ITEM 1: New Business T-Mobile is requesting approval from the APrC to move forward with lease negotiations with the City of Eagan to install a cellular communications facility on an Excel Power Tower located along the Highline Trail. ITEM M: Adjournment 2.- DEPARTMENT HAPPENINGS SEPTEMBER 19, 2005 RECREATION DIVISION 1. Fall sports for adults are in full swing. The following is an overview of the fall programs: a. Fall softball is in the fifth week of the season. There are 81 teams participating at Northview Athletic Fields on Monday through Thursday evenings. b. Touch football started on Wednesday, September 7 at Goat Hill Park. There are 8 teams participating along with 3 seasonal officials working this program. c. Basketball and Volleyball leagues start the week of September 19. The following is a league list with team numbers and locations. ? Men's 5-on-5 Basketball - 24 teams ? Women's Volleyball - 16 teams ? Men's Volleyball - 7 teams ? Co-ed Recreational Volleyball - 8 teams e Co-ed Power Volleyball - 6 teams Co-ed Beginning Officiated - 15 teams 2. Northview Concessions is still open for operations during the fall softball season. There is one more tournament to be held before the concession season wraps up. On September 24- 25, Northview will be host to the Fall Girls Fastpitch State Tournament. 3. Eagan Parks & Recreation will be hosting the MRPA Men's Touch Football State Tournament at Northview Athletic Fields on October 15-16, 2005. 4. Youth with disabilities ended their track program at the end of August and then began soccer the second week in September. Twenty-three kids are enrolled in the soccer program. In the near future Eagan Parks & Recreation is hopeful to offer an art class through the Eagan Art House. Future endeavors may also include an adapted bowling program. 5. The 1st ever South of the River Senior Expo, offered by Eagan Parks & Recreation is taking place on Monday, Sept 19 from 2:00 pm to 5:00 pm. More than 40 area vendors in areas such as wellness, housing, prevention, recreation and more will be at the Eagan Community Center. There is no admission fee for this program. 6. Plans are in the works for the 2005 Halloween Hodgepodge. Volunteer calls are coming in and staff are planning the terrifyingly fun details for the annual event, which will be held on Sunday, October 30 at the Eagan Community Center. 7. Friends of the Farm will host the annual Lone Oak Days celebration at Holz Farm this coming Saturday Sept. 24 and Sunday Sept. 25`h. This is a great family event! Free admission 8. Eagan Art House programs continue to flourish. To meet the demand for space this fall, many programs have been designed to be held at Moonshine Park as well as plans for Teens at the Oasis and for Seniors in the Lone Oak room. 9. Fall youth athletic association programs are all underway. We continue to see growth in baseball and softball programs for youth during the fall months as well. 10. Fall Preschool is off and running! Over 300 preschoolers are registered this session. Field Trips to the Apple Orchard, Firefighter visits, and an Art show are all planned for this session. 11. Twelve staff are working this year to run the Preschool programs at Goat Hill Park, Bridle Ridge Park, Rahn Park, Sky Hill Park and at the Community Center. 12. Kim Maxwell, from Once Upon a Star Pizzazz Parties will be running a Snow White Party for Parks and Recreation on Saturday, September 24 at the Community Center. Sleeping Beauty and Mrs. Claus will be coming in later months! PARKS AND FORESTRY DIVISION 13. Damage to parks from the heavy rains and winds of September 12 appears to have been limited to the central quadrant of the City with Berry Patch Park sustaining a considerable number of downed trees, possibly from a "down-burst" of wind. Staff has worked with several neighbors to arrange for contractual removal of the largest trees. Trees were also down near the Deerwood rental house. Staff will be working with the Street Department on mitigating some boulevard tree damage. 14. The County Sentence to Service crews are working on several landscape mulching projects, most noticeably in the Cedar Grove area. 15. Staff designed and installed a new water garden feature adjacent to the Community Center- assistance was coordinated with Parks, Streets and ECC staff. The original design of the parking lot was causing several landscape beds to become saturated, killing the plants. 16. With fall comes an upswing in the number cooperative buckthorn removal projects on private property. Once an infestation has been reported, the City Tree Inspector will conduct a site visit to verify the presence of buckthorn. Should buckthorn be identified the residents are instructed in proper removal techniques and a pickup is scheduled. City crews will pickup and chip the buckthorn from the curb side on Mondays. On Monday, September 12 alone, there were 10 pickups scheduled. Residents interested in participating can contact the City Tree Inspector at 675-5334. 