ITEM OVERVIEW: Consider modification to the existing scholarship program to align with eligible
funding support with Dakota County Community Development Block Grant (CDBG) program requirements.
BACKGROUND/HISTORY:
To date, Eagan Parks and Recreation has provided scholarship funding to assist youth participants
with financial needs. Presently, staff relies on the following limits and management procedures to
administer the program:
• The program is intended for youth under the age of 18.
The fee is reduced to 50% of the registration fee and requires a simple written request for
scholarship assistance.
• A maximum of 4 programs per year per participant up to a $100.00 individual maximum
(whichever comes first).
• The family maximum cap is $500.00.
As a means to fund the scholarship program, staff implemented an initiative in 2002 to increase
non-resident fees for permitted use of the athletic sites to enable a portion of the proceeds raised to
be directed towards the youth scholarship program.
By moving to a more integrated scholarship program funding assistance can reach more of Eagan's
residents that might need that support.
ANALYSIS:
Based on the above history and identification of CDBG funding eligibility, staff proposes to implement
the following Youth Scholarship program and related requirements in partnership with the CDBG
program.
• Participants seeking scholarship funding will be required to complete the self-certification form
for record keeping and reporting requirements.
• To assure equitable distribution to those that qualify, each youth under the age of 18 will have a
maximum amount of $100.00 support with a family maximum of $500.
• Utilization of the non-resident fee proceeds would still be used if CDBG funding falls short of
demand.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. Recommend to the City Council that a scholarship program be implemented with a $10,000
allocation of CDBG funding for this specific initiative.

Information on annual family income and race is required to determine eligibility for public services funded with
federal Community Development Block Grant (CDBG) funds. Each participant must indicate the number of persons
in their family, and then CIRCLE THE BOX that contains the amount of annual family income.
INCOME is defined as the total annual gross income of all family and non-family members 18+ years old living
within the household.. All sources of income must be counted from all persons in the family based on anticipated
income expected within the next 12 months. Circle the appropriate income level in line with your family size.

Diffley Road underpass. The Commission is being asked to consider this request
and make a recommendation regarding its merit.
2. The Recreation Subcommittee recently reviewed the need for a fee for
commercial use of park buildings and facilities. Background information is
included in the packet and an update will be provided by the subcommittee for
Commission consideration and action.

ITEM OVERVIEW: City Engineer Matthys will provide an overview of the trail components included
within specific sections of the Comprehensive Guide Plan for the City of Eagan.
The Comprehensive Guide Plan for the City of Eagan includes Trail components within two of its
sections. A Transportation Trail System is presented in the Transportation Plan Section while a Park
Trail System is included in the Park and Recreation System Plan Section. Both trail systems support
one another and are duplicative, except that most of the trail segments internal to city parks are only
included within the Park and Recreation System Plan.
The Trail and Sidewalk Improvements portion of the 2006-2010 CIP has been attached for your
information. Russ Matthys, City Engineer, would be happy to address any questions and will be in
attendance at the December 19 APrC meeting with an exhibit of the proposed improvement locations.

STRENGTHEN COMMUNITY
• Following a news release, approximately 10 trees were offered to the City for use as a Holiday tree
at the ECC. City staff reviewed each candidate tree and selected a nearly 30' tall spruce tree that had
become a nuisance (blocking a window) in the front yard of a residence. City staff cut the tree and
hauled it to the ECC where it was installed outside the east entrance and decorated for all to enjoy.
• The South of the River Community Band held their winter concert at the ECC on December 4.
• The Parks and Recreation preschool program will be holding a preschool art show at the ECC on
December 15.
« Friends of the Farm hosted their 5`h annual Old Fashioned Holiday at the historic Holz Farm on
Sunday Dec 4. It was a beautiful winter day. FOF estimate that approx. 500 were in attendance!
SUPPORT ECONOMIC DEVELOPMENT
• The ECC is home to several large holiday parties this season, including BlueCross BlueShield,
Thomson West and Evergreen Community Church.
There will be five weddings at the ECC in December, including a New Years Eve wedding
celebration.
• There are currently 36 birthday parties planned at the ECC in December, with more expected
throughout the month.
• INCREASE CULTURAL AWARENESS (INCLUDING HISTORY & NATURE PROGRAMS)
« The ECC is featuring a display of Holidays around the World during the winter holiday season.
• Adapted programs are expanding in the New Year to include art classes, which the Eagan Art House
is coordinating and leading and Eagan Parks and Recreation is working to get the word out to the
participants in the sporting classes, which are currently successful.
PROTECT NATURAL RESOURCES
« Staff is working with the Utility and Engineering Departments as well as a contractor, to determine
the most appropriate means of developing an irrigation system bypass at the ECC. Irrigation water
is currently drawn from the pond which precludes the treatment of emergent vegetation in the pond.
The bypass would be used during those times the pond is being treated.
« The Legislative Commission on Minnesota Resources (LCMR) approved the request of the City to
issue a Conservation Easement over the City owned portions of the Caponi property to Dakota
County. The State grants used on the project prohibited granting any property rights while the
County funds used on the same project required it.

REMINDER ! Snowmobiles are NOT allowed on City Park property. Violations should be reported
immediately to the Police Department.
One of the projects the preschoolers are working on for the 2d annual Art Show is Tzedakah boxes.
The word tzedakah ([t]she-dah-kah) is a Hebrew word meaning "righteous deeds". The project is
inspired by art from Tony Berlant who created the original box from recycled goods, and filled it
with money to help those in need. The preschoolers are creating their boxes from recycled goods
such as tin foil, magazines, newspaper and milk cartons. Ninety families are invited to the event
with more than 90 pieces being displayed. The Art show and Silent Auction will be held on
Thursday December 15 at the ECC from 6:00-7:30pm.
The Eagan Community Center served as a drop-off site for Nike's Reuse-a-shoe program Nov. 1-
22. Over 547 pairs of athletic shoes were collected at Eagan, Apple Valley, and Burnsville. That's
10% of the total Farmington wanted to collect in one year.
PROMOTE HEALTH & WELLNESS
• Unlike recent years, a number of the skating sites will be open prior to the Holiday season, some as
early as December 17. Park crews began a "split shift" on December 11 to allow for round the clock
flooding. At this time, the paved rink sites appear to have the best ice.
Again this year, the City will contract for the removal of snow from designated trails throughout the
City. The designated trails comprise approximately 50% of the boulevard trail system. The trails
within Central Park are included. The contract is managed by the Street Department. Additions or
deletions are considered by the Council in the spring.
« Pilates for teens will begin this February in the Oasis.
• Winter Manager's Meetings were held on Monday, December 5. All leagues will begin after the
first of the year. The outdoor leagues are thankful for the arrival of winter and cold weather. There
are currently 130 teams registered for 4 sports with leagues occurring 6 days a week in 20 leagues.
A few leagues are still accepting registrations.
• The student holiday fitness pass will be offered December 15-30 and is good for 30 days from the
date of purchase.
• Complimentary group fitness classes are being offered to the public December 3-10.
• A BOG (Blast & Open Gym that is supervised) Day for youth ages 6-12 will be held at the ECC on
December 27.
KUDOS TO STAFF:
Sonya Rippe and Sandy Breuer were nominated and will be presented with meritorious service awards,

Sonya is receiving her awards for her MRPA work with the RSC (Recreational Sports Commission) and
Awards Committee. Sandy is receiving her award for her work with the MRPA Awards Committee.
Sections and committees choose the individual(s) they feel most deserving. The intent of the Section
and Committee Meritorious Award program is to provide the opportunity for each MRPA Section and
Committee to recognize its own members for outstanding services performed on behalf of that Section
or Committee during the previous year. The goal of the program is to increase awareness and

