After a thorough investigation by the Utility Division, it was determined that the sewer backups that
occurred at the above-mentioned addresses were the direct result of a discharge from the Cascade Bay
Water Park Facility within the City of Eagan's City Hall complex.
The original plan was for Cascade Bay allowed for the backwash at this facility to discharge
approximately 300 (gpm) gallons per minute; However, a modification occurred which adjusted the
outflow from this facility at approximately 1,500 (gpm) gallons per minute. This excessive discharge
surcharged the lines and resulted in water being backed into the two homes on Denmark Trail.
The Utility Division has since adjusted the discharge outflow from the backwash holding tank back to
300 (gpm) gallons per minute within the sanitary sewer and they feel confident that this should adequately
eliminate the surcharges which were being experienced on Denmark Trail. The Utility Division will
continue to investigate ways to eliminate this discharge completely from the sanitary sewer system.
At this time, the Utility Division is pursuing through the Minnesota DNR and through the City of Eagan's
Water Resource Management Team the possibility of discharging the backwash water into a storm sewer
that will feed into a holding pond just to the south of the Cascade Bay Complex. Although, one can never
guarantee that no further backups will occur at these homes, we feel that the possibility of a backflow
being created by backwashing at Cascade Bay has been eliminated.

The Department received a call from the resident at 3757 Denmark Trail West at 4:00 pm on Friday 6-2-06
informing us that sewage was backing in to the house. We dispatched the on-call person to the area with a jetter
at 4;20 PM. Upon cleaning the line we discovered small roots and grease. The blockage was cleared by apx.
5:00pm. Restorations Professionals Inc. were called to do the cleanup and disinfection the two houses. Monday
6-5-06 the Department will TV the lines and evaluate a cleaning schedule. Charlie Borash will be the contact
person for this claim.

On Saturday at about 9:00pm I responded to a call from Wayne Schwanz that sewage was backing up
in two homes on Denmark Trail West. I arrived on site and opened the manhole cover in front of 3761
Denmark Tr. West. The flow thru the manhole was excellent with no apparent problems or blockages
visible. The manhole bench and side walls did appear wet which signified recent flooding. I then
investigated one of the homes where sewage had backed up (3757 Denmark Tr. West) and found that
sewage had entered the basement of this home but had receded.
A resident approached me and said he had just come from Cascade Bay's pumping facility and
informed the Cascade Bay Operator that he was flooding homes and should cease operations. I
acknowledged this information from the resident and proceeded to Cascade Bay. Cascade Bay was in
the process of doing filter backwashes, which was apparently causing the flooding of homes. I advised
Cascade Bay's Operator (Mike) to cease all backwashing and/or wasting of water to the Sanitary sewer
until we could investigate further. I returned to Denmark Trail West and observed the Manhole flow in
front of 3761 Denmark Trail West. The flow was normal. Left the scene at approx. 11:00 pm

This letter is in regards to the sewer service problem at the residence of Carter Glad,
located at 3761 Denmark Trail West. On Tuesday June 22, 1999, I performed a survey to
determine the elevation of the basement floor in relation to the sanitary sewer main from
which his home takes service. We used the downstream sanitary sewer manhole invert as
the benchmark. It has an as-built elevation of 850.48. From this information we
determined the basement floor elevation to be 852.54. The connection of the service to
the sanitary main is approximately 12' upstream of the manhole. The elevation of the
main at this point should be 850.52. The length of the service from the main to the home
is? 68 feet.

On May 28, 1999 Mr. Glad notified the Utility Division that his residence at 3761 West Denmark Trail
was experiencing sewer backup problems. Upon immediate investigation by the Utility Division we
found that the manhole in front of Mr. Glad's residence was filled with water and was indeed backing
into his home. We responded with a jetter and we alleviated the problem within thirty minutes of being
notified.
Upon investigation that afternoon by the Utility Division it was discovered that the contractor at the
Cascade Bay facility was discharging backwash from the facility into the utility system. His backwash
rate was twelve thousand gallons per backwash. The contractor was notified by the Utility
Superintendent that all backwashing would be suspended until such time that the Utility Division could
clean the line from the facility to the trunk line on Fish Lake. This work was completed on Tuesday,
June 1, 1999.
On Wednesday, June 2, 1999 upon investigation through the Engineering Department it was discovered
that the discharge at Cascade Bay was required to be controlled through a reduction of the sanitary
sewer pipe to a 4" orifice.
After reviewing all of the events that lead up to the flooding of the residence at 3761 West Denmark
Trail the following discoveries were made:
The sanitary sewer pipe at Cascade Bay had inadvertently become crushed outside of the
changing house area. Upon discovery by the contractor of dirt in the line he proceeded to use a
2 %z" hose off a fire hydrant to try to clear the blockage in the line.
2. Upon investigation by the Utility Division it was discovered that the pipe that had been
damaged needed to be replaced and this was accomplished on Tuesday, May 18. Upon
completion of the repair the Cascade Bay sanitary sewer line was jetted by the Utility Division
starting at the changing room facility and concluded at Windcrest Avenue.
3. On June 2 when the line was jetted from Cascade Bay to the Fish Lake trunk line it was
discovered that the manhole downstream from 3761 West Denmark Trail contained gravel and
pipe debris which was partially blocking the line.
4. The backwash discharge that occurred on May 28, 1999 which flooded the residence at 3761
West Denmark Trail was being discharged at a rate through the entire 8" PVC sanitary sewer
and the 4" service orifice was omitted at the time of the discharge.
In conclusion it appears that the problem of flooding at 3761 West Denmark Trail was a combination of
debris which had been inadvertently flushed from the Cascade Bay area by the contractor in his attempt
to clear the blockage he discovered and complicated by the discharge of twelve thousand gallons of
backwash water through an uncontrolled situation. Upon review of the jetting and TV records the
Utility Division has jetted the line every other year in accordance with our maintenance operation policy
and the line was last TV'd finding no defects in June, 1990.
