After a thorough investigation by the Utility Division, it was determined that the sewer backups that
occurred at the above-mentioned addresses were the direct result of a discharge from the Cascade Bay
Water Park Facility within the City of Eagan's City Hall complex
The original plan was for Cascade Bay allowed for the backwash at this facility to discharge
approximately 300 (gpm) gallons per minute; However, a modification occurred which adjusted the
outflow from this facility at approximately 1,500 (gpm) gallons per minute. This excessive discharge
surcharged the lines and resulted in water being backed into the two homes on Denmark Trail.
The Utility Division has since adjusted the discharge outflow from the backwash holding tank back to
300 (gpm) gallons per minute within the sanitary sewer and they feel confident that this should adequately
eliminate the surcharges which were being experienced on Denmark Trail. The Utility Division will
continue to investigate ways to eliminate this discharge completely from the sanitary sewer system.
At this time, the Utility Division is pursuing through the Minnesota DNR and through the City of Eagan's
Water Resource Management Team the possibility of discharging the backwash water into a storm sewer
that will feed into a holding pond just to the south of the Cascade Bay Complex. Although, one can never
guarantee that no further backups will occur at these homes, we feel that the possibility of a backflow
being created by backwashing at Cascade Bay has been eliminated.

The Department received a call from the resident at 3757 Denmark Trail West at 4:00 pm on Friday 6-2-06
informing us that sewage was backing in to the house. We dispatched the on-call person to the area with a jetter
at 420 PM. Upon cleaning the line we discovered small roots and grease. The blockage was cleared by apx.
S:OOpm. Restorations Professionals Inc. were called to do the cleanup and disinfection the two houses. Monday
6-5-06 the Department will TV the lines and evaluate a cleaning schedule. Charlie Borash will be the contact
person for this claim.

On Saturday at about 9:00pm I responded to a call from Wayne Schwan that sewage was backing up
in two homes on Denmark Trail West. I arrived on site and opened the manhole cover in front of 3761
Denmark Tr. West. The flow thru the manhole was excellent with no apparent problems or blockages
visible. The manhole bench and side walls did appear wet which signified recent flooding. I then
investigated one of the homes where sewage had backed up (3757 Denmark Tr. West) and found that
sewage had entered the basement of this home but had receded.
A resident approached me and said he had just come from Cascade Bay's pumping facility and
informed the Cascade Bay Operator that he was flooding homes and should cease operations. I
acknowledged this information from the resident and proceeded to Cascade Bay. Cascade Bay was in
the process of doing filter backwashes, which was apparently causing the flooding of homes. I advised
Cascade Bay's Operator (Mike) to cease all backwashing and/or wasting of water to the Sanitary sewer
until we could investigate further. I returned to Denmark Trail West and observed the Manhole flow in
front of 3761 Denmark Trail West. The flow was normal. Left the scene at approx. 11:00 pm

EXTERIOR
1. POST AND BEAMS-Built-up wood beams furnished with
6 x 6 solid wood pasts and concrete plinth blocks as plan
requires. 1/2" x 6" sill sealer furnished to insure proper seal
between sill plate and top of foundation.
2. FLOOR-2 x 10 floor joists 16" on center with 2 x 10 boxing
for spans greater than 13 feet. 2 x 8 floor joists on all others.
Bridging or solid blocking for spans for 8' furnished on all
homes. Spaced double joists under major parallel partitions
with 1/," plywood furnished for sub-flooring. 11/2-story homes,
second floor joists sized as code requires with th" plywood
furnished for entire floor area. Finish materials not included
for second floor of 11/2-story homes. Second floor finish
materials furnished with two-story homes (except where
noted in EXHIBIT B and catalog) Floor joists for two-story