BACKGROUND/HISTORY:
The applicant is requesting approval of a Preliminary Subdivision and Final Subdivision of 9.24
acres (Eagan Place) to create three lots (Eagan Place 2nd) for property legally described as Lot 1,
Block 1, Eagan Place located at 1235 Town Centre Drive.
The applicant is proposing to subdivide the subject lot into three lots. Lot 1 will be for a Best Buy
retail store (currently under construction) and Lots 2 and 3 will be for a freestanding 7,000 square
foot building (total of 14,000 square feet total between the two lots). The users have not been
identified for Lots 2 and 3 but have preliminary approval for retail, restaurant, or office uses.
PARKS AND TRAILS DEDICATION:
The parks and trails dedication were previously fulfilled as part of the original development on this site.
TREE PRESERVATION:
Any tree preservation issues that pertain to this proposed development site will be addressed through
mitigation if necessary.
WATER QUALITY/WETLANDS:
There are no specific water quality or wetlands issues pertaining to this site however, the issue of
potential reclamation of wetlands or improvements to water quality for future redevelopment projects
will be an issue of discussion with the update of the Water Quality Management Plan.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. Recommend to the City Council that this proposal be approved as presented.

DISCUSSION/EVALUATION:
To determine a fee structure, staff researched other similar area venues (Attachment 1).
A sound technician is needed to operate the new sound system. Current park attend int,
community center or recreation staff members will be trained for this role. ho-wy ntzc for
this specialized service is proposed in addition to the rental fee.
It is recommended that sound system use be an optional service. Some groups using the band
shell will not need a sound system or have needs that are accomplished by a smaller system.
Larger bands/groups may need more or may have a system of their own.
Staff proposes the following fee structure:

IT DESCRIPTION: The Caponi Art Park oar has submitted a letter requesting that the
City allow removal of the fence from the Diffley Road pedestrian tunnel.
The Caponi Art Park Board has requested that the fence be removed to allow for transport of their
equipment through the tunnel and to allow better pedestrian access when the Caponi Art Park is
open for public events. To accomplish this, the Art Park Board has proposed changing the park's
boundary fences to fully surround the tunnel and prohibit public access except when the Caponi
Art Park is open to the public.
ANALYSIS
The original design of the tunnel called for a smaller passage and no fence. At the behest of the
Caponis, a wider tunnel with a fence was bid as an alternate. Per the agreement, the Caponis paid
for the additional cost of the alternates.

The letter of request does not state that the Caponi Art Park Board wishes to block the tunnel to
general public use. However, staff received further information at a meeting on site with Anthony
Caponi. Mr. Caponi stated that his intent was to change the fence line around the Caponi Art Park
property to include the entire tunnel within the fence. This would block the tunnel to public use
except when the Caponi Art Park is open.
• Per Article 10; Upon acceptance... "Thereafter, the Pedestrian Access shall belong to and be
under control and ownership of the City and the City hereby agrees to maintain the Pedestrian
Access in a physical condition which will accommodate the intended use of both parties to this
Agreement".
• Per Article 11; This agreement may only be amended upon a written agreement of both parties
ALTERNATIVES FOR COMMISSION CONSIDERATION
1. Recommend that the request to remove the current fence be denied.
2. Recommend that the request be approved.

Staff has received requests from large events/groups and fund raising groups asking to use public
facilities to host their sales and fund raising efforts. There is no policy or fee schedule in place to
give consistent guidelines for these events.
At their November 14 workshop the commission and staff began discussing how best to create a
policy and fee structure that might address the use of trail or park areas by large groups and/or
requests from commercial profit generating entities wishing to use a park or tax-subsidized park
facility for the purpose of raising money. The APrC subsequently referred this issue to the
Recreation Subcommittee which met on Tuesday, November 29 for further discussion
ANALYSIS
Attached are the notes reflecting the review and discussion completed by the recreation
subcommittee. The subcommittee recommends the following addition to the Parks and Recreation
department fee schedule:
1. Use of Parks, Trails or Open Space for Lame Group Event
All groups wishing to use a City of Eagan park or open space for a large group event must
apply for a permit and pay permit fee in advance of their event. This fee is in addition to the,
rental of pavilion if the group will be using a substantial portion of park grounds or trail.
Activities will only be allowed if they are not in conflict with existing City programs/services.
Fee considerations would include:
$60 for a half day event
$90 for full day
Includes city staff present to support event through set up, clean up and garbage removal.
Fee for additional services will be charged based on current city rate schedule
Includes portable toilets, additional tables, additional waste barrels, etc.

