VAN OVERBEKE Dear Tom: City Clerk I have reviewed your letter and the attached petition forms requesting a study to determine a safer alternative to the current access to the North Eagan Dairy Queen (DQ) located northwest of the intersection of Yankee Doodle Road and Denmark Avenue. The current access is a right-in/right-out arrangement for southbound Denmark Avenue traffic. Northbound traffic on Denmark Avenue must complete a U-turn in a protected left-turn lane in order to access the site, or vehicles may enter the Byerly's portion of the Promenade parking lot and turn around. There is no direct access off of Yankee Doodle Road. In your letter you reference the forthcoming opening of Home Depot and an anticipated increase in traffic volume on Denmark Avenue. You raise concerns about the combination of the increased traffic and the current U-turn access to the DQ resulting in a hazardous situation. In response to your letter, I will provide some history on the current access to this site and a suggestion that may start you in a direction to address your concerns. I have enclosed a map that shows the existing lane configuration, concrete median, and driveway access for the Dairy Queen. When Denmark Avenue was being designed to accommodate the new Promenade Center, there was considerable discussion regarding how to provide adequate access to the parcel which was subsequently developed into the present DQ facility. With full development of the Promenade Center, the ultimate continuation of Denmark Avenue to Lone Oak Road, and the completion of the Northwood Drive overpass connecting Denmark Avenue with Pilot Knob Road, the Denmark Avenue approach to Yankee Doodle Road is expected to carry a considerable amount of traffic. This anticipated traffic requires the design of the protected left-turn lane by the raised center median. If a break were provided in this median, there would be no protected left-tum lane for northbound Denmark Avenue waiting to turn into the DQ site creating not only congestion, but a potential for rear-end accidents. Also, with a break in the median providing a left-tum into the site, vehicles exiting the Dairy Queen may then attempt to make a left turn onto Denmark Avenue or directly across into the TCF parking lot. These turning movement conflicts would create a safety situation that would not be in the best interests for the traveling public. A full access so close to Yankee Doodle Road and the major parking lot entrance for the Promenade Center would result in gridlock, an increase in turning movement conflicts and subsequent accidents. While I recognize the popularity of a Dairy Queen within our community, this is probably not the best site for such a facility. However, that was a choice made by the developer and the franchise after the street design had been established. While I realize that the current U-turn movement is an inconvenience, it is the safest movement that currently can be made. If congestion significantly increases, the current u-tum movement may have to be restricted as well. Safety must take precedence over convenience. While I understand that this option was pursued and would have preferably been constructed during the construction of the associated Promenade work, it was apparently not a desirable option for DEA. In researching the history of the discussions on the access for your site during the design and construction phases of the Promenade and Yankee Doodle improvements, it appears that without the interconnection between the DEA property and the current DQ property, the right-in/right-out access was the only acceptable option. Although DEA's opposition to this shared access was recently stated, I see this option as being the only viable solution to your access issues. The connection of the DEA substation entrance to the DQ parking lot would involve the construction of a retaining wall between the access drive and the substation. It should also require a redesign of the current traffic flow in and out of the DQ parking lot. The construction of the access drive and the associated wall would require the approval of Dakota Electric and a cross easement from DEA. The cost of any such improvements would be the responsibility of DQ. I hope you are satisfied with the response to your request.
