I have reviewed the original approved drainage/grading plan for the development and compared it to each property before and after the home improvements/additions at your property ' were completed. It appears that the drainage pattern for your lot may have been altered slightly by the added soil on your northerly property line associated with the improvements. The original drainage plan showed the water from your side lot curving around the house to the northeast comer of the lot and entering the street along the property line. With the change in drainage, the water now cannot flow out to the street but instead is flowing into your neighbor's yard and causing concern for erosion and water damage. With a field visit, I noticed you have installed downspouts on the house which are directing water to the side yard area, increasing the amount of water that would normally go there. To minimize the chances for erosion and attempt to return to the drainage pattern that was originally intended, I am suggesting that you re-direct the downspouts to either the street or to the back yard drainage swale.