17. High School students are once again using the Northview Parking lot for overflow parking. Because City activities occur primarily in the evening there have not traditionally been conflicts though a significant increase in trash has been noted. The District assumes responsibility for winter maintenance of the lots. 18. The warranty periods for the ECC and streetscapes have expired, responsibility for their care and maintenance now rests with City staff. Staff is exploring the possibility of utilizing a Special Services District in the Cedar Grove area to assist with maintenance costs ( funds collected from benefiting properties). 19. City staff has assisted with disease tree removal and control from portions of the Caponi Art Park property, this in accordance with the approved maintenance/management agreement. 20. Restrooms in park areas have been closed for the season except for scheduled activities. The shut off and winterization of irrigation systems will begin at several facilities sometime within the next week. 21. CIP Project Update o Goat Hill Playground; excavation and wall installation complete, utilities relocated, equipment being installed. o Ridgecliff Playground; Completed o Fish Lake Playground; Completed o Lakeside Playground; Equipment delivered, staking completed o Pilot Knob Tennis Courts; Receiving quotes for surfacing, fall installation o Bridle Ridge Hockey rink; Paving completed, upright poles installed, construction of boards underway o Skyhill Hockey Rink; see Bridle Ridge o Holz Farm; House complete, Granery work to start after Fall Festival o Central Park; Lights and PA ordered for bandshell, trail light bases installed, poles to be delivered o Wescott Shelter; Contractor to begin week of 9/19 FACILITIES DIVISION: Community Center 22. During the weeks of Sept. 6-16 the community center office area will be upgraded to include desks and work areas that are ergonomically correct and more sound resistant. To save costs during the initial construction, used desks, files and furniture were acquired to enable staff to function. Having had the opportunity to work in the space for a period of time staff has been able to identify ways to more effectively capitalize on the limited area. These improvements will also meet the ergonomic needs of the employees. 23. Two new guest service staff and five new concessions/building attendants have been hired. Due to building's fall hours, and staff returning to college, more coverage was needed at the front desk and with six of the seven concessions staff leaving for their freshman year of college, a new crew was needed. 24. The Facility Operations Coordinator attended three elementary school open houses to promote The Blast and the City Services Showcase event. 25. The ECC was host to the All Employee Customer Service Training on September 8. 26. EAA travel basketball tryouts were held the weekends of September 10 and 17. 27. September will continue to be a very busy month for scheduled activities. Some of the events that will be hosted include: o Senior Expo on September 19. o The Minnesota Workforce will hold a Job Fair at the ECC on September 21. This is their third year holding this event at the community center. o The Mothers of Multiples sale will be held for the fifth time in the ECC gyms on September 24. They've expanded and will utilize all three gyms for this sale. o The City Services Showcase will be held at the ECC for the first time this year on September 22. o There will be eight wedding receptions in September. o A children's book sale through the national company, Children's Books, is scheduled for September 26. o Approximately 50 meetings are scheduled in September. o The adult basketball and volleyball leagues will start in September. 28. The BlueCross BlueSield Blueprint for Health program was implemented on August 1 with 58 members enrolled through the month. Most were current members who converted to a BCBS membership. 29. The Wellness Works committee met on Aug. 31 and agreed to conduct a survey of City of Eagan employees to determine what their wellness/fitness interests are. 30. The Fitness Coordinator will be representing ECC at Argosy University's Student Appreciation Day on September 10. 31. Five more classes were added to the upcoming fall/winter group fitness schedule to cater to the busier season. New classes such as express workouts, lateral motion, and cardio-strength intervals were added. 