furnished with two layers of 15 lb. felt. Metal roof edge fur-
rushed as added protection. Soffit louvers and roof louvers
furnished to meet code requirements. Truss roofs used only
if structurally required. Size, spacing, design and lumber
specifications per CAPP HOMES' engineering to meet local
codes.
7. WINDOWS-Picture Windows contain 1" insulated glass;
double hung, casement, Scena-Vu, and slideby windows con-
tain %" insulated glass. All windows are fine quality kiln-dried
toxic-treated Ponderosa pine or equivalent with pre-primed
exterior and weather-stripped frames, available in many sizes
and styles. At least one egress (exit) window is provided for
each bedroom.
Removable pre-primed slideby windows-Sash glides hori-
zontally on extruded vinyl tracks and can be removed from
-inside for cleaning. Removable pre-primed double-hung
windows-Fully counterbalanced and weatherstripped. Both
top and bottom sash remove for cleaning or painting indoors.
Vinyl weatherstrip on jambs provides weather-tight seal in
any climate. Except where casements are shown on plan,
doublehungs and slidebys are standard.
8. SCREENS-Screens provided for the following operating
windows: double-hung, slideby, casement and awning, as
standard.
9. EXTERIOR DOORS-Metal doors, primed, 1a" urethane
insulated with wood frame provided for exterior entrances
with a large selection Of decorative plastic plants. All styles
shown with glass will be insulated glass. Weatherstripped at
top and sides with magnetic and "Z" polypropylene and at the
bottom with an adjustable expander. Wood sliding glass patio
doors glazed with 1" tempered insulated glass are included
where indicated on the stock plan. Security deatlbolts pro-
vided for all exterior doors except patio doors. High quality
etched brass or etched old iron hardware with one piece
escutcheon plate for front door only (except metal style #20).
10. SIDING-Your choice of the following 7/,e" thick hardboard
sidings as standard: 12" primed rough textured lap siding. or
primed rough textured vertical sheets. Caulking supplied with
siding to provide additional energy-saving weatherproofing.
11. ATTACHED GARAGES-Same fine lumber and construction
as in the home are used in the garage. On a single garage,
the door is a 9400t wide sectional overhead (not installed),
furnished complete with hardware and sill weatherstripping
Double garages receive 16-foot wide doors (not installed).
Service door and windows are installed where indicated on
plan. (Jambs not furnished for basement garage). Common
wall between house and garage is sheathed with 'h" insulated
sheathing. %" sheetrock furnished to the ridge on common
wall only for fire rating. Garage ceiling ties 32" on center.
12. DIMENSION LUMBER-Properly dried Western lumber fur-
nished for your home.
13. DECORATIVE TRIM-Shutters, deck railing, and exterior
decorative timbers furnished only where shown in catalog,
but not Installed. Decorative trims not furnished: Outside
planters and special built-ins; grills and decorative railings
(interior and exterior); trim panels and moldings (as shown on
front entrance, garage doors and walls). Brick, stucco and
masonry where shown on the plans not furnished.
INTERIOR
14. FINISHED FLOORS-ALL CAPP HOMES come with complete
'h" particle board underlayment in carpeted areas and 'A"
plywood underlayment In tile areas. Vinyl tile is included for
kitchen, bath, front and rear foyer, dining area (when attached
to kitchen) and in adjacent closet areas. For non-tile areas
see #25.
15. INSULATION-Standard insulation package includes 31h"
thickness (R-11) for side walls and 12" thickness (R-38) be-
tween ceiling joists. 6" (R-19) insulation furnished for sloped
rafter ceilings, tuck-under garage ceilings and cantilevered
areas. Staples not Included. Ventilation baffles furnished on
homes per Capp plans.
16. SHEETROCK-Outside walls, inside partitions and ceilings,
including closets, nooks, etc., provided with 'A" sheetrock in
4 x 12 sheets except garage and expandable areas. Water-
resistant sheetrock furnished around tub and shower areas.
Tape and sheetrock compound quantities furnished accord-
ing to manufacturer's specifications. (Plaster, rock lath and
other materials for plastering are not available.) .
17. JAMBS-Pre-mortised jambs furnished for all interior doors.
Inside door assemblies come knocked dawn. All interior and

KITCHEN CABINETS AND COUNTERTOPS-The standard
cabinets are contemporary door styling, accented by flush
fitting oak veneer doors, with machine-grooved finger pulls
and are available in four hand-rubbed finishes. These cabi-
nets come assembled and ready for installation. Countertops
are pre-formed high pressure plastic tops with 4" back
splash, available in a wide range of colors.
CARPETING-Carpet is included for living room, dining room
(when not attached to kitchen), hall, bedrooms, adjacent
closet areas, and non-tiled main floor and second story areas.
Standard carpet with pad (60-ounce waffle or FHA approved
48-ounce waffle pad) Is provided. All carpet is available In
12' widths. Carpet cutouts, seams or trimming are installation

32. BASIC ELECTRICAL SYSTEM-The Electrical Material fur-
nished is based on the National Electrical Code and consists
of the following materials: 100 amp, and 20 single pole circuit
panel, 100 amp main breaker and circuit breakers as re-
quired per plan (meter base not included);
14/2 non-metallic with ground wire for 15 amp circuits-per
code; 14/3 non-metallic with ground wire for three-way
switches; 12/2 non-metallic with ground wire for 20 amp

dining room, bathroom, hall and bedroom per Planning
Guide plans.
34. PAINT-Includes 40 gallons of paint exterior and interior
combined. (For homes with aluminum siding 30 gallons are
supplied.) A paint accessory kit is included.
35. Materials for certain optional features shown In the catalog
plans or renderings of the homes such as special sidings, and
materials to finish expandable areas are available through
CAPP HOMES at ADDITIONAL COST. Other suggested
features such as landscaping, metal railing, driveways, side-
walks, masonry fireplaces and chimneys, patios, porch slabs
and brick, stone or other masonry exteriors are not furnished
by CAPP HOMES and must be purchased locally by customer.
Capp Homes reserves the right to change or discontinue items,
specifications or models without notice, and to make substitutions
without incurring obligation, subject to availability of material.

BASIC HEATING SYSTEMS-The standard heating system
consists of: Gas forced air furnace; smoke pipe from furnace
to chimney and drip tee; thermostat and wire; Class B Ap-
proved chimney if customer does not have masonry chimney;
all sections of duct work (per plan); one register for base-
ment; all starting collars; all end caps; all elbows; dampers;
tubing take-offs; angle boots or end boots; all cold air register
vents; all warm air diffusers; all heat tubing (sheet metal);
all tubing connectors; all joist panning for cold air return;
cold air drops or tie-ins to furnace and warm air plenum.
OPTIONAL HEATING SYSTEMS-FORCED AIR-Oil forced
air and electric forced air are available at additional cost.
When an oil system is supplied a stainless steel class "A"
chimney is included in place of class "B". 200-amp electri-
cal service is required for electric forced air.
HOT WATER-gas or oil hot water systems are available at
