
• Eagan is part of a new promotional campaign called "Do the Parks" Dakota County
Public Health is partnering with the county and city park and recreation agencies in
Dakota County to launch this campaign. The purpose of the campaign is to make
citizens aware of the many parks, trails, recreational facilities and programs
throughout Dakota County that provide a variety of opportunities to become
physically active. A logo and some slogans have already been developed. Some of
them are:
o "From hiking to biking, softball to soccer, playgrounds to paddling; your
local parks have something for everyone.
o Do it now, do it for you, do the parks!
Watch for more information about the Do the Parks campaign in the future.
• Summer camps are well underway. The week of August 8th brought 105 kids to
Camp Sacajawea for a Day Camp and Exploring the Outdoors Camp. Another 75
youth are involved in other camps this week that included: Snacking Sensations at
Moonshine Park, Kraft Camp at Bridle Ridge Park, Scrapbooking Camp at the ECC
and Mad Science School House Chess at the ECC.
• The week of August 15-19 is the last week of summer camps. An Eaganettes Dance
Camp and a Sketching Camp will be held at the ECC and a Sports Mania camp will
be held at Northview Park. So far over 700 youth have enjoyed this summer's camps.
• The 15th Annual Eagan Youth Safety Camp was held the week of August I with 62
participants. It was a hot and muggy week to be outside all day with temperatures in
the mid 90's, but all campers and counselors tolerated the heat well. This camp is
sponsored by the Eagan Fire, Police and Parks & Recreation Departments. This
program is a great collaborative effort.
Parks Division
• Eagan hosted a meeting called by Dakota County to discuss the status and future of
the Farmland Preservation Program. Discussion topics were to include the evaluation
of goals, priorities and procedures as well as funding targets.
• The on-going dry weather has necessitated that irrigation systems at athletic sites be
run at 100% of capacity. It is important to note that because of programmed activities
and the associated maintenance requirements, systems must generally be run
overnight. The systems are large enough that it can take two days to run once through
a cycle to achieve the desired goal of one inch of supplemental water per week
though the same turf is not watered on consecutive days.
• Staff has completed the mid-year application of fertilizer at the irrigated sites. Once
again a high quality, "0%" phosphorus fertilizer was used at all sites except those
shown to have a phosphorus deficiency. The applications are timed as part of a
strategy to promote lush turf thereby reducing the need for herbicides and improving
wear tolerance,
• The annual migration of seasonal employees back to school has begun. The greatest
impact will be felt/noticed in the mowing and trimming of lower priority sites,
boulevards and some landscape beds. Programmed and tournament sites will continue
to be a priority.
• Plans are underway to begin the process of filling a new full time position classified
as a "Park Maintenance Worker", which will be assigned to the Forestry Division.
The primary responsibility will be to aid in the landscape establishment/maintenance
program. During the winter, the position will also be assigned plowing and rink duties
as apparent or necessary.
• County Sentence to Service crews have been working in several large parks including
Skyhill, Kettle and George Ohman, mulching tree rings and shrub beds.
• After a leveling off, Forestry staff has recently noted an increase in the number of
Dutch Elm and Oak Wilt infections. This can be most likely be attributed to the
weather and summer storms which damaged trees, leaving open wounds for the little
varmints to enter. Several infection centers have been identified in City parks.