32. We are implementing a system in which participants of open gym programs must fill out a registration card which will include their contact information along with an emergency contact. They will need to provide identification to verify this information. This will serve as a liability waiver along with our ability to track participation. 33. The gymnasium and performance studio was shut down August 25 - September 5 for annual maintenance. During this time the wood floors in both areas were re-surfaced and staff exercised great creativity in juggling events and groups throughout the building. 34. A lift was rented for annual maintenance and the following projects were also completed in-house by our staff: Re-lamping of the entire atrium high ceiling lights, complete cleaning of all the atrium windows, and cleaning and dusting of all the high ledges & duct work in the atrium area. v'im'. 35. Community Center Manager Breuer attended the Reitz Marketing & Revenue Sources Management School in California September 11-16. Cascade Bay/Civic Arena (Campus Facilities) 36. Cascade Bay officially ended its 2005 season on September 5 and was the first year the park stayed open through Labor Day. Although staffing was a struggle, the residents who enjoyed the last blast of summer at the pool really appreciated it being open. Staff will look at ways to continue the extended season on a year by year basis. 37. The Council took official action in July to consolidate the operations of Cascade Bay and the Civic Arena under one umbrella. Mark Vaughan will oversee the day-to-day operation of both facilities as the Campus Facilities Manager. Existing and seasonal staff will assist with much of the day-to-day operation. 38. Even though portions of Cascade Bay opened later than anticipated, the very nice weather resulted in very robust attendance numbers. Staff is still wrapping up the season and will prepare a report to the APrC and Council on this year's stark contrast to the 2004 season. 39. Although the majority of repair work was completed before Cascade Bay opened for the season some follow up work is underway and will continue through fall. 40. Parks maintenance staff is installing irrigation on the grassy hill north of the parking lot. This is an area used by guests who wish to lunch outside the facility. Park and forestry staff have played a vital role in maintaining the interior and exterior beauty of the park. 41. Campus Facilities Manager Vaughan also attended the Reitz Marketing & Revenue Sources Management School in California September 11-16. 42. The Civic Arena is gearing up for its busy season and is starting to see the numbers of participants grow as the weather begins to cool down. Date: 9/14/ 05 Agenda Item: I-1 T-Mobile, Lease Request Action X rf Information City of Eagan Attachments X Proposal Letter Plan Drawings Parks and Recreation MEMO Photographs AGENDA ITEM: I-1; T-MOBILE HIGHLINE LEASE REQUEST TO: ADVISORY PARKS COMMISSION FROM: JULI SE ELL JOHNSON, DIRECTOR OF PARKS AND CREATION PAUL OLSON, SUPERINTENDENT OF PARKS ITEM OVERVIEW: T-Mobile is requesting City approval to install cellular antennas, and ground based equipment cabinets on an existing Exel Energy transmission tower in the Highline Trail Corridor. Because the installation location is within a park, the APrC is being asked to review and act upon the request for the City to negotiate a lease. BACKGROUND/HISTORY: With the growth of the telecommunications industry, providers are partnering with other facility owners to develop and improve the wireless network. One of the most common requests is for the use/lease of an existing facility for antennas and transmission equipment. The most visible examples can be seen on water towers, reservoirs and power poles. Height and geographic location being the most critical factors in the determining location. The City of Eagan currently administers over 20 leases for the use of City facilities as the base for antennas and the associated equipment, most being located on water reservoirs. A number of additional leases are pending. The Engineering Department has the primary responsibility for managing and administering the lease program. Each request the City receives is reviewed by a telecommunications consultant under contract to the City to determine compatibility with the system. Upon completion of the review, the lease are approved by the City Council for a term of ten years, with three five year renewals up to twenty-five years. The current lease rate for similar installations is $4705.34 per year with 6% annual increases. In 2000, the APrC and Council approved a similar installation on a tower in Rahn Park. ANALYSIS: The tower being proposed for the antenna