2. Use o Parks Pavilions and Moonshine Retreat Center for Fund Raising or Commercial
Profit Generating Activities.
Groups wishing to use a park, pavilion, or Moonshine Retreat Center for a fund raising or
commercial profit generating activity will be charged a rate that is higher than the public rental.
Fee considerations would include:
Fee would be 15% more for commercial profit or fund raising activities.
Group(s) may not use the City's name as an endorsement of the event.
Businesses would pay resident or non-resident fee based on the location of their business rather
than the address of the person making the reservation.
Revenue facilities (Cascade Bay, Civic Arena, and Egan Community Center) are not subject to
this change since their rental fees are set to cover full costs and do not include a tax subsidy.

Introduction:
Staff receives requests from large groups and income generating/fund raising groups asking to
use public facilities to host their sales and fund raising efforts. There is no policy or fee

Fee schedule for groups needing spaces/service beyond a typical pavilion rental or 3 when
using a park for a run, walk, or gathering without a pavilion rental. i.e. trail use, addWonal

For a quick-reference comparison, some survey examples of common rental spaces, banquet halls
(Saturday rates), gymnasiums, and enclosed shelters have been pulled out.
Notes:
1. Plymouth "Gymnasium" rates are based on peak-time use of their full sports dome rather than a
standard gymnasium.
Enclosed shelter rates are based on resident/ non-resident rate rather than the commercial/ non-
commercial rate used for the Banquet and Gymnasium facilities. The enclosed shelter rate is
broken down by resident, non-resident, and non-profit (but at least f2 the group must be Plymouth
residents).
2. Woodbury uses a "resident, non-resident" rate rather than commercial/ non-commercial. Woodbury
did not list a price for use of a gymnasium.

A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on November 14,
2005 with the following Commission Members present: Joe Bari, Margo Danner, Terry Davis, Mark
Filipi, Duane Hansen, Muhammad Lodhi, Ryan Zipf, Dorothy Peterson and Richard Pletcher. Member
Belfiori was not present. Staff included Paul Olson, Superintendent of Parks; Cherryl Mesko,
Superintendent of Operations; Gregg Hove, Forestry Supervisor.
APPROVAL OF AGENDA
Changes to the agenda were the removal of Agenda Item H-1; Peace Pole Request Update and I-2b; PA
Equipment Rental. The 20/20 Vision Update was also moved to Old Business. Member Bari moved,
Member Filipi seconded, with all present members voting in favor to approve the agenda as amended.

EAGAN ART HOUSE
Director Johnson introduced Mike Holmdahl and Betty Undis, representatives of the Eagan Art House.
Holmdahl and Undis stated the Art House is growing, increasing from 2052 participants in 2004 to 3049
in 2005. They told the commission they have run out of space and are on the move, using other locations
such as Dakota County Library and Eagan facilities such as the Ice Arena, Community Center and Band
Shell, and Eagan Chamber of Commerce Gallery.

Adam Gerber, Tree Inspector for summer of 2005, was introduced by Hove. Gruber presented the shade
tree disease report which included information on Oak Wilt, Dutch Elm and Buckthorn. Gruber discussed
disease management, identification, treatment, re-inspection and proper disposal. The number of infected
trees in 2004 consisted of 220 Red Oak and 51 White Oak. The numbers for 2005 are 197 Red Oak and
54 White Oak Gruber talked about the cost share program.

Superintendent Olson suggested viewers use the City's website for tree disease information if they have
concerns. The website is extensive and sometimes phone calls are more than city staff can respond too.

The Water Quality Management Plan update will be presented at the December APrC meeting. Chair
Davis asked commission members to provide their input to Member Belfiori by the end of the week.
ROUND TABLE
Member Pletcher stated pottery made by instructors and students would be sold at the Eagan Art House
on November 19 and 20. Chair Davis reminded members of the upcoming Recreation Subcommittee
meeting. Member Peterson said the annual report for Friends of the Farm would soon be distributed to
APrC members.

With no further business to conduct, Member Zipf moved, Member Pletcher seconded with all members