Recreation )Division
• Friends of the Farm hosted 3 days of youth camps July 25-27. It was a great camp
experience for approx 40 youth ages 5-10. FOF is know gearing up for Lone Oak
Day's - scheduled for Sept. 24-25.
• Youth athletic programs are turning over from summer to fall program offerings.
Additionally, over the past few years growth has occurred for fall leagues of baseball
and softball. The summer season went very well. Many tournaments were hosted
once again and favorable comments have been shared appreciating the facilities and
staff involved.
• Eagan Art House programs continue to flourish. We are excited to be assisting their
program with expanding some of their offerings in alternate facilities to accommodate
the demand for programs and the crunch for space. The Art house is hosting an Ice
Cream Social on Sunday August 21 form 1:00 -4:00 p. Everyone is invited to join
them for an afternoon of music, face painting, art projects, Art House tours, ice cream
and more.
• Summer softball leagues wrapped up on Tuesday, August 9 with over 1,800 games
played. There are 33 teams participating in post-season play.
Fall Ball starts the week of August 15th with 81 teams participating.
• The Men's D Region IV Recreational and Women's Open Softball Tournaments were
held at Northview Athletic Fields August 5-7. There were 45 teams participating in
the D Region IV and 8 teams in the Women's Open. Blacksheep from Eagan took 2na
place in the Men's D Region IV.
• The Women's C and D State Tournaments will be held on August 19-21 at Northview
Athletic Fields with 17 and 44 teams respectively.
• Teams are currently registering for fall basketball, touch football and volleyball.
These leagues will being in September at various locations.
• Eagan Parks & Recreation will be hosting the Men's Touch Football State
Tournament again this year at Northview Athletic Fields on October 15-16, 2005.
• Bring the Noise - Chill n' Grill is Friday August 12 doors open at 6:30 p.m. at the
Rotary Band Shell. This is a partnership with local area teens who work to make a
difference through music. Proceeds are being given by the bands to help a friend
recently diagnosed with Leukemia, for her medical expenses.
• Club Oasis August attendance was back up. 60 middle school age youth danced the
night away.
• Film Festival and Battle of the Bands wrapped up. Meetings to re-cap and start
planning 2006 will be held late August early September. They were bigger and better
this year and the hope is that the trend continues.
• Summer attendance is up for the Oasis. The space is also used regularly for teen
event planning meetings, by teens in tournaments, and by locals who are able to get
themselves to the facility. Average daily attendance is 10-12.
• Oasis staff are gearing up for school visits during orientation, parent/teacher nights,
lunches and all school assemblies.
• Summer Recess program registrations topped at 205. Field trips were low, but were
awesome. Staff met with supervisors to discuss the good the bad and the ideas for
improvements for next year. Overall it was an awesome program and experience.
• Summer preschool classes and camps are coming to a close on August 19. Over 350
children ages 2-5 participated in Eagan Parks and Recreation Preschool Programs this
summer!
• The last puppet show will be performed on August 12 at Blawkhawk Park. Over 400
people have enjoyed the puppet shows this summer. Some new additions this year
included "puppet mail" and dancing and singing before, between and after shows.
The changes have been a hit!
• Fall registrations for preschool are underway. Registrations will be accepted until
Friday, September 2. Classes begin on Monday, September 12 and run through
December 16. Staff has already started preparing units and lesson planning for a fun
fall!

ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and
wetlands issues that pertain to the Esmeralda Addition.

The applicant is requesting approval of a Preliminary Subdivision (Esmeralda Addition) of
0.62 acres to create two single family lots for property located at 3702 Denmark Avenue in
the SW tl4 of Section 15.
The subject property was platted in 1974 as Lot 1, Block 1, Pilot Knob Heights Fourth
Addition. There is a single family home present on the southwest corner of the lot. The
subject site is within the Shoreland Overlay district of Fish Lake and is restricted to 25%
impervious surface coverage. The subject site is surrounded with residential uses or Park
uses. An additional single family home is compatible with the surrounding area.
The proposed subdivision meets the majority of the R-1 zoning requirements with the
exception of the 85 foot lot width at the setback line, as proposed a variance is necessary.
PARKS AN TRAILS DEDICATION:
Park or trail dedication due for the development shall be satisfied through a cash dedication.

WATER QUALITY ETL S:
This 0.62-acre proposed subdivision is located in the "J" Watershed that drains west to Fish
Lake. Due to the size and nature of this residential subdivision, water quality ponding is
neither necessary nor feasible. To meet the City's water quality requirements, therefore, a
dedication of cash in lieu of ponding is appropriate for this development.
There are no wetlands directly associated with this parcel..
ALTERNATIVES FOR COMMISSION CONSIDERATION:
A cash dedication in lieu of on-site water quality ponding should be required for this
development.