arrays is located in the Highline Trail corridor, immediately east of Johnny Cake Ridge Road. The tower is owned by Exel Energy. T-Mobile will negotiate a separate lease agreement with Exel for use of the structure. Qwest Communications currently has similar antenna arrays on the tower. The T-Mobile proposal will add three antennas, similar in appearance to those of Qwest, to the tower. The lowest of the new antennas would be 50' above the ground. The request before the Commission is for the use of a ground space area approximately 15' x 20' in size located at the base of the tower, on its west side. The area would be used for ground mounted equipment cabinets. The exact location would be determined in consultation with City staff. As with other similar locations, the ground area would be secured by a chain link fence. A minimal amount of vegetation would be disturbed as a result of the installation. The installer would be held responsible for any restoration deemed necessary by the City. . DISCUSSION/ EAVALUATION: The most visible comparison to the proposal is the installation at Rahn Park, located immediately to the north of the hockey rinks on another Exel tower. Approved in 2000, there have been no conflicts or concerns related to the project or its subsequent operation. The 2005 lease rate for this type installation is $4705.97 per year subject to annual increase of approximately 6% per year. The City currently collects approximately $350,000 annually from similar leases for installations located throughout the community. The lease revenues, as approved by the City Council, are currently allocated as follows (2005): • $19,000; ongoing improvements to Historic Holz Farm • $292,000; estimated subsidy to the Eagan Community Center (projected $141,000 for 2006) • Balance; Utility Fund for Water and Sewer ALTERNATIVES FOR COMMISSION CONSIDERATION: 1. Recommend proceeding with negotiations for the lease request made by T-Mobile for the use of City Park property in conjunction with the installation of cellular antennas on Exel Pole # 147, described as 1689 Highline Trail, all to be consistent with the terms and conditions of the appropriate City telecommunications lease and pending review of the City telecommunications consultant. 2. Dear Mr. Olson- A few weeks ago, I spoke to you about T-Mobile USA's interest in installing a cellular communications facility on the Excel Power Tower #147 along Highline Trail, which is located on the East side of Johnny Cake Ridge Road and North of Woodgate Lane in Eagan, Minnesota. There is another carrier (old Qwest site, MIN 461) currently located at the site. T-Mobile is seeking approval from the Parks Review Board to move forward with lease negotiations with the City of Eagan. T-Mobile is proposing to install a very similar installation to the Qwest equipment on site. The ground space would be a 15 x 20 lease space fully enclosed in Chain link fence approximately 10' to the West of the existing Excel lattice power tower. T-Mobiles antennas would be located on the Excel tower with a separate lease from Excel. Photo simulations and more detailed scale drawings will be included in this proposal. In return for allowing T-Mobile to lease space next to the power tower on Highline trail, it offers to pay the annual rent set forth by the city of $4705.34 for 2005 with a 6% increase yearly. We hosted a family reunion at Blackhawk Park pavilion on Saturday July 23, 2005. Our experience with your courteous and professional staff was pleasant from beginning to end. The reservations staff were knowledgeable and helpful. The maintenance employee took extra care in instructing me in hook-up and safe handling of the chuck wagon grill. The park attendant was prompt in contacting us the day prior and meeting with us at the agreed upon time and also returned later in the day to ensure there were no problems. Another attendant stopped by routinely to ensure the trash was emptied. Family members who came from all over the country had nothing but favorable comments as to pavilion design, park layout and maintenance of both the grounds and pavilion. Keep up the good work. Its certainly appreciated and reflects well on the city, county and the diligence of the parkstaff. We think you should use better balls that carry more. 5. One umpire consistently allowed deep ASA strikes. • Some are good, some need to review rule books. Basic rules are important to know at this level. • Worst officials I have ever had to deal with. • Strike zone was very inconsistent, the worst I have seen in 15 years. Each umpire has a different perspective as to where it lands vs. where it crosses the plate vs. where it crosses the batters body. 6. Suggestions for next