No license application issued. Provide cabinetry drawings that indicate all finishes for cabinetry (wood cabinetry is not allowed) and counter tops. Mechanical refrigeration is required for all potentially hazardous foods in buffet. The Delfield iced unit is not approved for use with potentially hazardous foods. Replace with mechanical refrigerated unit(s). Flooring must have sanitary base cove installed at the buffet units servicing. No plumbing drawings provided, cannot determine location of floor drains for the buffet units proposed, ensure the units are equipped with internal evaporator pans. 1. Equipment Standards - General Requirements: Food and beverage equipment shall meet the applicable standards of National Sanitation Foundation (NSF), Edison Testing Laboratories (ETL) to NSF Standards, Underwriters Laboratory (UL) to NSF standards or Canadian Standards Association (CSA) to NSF Standards. The proper sticker, manufacturer information and embossment identification shall be displayed on the equipment. (Minnesota Rule, part 4626.0505) Sneeze guards for the buffet units, Residence Inn Food and Beverage Equipment Plan No. 091152 Page 2 June 17, 2009 All counter mounted equipment shall be on four (4) inch NSF legs or sealed to the counter top unless it is less than 30 pounds and easily moveable. (Minnesota Rule, part 4626.0725 and 4626.0730) Customer self-service beverage dispensers must be designed to operate so as to protect the lip contact surface of glasses. (Minnesota Rule, part 4626.0575, item D) A full set of approved plans and a copy of the plan letter will be available at all times during construction. (Minnesota Rule, part 4626.1720 and 4626.1725) Food on display for self-service or otherwise shall be protected from consumer contamination by using easily cleanable counter protector devices, display cases, and similar equipment. These devices shall be designed and installed to intercept the direct line between the mouth of the customers and the foods on display. (Minnesota Rule, part 4626.0320) Sneeze guards are proposed, could not verify NSF listing for them. 2. Used Food Service Equipment: Used NSF food and beverage equipment cannot be changed or altered from its original condition. It is the project owner's responsibility to ensure it meets the standard. (Minnesota Rule, part 4626.0505) Approval of the used equipment will be made by Ms. Mindy Lang inspecting sanitarian from MDH Metro District office. (Minnesota Rule, part 4626.0505) 3. Food contact surfaces - General Requirements: Primary food contact surfaces (tables and counters) shall be of stainless steel construction in compliance with NSF Standard No. 2 or equivalent. (Minnesota Rule, part 4626.0505) Plastic laminate surfaces are not acceptable for food contact and food preparation surfaces. (Minnesota Rule, part 4626.0450) Provide the finishes for the counter tops. Custom buffet table/salad bar cabinetry and counter top shall be submitted and approved by plan review. (Minnesota Rule, part 4626.0505) 4. Plastic laminate cabinetry within the food service area: Buffet units cabinetry, serving counter cabinetry, In all areas where food equipment involves heat or moisture, or where food comes in contact with the surface, a stainless steel finish or equivalent is required. (Minnesota Rule, part 4626.0450) Provide the finish material for the Counter-tops and back splashes proposed. Plastic laminate would not be approved for these areas without specifications on the plastic laminate from the manufacturer indicating recommended use. Residence Inn Food and Beverage Equipment Plan No. 091152 Page 3 June 17, 2009 All service counters and other millwork surfaces shall be protected with stainless steel, NSF- certified plastic laminate to Standard No. 35 (Laminated Plastics for Surfacing Food Service Equipment) or equivalent (as determined by plan review) to cover all exposed wood. (Minnesota Rule, parts 4626.0490, 4626.0495, 4626.0505, 4626.0515) Cutouts in millwork shall be sealed by the fabricator in an approved method. (NSF Standard No. 35: Laminated Plastics for Surfacing Food Service Equipment). All counters shall be on a solid raised masonry base of not more than four (4) inches with approved base cove or six (6) inch NSF legs or castors meeting NSF standards. If a solid raised masonry base is used, the cabinet shall overhang by at least one (1) inch, but not more than four (4) inches with approved base cove. (Minnesota Rule, part 4626.0725 and 4626.0730) Current elevation drawings of the service counters indicate a hollow-base cabinetry construction. Provide base as indicated above. Enclosed hollow bases are NOT permitted. (Minnesota Rule, part 4626.0725 and 4626.0730) The inner cabinet bottom shall be removed from below plumbed fixtures. (Minnesota Rule, part 4626.0505) Doors for the front of the cabinetry may remain, shelving within the cabinets must be removed. No storage of items is allowed. 