Mike drafted a memo to me that I am forwarding to you for your information. In talking with Rick Swanson, he suggested that I call the Police Department Investigations Unit. I left a message with that office that I would like someone to get together with Mike Anderson to inspect and evaluate living conditions for this family. As you can see from Mike's memo, University of MN Extension Office Representative, Marilyn Herman, is scheduled to go there today with a more sophisticated moisture meter than the one owned by the City. Owners install new carpet, do nothing to the walls, and feel that they have taken care of the problem. They do not realize the health hazard created by not removing damp insulation and sheetrock and cleaning the walls and cement with a substance to combat mold and bacteria. Now that the City has purchased a moisture tester, we are getting requests from owners to test the moisture in their basements. Mike has been to several of these homes and is running into this condition where insulation and walls are showing up as wet Y off the floor. Mold is starting to form and soon will spread throughout the house. As you realize, this is a very serious problem. We must take measures to alert homeowners of the need to remove wall covering, etc. if they had any water in their lower level. My inspection revealed the following: • On April 27, 1999, a building permit to reroof this home was issued to Sure-Lock Home Improvements; however, they failed to call for any inspections so the City never inspected this roof. • The owner informed me that the home had recently been resided; however, in checking through the City records, I do not find a permit for this work. • The main floor bathroom is undergoing remodeling at this time. From what I could see, it looks like the fixtures have been removed and a new tub is installed. There is no permit on file for this remodel work. • The owner, Jennifer Farrell, stated that she had just gotten out of the hospital and was on several medications. She was not coherent most of the time I was there and asked me who I was when I went to leave. • It was difficult moving about this house and making a true evaluation as there was clutter everywhere. • I observed mold in one room of the lower level and am certain if I could have made a more thorough inspection, I would have found it in several other areas of the home as well. I advised the owner to call Marilyn Hermann at the University of Minnesota for a more in depth analysis of the moisture content in their home. When I returned to work this morning, I received a voicemail message from Marilyn stating that she had talked with the owners on Saturday and will be visiting their home today to perform a moisture test. She said she advised the owner that they should remove the children from the home for health reasons. Additionally, we have referred this matter to the Police Department to investigate for possible child endangerment. In any event, the County Health Department needs to be apprised of this situation as well so they can address the well being of family members. The Protective Inspections Division needs to pursue the necessary permits for remodeling. Mike drafted a memo to me that I am forwarding to you for your information. In talking with Rick Swanson, he suggested that I call the Police Department Investigations Unit. I left a message with that office that I would like someone to get together with Mike Anderson to inspect and evaluate living conditions for this family. As you can see from Mike's memo, University of MN Extension Office Representative, Marilyn Herman, is scheduled to go there today with a more sophisticated moisture meter than the one owned by the City. I called her office at 3:00 p.m. today and have not received an answer back. I will continue to update you on this matter as information becomes available. Our records indicate that there was a permit issued for your addition, but there was only a framing inspection and no other inspections have been requested. On Thursday, September 14, 2000, Scott Sauter and myself reviewed the problems you had concerning your roof he installed. After inspecting your roof and attic, I believe that the new roof installed last year is watertight and that your stained ceilings could be a result from your poor attic ventilation and warm air from inside your house getting into the attic space because of a lack of proper insulation coverage, along with a hole that is not sealed around your B-vent (chimney). The mold on the bottom of your plywood may be caused from condensation from the warm air. I believe that these problems should be addressed before any major renovation happens. The City of Eagan is not equipped to identify indoor quality concerns, different types of mold, or the possible relationship to the health of your family. I suggest you contact Marilyn Herman, Associate Professor and CHE from the University of Minnesota or Jon Springsted, Environment Specialist from Dakota County Department of Health about getting an air quality check to test what may be the reason that your family is having health problems.