year: • I would like to see a mat used behind the plate. Umpires could not keep a consistent strike zone for a whole game. Mats are used in many leagues in Wisconsin. It would help the umpire's a lot and would take away from over 1/2 of the disputes. • We would love to see an end of the year tournament; maybe with the 2 E league teams in Eagan, if it could be facilitated during the week, could we do a weekend or something like that. We could pay more for such a tourney, or play fewer league games. Side note to this: Sonya- we really enjoyed our league, of the 14 games, we only had 4 games that weren't close. It was a fun Season. You do a fine job, and we look forward to seeing you next year. • Start later so college kids have a chance to get back. So start a week later. Our team missed a double header because of it. • More games, better ball. • Get a better ball in the optic yellow color. • We were unclear about end of the season tournaments and tried to sign up too late. Please stress dates at the next year's team meeting. • Keep up the great work! • Use a regular ball for Men's D Orange, at least a .44 core should be used The balls used were a .40 core and we have the balls to prove it if you don't believe us. • More picnic tables please. • Better, harder, different balls. You are going to start losing teams to other cities if you continue using those junk balls. • Need to take better care of the infields. • Use Dudley balls. Keep going with the minor changes (wed league using both LD and NV) lights at Lex/Diff Look to realign teams mid season - look at wed green - no names should be moved down, overall they would be much happier playing games where they had a chance of winning, makes for a stronger league. • New balls, umpires need more training. • Schedule the Umpires so that the better ones umpire the upper leagues. • Michigan wolverine color t-shirts. • Yellow balls for late games. • Cleaner foul lines, walking tracks, double headers for all the men's leagues. • The caliber of softball (DeMarini) has essentially eliminated homeruns. • Format and schedule was great-Thank you! • No bye week. • Soften fields somewhat by watering them. Player motivation wares when you get beat badly most every week. • We have played in this league for 5 seasons. We would really like to see more women's upper teams to compete against. It seems as if too many teams joined the lower league this year. • Yellow balls please, I don't want players getting hurt because they can't see the white balls. Also it is pretty clear when the weather will prohibit us from playing, please don't wait until 5:40 to call games when we start at 6:00 pm and there is 3 inches of standing water on all the streets in the south metro. Would like to get a few more teams in upper competitive. We played these teams so much; maybe a few more teams would give a bit more variety. Great communication by Sonya (due to high number of rainouts) about rescheduled games. Always got mailings and it was on the web site - a very important tool for busy teams. • Umpires need to be more consistent with strike zone and arc. • Better balls in C League, we expect to be able to hit home runs, that is why we play in a C League. Staff included Cheryl Mesko, Superintendent of Operations; Paul Olson, Superintendent of Parks; Jeff Asfahl, Superintendent of Recreation; Eric Macbeth, Water Resources Coordinator and Lori Kimball, Recording Secretary. APPROVAL OF AGENDA Member Pletcher moved, Member Bari seconded; with all present members voting in favor to approve the agenda. APPROVAL OF MINUTES OF July 18, 2005 Member Filipi moved and Chair Davis seconded with all present members voting in favor to approve the minutes of July 18, 2005 as presented. VISITORS TO BE HEARD There were no visitors to be heard. SUPERINTENDENT'S UPDATE AND DEPARTMENT HAPPENINGS Superintendents Olson and Asfahl provided an update and highlights of items and activities within their areas of supervision. CONSENT AGENDA Member Peterson moved, Member Danner seconded; with all present members voting in favor to make the following recommendations to the Council regarding the Esmeralda Addition development: 1 The park dedication shall be satisfied through a cash dedication. 2. The trail dedication shall be satisfied through a cash dedication. 3. Tree preservation issues will be handled at the time of building permit application. 