Dear Mr. Larson:
Please accept my apology for the lateness of this response. Your letter to Mr. Tom Hedges, City
Administrator, on August 3, was forwarded to the Public Works Department for review and
comment. A field inspection by the Engineering Division as well as the City Forester reveals there
is no substantial encroachment into the corner lot sight distance referenced in Code 11.10, Subd. 7,
Traf£ic Visibility. In addition, the sight distance survey reveals that for a car stopped on Denmark
Avenue at Wescott Road has 636' of visibility to oncoming traffic to the west and 735' of visibility
to the east. Based on the 45 mph posted speed limit in this area, there is adequate sight distance for
safe reaction and emergency stopping.
We appreciate your bringing this concern to our attention, but based on our field observation and
evaluations, we do not feel that the property owner located a{3965 Denmark Avenue has violated
any Ciry Codes with their existing plant materiaL

I belieee that the hedges planted at the Northwest corner of Wescott and Pilot
Knob are in violation city ordinances per the enclosed Iiterature from Eagan City
Haff. The residence address is 3965 Denmark Avenue.
Due to t6e hills and the odd angles at which the streets intersect, this intersection is
more haaardous than most even without this visual obstruction. The hedges
exacerbate the problem for southbound vehicles on Denmark Avenue. This
problem will only grow with time.
I regret any inconvenience or expense to the property owner, but this is a safety
issue that affects hundreds/thousands of people each day.
Please verify my observations, and take appropriate action. Note that 1 strongly
prefer that my identity not be shared with the owner of the property.

Subd. 20. Fences.
A. Construction and Maintenance. Every
boundary Iine fence shall be maintained in a condition of
reasonable repair and shall not be allowed to become a
public or private nuisance. Electric boundary fencas shall
only be permitLed in the "A" District when related to farm-
inq, and on farms in other districts when related to farming
but not as boundary fences.
S. Residential District Fences. In all
parts of the City zoned residential, boundary fences shall
be subject to the follos+ing requirements:
