Council Members The City of Eagan Park and Recreation Department does operate a marked City one-ton truck fitted with a trash compactor carrying the brand name "New Way". However, the New Way compactor THOMAS HEDGES unit is also used by a variety of private contractors thus a positive identification of the vehicle you CityAdministrator confronted as a City vehicle may not be possible. The ownership of the vehicle aside, I would like to answer several of the issues raised in your letter. City maintenance vehicles are authorized to utilize City trails to gain access to remote sites and facilities. The trails have been constructed to withstand vehicular traffic specifically for the purpose of Municipal Center: access. The City trash hauling truck utilizes the trails to service the remote trash containers located 3830 Pilot Knob Road throughout the park system. During the summer season trash containers are often placed at athletic fields located on school property that are best accessed from a trail. Unfortunately, given the fact Eagan, MN 55122-1897 that there are over 100 miles of trail in the City, use by unauthorized vehicles is difficult to monitor. The incident occurred yesterday, Monday August 13 at about 11:30 am on the east-west blacktopped trail that runs south of Thomas Lake Elementary school. It occurred about half way between the school and Pilot Knob road. I was riding a bike westbound on the trail when suddenly there appeared over a rise and around a bend an eastbound garbage truck bearing the name "New Way". It was moving far too fast for any consideration of safety, and ran me off the trail. The truck had apparently made a stop at the school, and after passing me it proceeded to a pavilion just south of the trail along Pilot Knob road. I find it difficult to believe that the truck was authorized to operate on the trail for reasons of safety, environmental damage, damage to the trail surface, and incompatibility with the intended use of the trail. If by some stretch of the imagination the truck had been authorized to use the trail, it was operating at a speed far in excess of what is reasonable and safe. It is not plausible that the city would be able to actually enforce a speed limit. I request that either the operator find a new way, or that the city find a new operator. If you are not the appropriate person to be advised of this issue, please route my request to the appropriate department - perhaps the police department.