4. To meet the City's water quality requirements a cash dedication in lieu of ponding is appropriate for this development. There are no wetlands directly associated with this parcel. ALTERNATIVES FOR COMMISSION CONSIDERATION: A cash dedication in lieu of on-site water quality ponding should be required for this development. DEVELOPMENT PROPOSALS There were no items to review under Development Proposals. Advisory Parks Commission Minutes of Regular Meeting of August 15, 2005 Page 2 OLD BUSINESS There were no items to review under Old Business. NEW BUSINESS 2006 Fee Schedule Superintendent Asfahi presented the proposed 2006 Fee Schedule for private use of park facilities and recreation equipment. The proposed schedule contained no change from 2005 prices but included the addition of three new items; the upper and lower level of the Central Park festival grounds and the Holz Farm barn. Member Peterson suggested clarification on the fee schedule, listing the upper ellipse and lower level separately. She also suggested anticipating costs for portable toilets and special cleaning that would be required by park staff which should also be included on the fee schedule. Commission members discussed capacity of the Holz Farm barn and guidelines for usage. Members also discussed the growing number of private photographers currently using the Holz Farm site for a backdrop for graduation, family or wedding photos. There was concern expressed that some of these non-scheduled photo shoots might interfere with already scheduled events and a brief discussion about how best to accommodate both uses. It was the Commission's consensus that the Recreation Subcommittee continues the discussion to clarify questions raised during the discussion pertaining to rental of the Holz Farm barn and any other ancillary facilities that should be covered within the fee schedule guidelines. Member Peterson moved and Member Bari seconded; with all present members voting in favor to approve the 2006 Fee Schedule including the addition of the lower level festival grounds and portable toilets. WATER RESOURCES UPDATE Water Resources Coordinator, Eric Macbeth updated the Commission on the plan to update the Water Quality Management Plan. He noted that a consultant has been hired and that a task force is being developed to help with the review and preparation of the plan that will ultimately be adopted by the City Council. Macbeth asked that a commission volunteer be appointed to the task force. Chair Davis moved and Member Lodhi seconded; with all present members voting in favor to place a commission member, to be determined, on the task force. Coordinator Macbeth announced that as a result of the citywide organization study the water resources division will now report to the Public Works department rather than Parks and Recreation. He reiterated that he would continue to just as closely with the APrC as he has in the past. OTHER BUSINESS AND REPORTS There were no items to review under Other Business and Reports Advisory Parks Commission Minutes of Regular Meeting of August 15, 2005 Page 3 ROUND TABLE Superintendent Olson reminded commission members of the September 1 special meeting to formally close the public comment period for the 20/20 Vision Plan. Olson added that the APrC can also appoint a member to the Water Quality Task Force at that special meeting. He reminded commission members of the September 12 workshop scheduled at Moonshine Park for the APrC to discuss the draft of the 20/20 Plan. Since there was significant public interest in the development of the former Diamond-T horse ranch, Superintendent Olson provided a brief update on the progress of that site. Olson noted that the land is now private property and a work construction sight. Environmental cleanup has been completed and tree removal is in process. Olson stated that the contractor is going above and beyond expectations when protecting resources and working with city staff. Any questions regarding this development should be sent to Sheila Cartney in the Community Development Department. Member Pletcher invited the audience to the Art House's open house on August 21. Member Pletcher said he would personally be conducting a pottery demonstration. Member Danner also suggested that the holiday event at Holz Farm be considered as an article for the new Eagan Magazine. A reminder was given that a Core Greenway fundraiser at Caponi Art Park will be held on September 18. Superintendent Mesko reminded the viewers that Juli Seydell Johnson will be starting her job as Director of Parks and Recreation on September 6. Chair Davis thanked Cherryl, Paul and Jeff for their assistance, guidance during the time without a director. Superintendent Mesko noted that the teens are anxiously looking forward to presenting their plans for a .coffee bar to the City Council. The E-TAB group has been collaborating with the Eagan Foundation, Dunn Brothers, city staff and many other mentors to help guide their ideas to a presentation to the Council for their consideration of the teen's idea.