ITEM OVER : Consideration of 2006 fees and charges.
BACKGROUND/HISTORY:
The APrC is asked to annually review the fees charged for private use of park facilities and
recreation equipment. Based on a recommendation by the APrC, the City Council will establish
the fees to be charged during fiscal year 2006.
The 2005 fee schedule mirrored 2004, preceded by a 10% increase in 2003 and 2004. During
2004, staff conducted a sample survey of other communities and determined that Eagan's
current fees are comparable; especially considering that there are many variables associated
with differences of the facilities compared (particularly the pavilions/shelters).
DISCUSSION/EVALUATION:
Based on staff analysis of venue utilization, staff believes that the 2006 fee schedule requires
no change from 2005 levels. The 2006 fee consideration includes the addition of two new
items. They are as follows:
1. Central Park Festival Grounds Fee Considerations / complexities: To date the
primary events at the Festival Grounds have been the Eagan Art Festival and the July 4th
Fun Fest. Each of these events has been developed over the years in close partnership
with the Department of Parks and Recreation and the City as a whole, thus neither event
has paid a permit fee.
Depending on the event, other considerations such as; electrical inspections, portable
toilets required, and inspection fees for the tents on site are the responsibility of the event
host entity. Historically many fees have been waived for the July 4 event as an additional
City contribution.
Considering the number of variables associated with considerations involved
coordinating the event on the site due to its close proximity to the Community Center and
Band Shell venues, it is recommended that requests for use be considered on a case by
case basis for fee determination. As a model to follow for fee determination staff
proposes to use the athletic field fee relating the site in similar size to 2 fields for the
Ellipse and 2 fields for the upper grounds area - 4 maximum - 2 minimum.
An example for a one day event use the Ellipse only would be: (using 2005 fee schedule)
- $140 for a resident group /org. individual and $280 for a non resident group. They
would also be responsible for their own portable restroom considerations as advised and
coordinated by staff, tent inspection fees, and any other required fees appropriate such as:
electrical inspection fees, health dept fees, etc.
2. Holz Farm Rental: Staff and the Friends of the Holz Farm organization members have
observed that the farm has become a popular site for those taking graduation photos and
other family photos. The community is becoming more and more aware of the beauty and
unique qualities the farm site offers. Subsequently, in 2005 we have had 2 requests for
private use of the barn - one for a graduation open house and the other a family reunion.
As a trial, staff and the Friends of the Farm successfully arranged the use on a fee basis.
Each event was a huge success. Offering and promoting a "rental program" of the site -
(primarily the barn) has merit.
- Staff and the FOF organization recommends that the following site rental program be
officially implemented for promotion and availability in 2006.
- Requests for use would be taken for weekend dates only for the months June through
August.
- The site is "as is" and with some limitation such as electric amp and wattage capacity
and restroom facilities.
- Use would require the presence of a site host to manage the various considerations 1
delicacies of the site.
- The fee would mirror that of a park pavilion fee plus an additional $10 per/hour to
consider the costs associated with full time event presence. (Minimum 3
hours/maximum 6 hour event)
For example (using 2005 fee schedule rates) a 6 hour event would cost a resident $188 and a
non resident $236
Based on the success of the two trial rentals this summer, it is estimated that 2006 could
generate fifteen, 6 hour rentals thus generating approximately $3000.00 in rental revenue.
COMMENDED ACTION:
Recommend to the City Council approval of the 2006 fee schedule and the two additional items
as outlined.

A regular meeting of the Advisory Parks Commission was called to order at 7:00 pm. on Jul, 1 S,2005
with the following Commission Members present: Joe Bari, Phil Belfiori, Margo Danner, Terry Davis,
Mark Filipi, Duane Hansen, Muhammad Lodhi, Dorothy Peterson and Ryan Zip£ Member Pletcher was
riot present. Staff included Paul Olson, Superintendent of Parks; Jeff Asfahl, Superintendent of
recreation; Cherry] Mesko, Administrative Coordinator and Lori Kimball, Recording Secretary.
APPROVAL OF GLNDA
Superintendent Olson informed the commission the Water Resources update would be given during the
Department Happenings. Chair Davis moved, Member Bari seconded; with all present members voting
in favor to approve the agenda as amended.

