I need them to revise a few things and clarify a few others. He will be providing the additional information and/or plans to us: 1. He is going to provide me with a seating layout for the sanctuary, he says actual seating is closer to 250 than 355. They are shor[ on parking using the 355 number, so I need to document a lesser seating capacity. 2. They need to increase the height of the trash enclosure to 6 feet. 3. They will look at other locations for the shed, its current placement does not meet setbacks. 4. They will look at reconfiguring the parking lot to provide 19' deep stalls, and 16' and 24' aisles. 5. He will pass on to the owner that we need the landscape plan showing new and relocated plantings. The architects only provided the plan of existing landscaping, and those items to be removed or relocated. I still have the routing slip for this permit since I can't sign off on it until we get these issues resolved. Construction is intended to begin in spring 2003. Phase Two would include: minor site improvements, new entryway, stairway, elevator, narthex, toilet rooms, support spaces, sanctuary, and classrooms on three levels. Construction is intended to begin as soon as funds allow. For Phase One, in consideration of the existing two story building and the proposed design of the three story addition, you and Mike approved the request to delay the provision of an elevator until Phase Two. All repair or maintenance under numbers 1 and 2 above shall be performed within two weeks of formal notice by the City. Formal notice shall be complete upon delivering or mailing written notice to the Owner's last known address. If the repair or maintenance is not completed within two weeks of formal notice, the City may cause the repair or maintenance to be done, and assess the cost against Lot 1, Block 1, Sunset 12th Addition. 5. Owner is responsible for all costs for removing excess Cul-de-sac and/or installing concrete curb and gutter resulting from any future extension or upgrade of the Cul-de-sac. Easement #1 is the existing five foot drainage and utility easement along the north line of Lot 1, Block 1, Sunset 12th Addition. With the platting of the Praise Lutheran Church 2nd Addition, Lot 1, Block 1, Sunset 12th Addition is being combined with Lot 1, Block 1, Praise Lutheran Church Addition to create a new lot identified as Lot 1, Block 1, Praise Lutheran Church 2nd Addition. This existing five foot drainage and utility easement will no longer be needed with the replatting of the property. Easement #2 is identified as a 60 foot drainage and utility easement across the south 60 feet of Lot 1, Block 1, Praise Lutheran Church Addition. This drainage and utility easement was dedicated in anticipation of the extension of utilities from Stirrup Street to Dodd Road. With the combination of Lot 1, Block 1, Sunset 12th Addition and Lot 1, Block 1, Praise Lutheran Church Addition into Lot 1, Block 1, Praise Lutheran Church 2nd Addition, the extension of utilities from Stirrup Street to Dodd Road no longer is needed. Easement #3 is a 60 foot wide street easement as ident'rfied by Document #810667 over the south 60 feet of Lot 1, Block 1, Praise Lutheran Church Addition. This 60 foot wide street easement was dedicated in anticipation of the extension of Stirrup 5treet northerly and easterly to Dodd Road. With the lot combination as previously identified for the Praise Lutheran Church 2nd Addition, Stirrup Street will not be extended northerly and easterly to Dodd Road. f Page Two April 16, 1993 Easement #4 is the Street Easement Deed and Maintenance Agreement identified under Document #827007 over a part of Outlot A in the Sunset 10th Addition which contains the temporary cul-de-sac for the northerly end of Stirrup Street. This street easement is requested to be vacated and a rededication of public right-of-way for the cui-de-sac construction on the northerly end of Stirrup Street being provided with the platting of the Praise Lutheran Church 2nd Addition. The Praise Lutheran Church 2nd Addition preliminary plat is scheduled for City Council consideration on April 20th. The preliminary plat references the proper right-of-way dedication for the cul-de-sac at the northerly end of Stirrup Street. Currently, the cul-de- sac on the northerly end of Stirrup Street is not constructed to current City standards. The cul-de-sac needs to be constructed with B-618 concrete curb and gutter and a bituminous overlay applied to the existing bituminous surface to meet our current City Code requirements. If the proposed easements were vacated prior to the approval of the final plat and the development agreement for the Praise Lutheran Church 2nd Addition, along with the subsequent recording of the Praise Lutheran Church 2nd Addition, the City would be left wRh no assurances that the conditions which would be identified in the Praise Lutheran Church 2nd Addition development agreement are complied with. Recommendation The previously identified issues can be dealt with basically in two different manners. The first option would he to continue the consideration of the easement vacations untii such a time as the flnal plat and development agreement are approved by the City Council for the Praise Lutheran Church 2nd Addition. Lisowski Subject: Eagan Hills fire rating of beams/columns Attachments: _AVG certification_ txt Doug, Just to clarify a few things about the rating/protection of the beams and columns: The existing (currently installed) beams are allowed to be "unprotected individually" (not completely wrapped with gyp. board) as long as they are contained within the rated floor/ceiling assembly (which they are). This would also apply to the proposed beam to replace the bearing wall in the first floor classroom area. As for the three steel columns which support more than two floors (tied to the structure which supports the three floors), they need to be 'individually protected" [on all sides for the full length with materials having the required fire -resistance rating (Section 714.2.1)1. This means that the 1 -hr rated assembly (UL #X526) shown on 13/CD101 needs to continue the full height of the columns (where beams tie into the column, the gyp. board can be omitted, but it needs to be cut/fit around the flanges of the beam with fire caulking on the edges to fill the joints). I'm not sure how far along things are out there, but I wanted to give a head's up about this. (Note that this email also addresses the proposed change to the Adult Ed classrooms (combining rooms 117 and 118): the beam can be put within the truss space/rated floor/ceiling assembly (with truss modification) without individual protection, or it could be placed below the trusses and the rated assembly would have to continue around the beam. The columns, because they do not support more than two floors, would need only the 1 -hr UL #X526 assembly from floor to bottom of ceiling assembly/bottom of beam (depending upon the structural detail). Please contact Mike when you decide whether you want to put the proposed beam (between 117 and 118) up in the truss space (and modify the trusses) or to put the beam below the trusses.