5. Refrigeration - General Requirements: Mechanical refrigeration is required for all potentially hazardous food on display or for service. The Delfield, drop-in unit used with ice will not be allowed for potentially hazardous food refrigeration. All refrigeration facilities must maintain potentially hazardous foods at 41° F or below. (Minnesota Rule, part 4626.0395, item B) Each refrigeration unit must have a thermometer accurate to within 2° F. (Minnesota Rule, part 4626.0560 and 4626.0620) If potentially hazardous foods are prepared a day or more ahead of service, the capacity of the rapid cooling facilities must be sufficient to satisfy the food required to be cooled. (Minnesota Rule, part 4626.0385, 4626.0390 and 4626.0675) Salad bars and buffets shall consist of mechanical refrigeration, approved food shields, and shall be indirectly wasted to a floor drain. Salad bars and buffets shall be located on a smooth, easily cleanable floor, such as a quarry tile or equivalent, which extends three feet beyond or around the edge of the salad bars and buffets. (Minnesota Rule, part 4626.0395, item B) Post sign by salad bar\buffets stating "Customers must obtain a clean plate for each visit". (Minnesota Rule, part 4626.0290, item B) Condensate from refrigeration equipment shall be drained to a floor drain located outside of the unit, or the unit shall be equipped with an evaporator pan. Floor drains are prohibited inside refrigeration. Do not install drain lines, conduit lines, etc. on interior surfaces of walk-in coolers and freezers. Three-Compartment Sink: No changes proposed. 8. Hand Sinks: No changes proposed. 9. Walls - General Requirements: Wall surfaces in splash zones or high moisture areas such as ware washing, food preparation, hand washing sink and janitorial sink areas, etc. shall be finished with smooth, light colored, durable, non-absorbent materials to the ceiling. (Minnesota Rule, part 4626.1325) Approved materials include: a. A fiberglass re-inforced panel (FRP), or b. Ceramic tile that is smooth, cleanable and light colored. 10. Floors - General Requirements: Floors in kitchens, bars, other rooms where food is stored, prepared or washed, employee dressing or locker rooms, toilet rooms and janitorial rooms shall be smooth, non-absorbent, durable and easy to clean. (Minnesota Rule, part 4626.1325) Approved materials include: ceramic tile with an integral sanitary coved base installed on a smooth, concrete surface. (Minnesota Rule, part 4626.1720) Epoxy or polyurethane base grout shall be utilized. (Minnesota Rule, part 4626.1720) A four inch integral base cove (1/ inch radius minimum) constructed of the same materials as the floor shall be installed at the floor/wall junctions. (Minnesota Rule, part 4626.1345) Floor tile cut down will not be acceptable as the sanitary base cove. Buffet tables, salad bars and other similar food holding or preparation areas located in the customer area shall be surrounded with an approved flooring material to a distance of 3 feet from the equipment or operation area. (Minnesota Rule, part 4626.1325 and 4626.1350) Ceramic Tile: A copy of the material specifications shall be submitted for review and approval before installation. (Minnesota Rule, part 4626.1720) All tile and grout shall be sealed per manufacturers' recommendations. Ceilings - General Requirements: Ceilings in kitchens, bars and bar service areas, other rooms where food is stored, prepared, or washed, toilet rooms and janitorial rooms shall be smooth, non-absorbent, durable and easy to clean. (Minnesota Rule, part 4626.1325 and 4626.1370) Acceptable materials include: a. Vinyl coated acoustic ceiling panels; b. Semi-gloss painted gypsum board (washable); c. Light in color; d. Smooth in texture; and e. No exposed rafters, bar joists or trusses are permitted. 12. Janitorial Areas - General Requirements: No changes proposed. 13. Plumbing - General Requirements: All plumbing plans shall be approved by the Minnesota Department of Labor and Industry (DLI) or delegated agent. Submit complete plans for review to that department. (Minnesota Rule, part 4626.1040 and 1045) Contact Eagan Building Official, Dale Schoeppner at 651-675-5675 for plan review, permits and inspections. A separate on-site inspection will be conducted by the Minnesota Department of Labor and Industry plumbing inspector or delegated agent to determine compliance with the Minnesota Plumbing Code. (Minnesota Plumbing Code, Chapter 4715.3130) All plumbing equipment shall be installed in accordance with the Minnesota Plumbing Code for a commercial establishment. (Minnesota Rule, part 4626.1045) All pipe chases that pass through walls shall be tightly sealed and covered. (Minnesota Rule, part 4626.1340) All utility pipes and lines shall be enclosed in walls or ceiling. (Minnesota Rule, part 4626.1340) All threaded hose bibs shall utilize an approved vacuum breaker per Minnesota Plumbing Code requirements. (Minnesota Rule, part 4626.1085) Floor sinks shall not be located directly underneath food equipment and shall be readily accessible for cleaning. (Minnesota Rule, part 4626.1080) 14. Lighting - General Requirements: Provide effective shielding, such as plastic shields, plastic sleeves with end caps, shatterproof bulbs and other approved devices for all lighting fixtures in area of exposed food, clean equipment, utensils, and linens, or unwrapped single service and single use articles. Other Code Requirements: All other approvals from local units of government shall be obtained prior to construction beginning. This includes building construction inspections, zonirrg approvals or other regulatory approvals.