VOLUNTEER RECOGNITION
Suponfiteadent of Recreation, Jeff Asfahl, recognized Les Bachman for 250 hours of volunteer time spent
working with Friends of the Farm. Asfahl said Bachman is considered the woodshop specialist, the
c, orator of the virtual Holstein and calf and is a great help to the Friends of the Farm. Bachman said
working on the 1940's farm is a great pleasure for him because it reminds him of his youth. Asfahl said
Bachman will have his name engraved on a gold plate and put on display at Holz farm.
SUPERhNTE ENT'S UPDATE AND DEPARTMENT ItAPPENINGS
Superintendent of Parks, Paul Olson, and Superintendent of Recreation, Jeff Asfahl, provided an update
and overview of items in the parks, recreation and facilities divisions. Olson gave the Water Quality Plan
update, saying the RFP's from consultants will soon go to City Council for selection.
Member Danner informed the commission that Karen Jensen, a member of the Senior Advisory Board,
passed away. Karen was an active member of the Lone Oak Rockers and the lead advocate for the Bingo
Tent to be part of the Fourth of July festivities. Member Danner thanked the Eagan Teen Advisory Board
for continuing to organize the Bingo Tent in Karen's absence. Asfahl and Danner discussed 4t' of July
activities and thanked all who were involved.

QUARTERLY RECREATION PROGRAM UPDATE
Program and Events Supervisor, Cathy Bolduc, addressed the Commission and provided a power point
presentation outlining the various spring and summer recreation programs. Ms. Bolduc discussed the
teamwork involved to produce and support Parks and Recreation's Adult Sports, Community Events,
Preschool, Senior, Teen, Youth and Family events. Ms. Bolduc credited the planning and irnplementation
of these programs to the teamwork between coworkers; volunteers; Eagan's fire department and
recreation resource programs that collaborate with Eagan Parks and Recreation staff. Bolduc concluded
her presentation with an invitation for commission members to ask questions.

NEW BUSINESS
PUBLIC HEARING
20/20 VISION MASTER PARKS, RECREATION AND OPEC' SPACE. PLAN
Superintendent Olson presented each commission member with a copy of the "Public Conurient Draft" of
the 20/20 Vision Plan. A copy of this draft is also available at the Eagan Community Center, Wescott
Library and on the city's website for residents to review and provide their written comments for
consideration.
Superintendent Olson stated that on September 19 at the APrC meeting the con-imission will adopt the
20/20 Vision Plan, if they are so moved. On September 27, the APrC and City Council will meet to
jointly discuss the plan. A meeting will be scheduled in October for the APrC and City Council to take
action on the 20/20 Vision Plan.
Harvey Feldman; a representative from the CEHP, announced the official start of the next phase of the
20/20 plan. Feldman said this report includes input from stakeholders and community for-ains that were
conducted during the past seven months. The report features information about open space issues and
challenges, using trails and connections to create a greater sense of comrz.uility and the importance of
building partnerships with other agencies.
Feldman, said that he had worked with the City of Eagan thirty years ago when a. group of citizens wanted
to start a parks system. He followed this by exclaiming, "Wow; you've come a long way, Baby!" adding
that it was wonderful to see everything that has been done to make Eagan what it is today.
Member Peterson motioned for Public Comments to be accepted through September 1, 2005. Member
Bari seconded with all present members voting in favor to approve the Public Cominient Bate. Member
Danner thanked the consultants for the effort, new ideas, and food for thought.

away. Member Hansen commented that his family had attended the Arts Festival held at the Community

Social that would be held on August 21 at the Eagan Art House from 1-4. Member Bari thanked Cherryl
Mesko for the use of her convertible so the APrC were able to ride in the parade.
