I have reviewed those revisions and found everything to be satisfactory with the exception of the landscape plan. The plant material is still sparse for this site and the value of this building. While four Category A trees are provided for mitigation purposes, the plan provides only six other trees for landscape purposes. As noted in our previous letter, with a building valued at 5600,000, city code requires a landscaping investment in plant materials of $18,000 (3% of building value). My estimates of the plan submitted are closer to about $5,000. In addition, as a comparison, the adjacent property to the south provided over 37 trees. Since this lot is part of the Eagan Pointe subdivision, the site should follow a similar landscape design and pattern as the other lots within the development. Consequently, the following changes should be made to the landscape plan: • Add more trees - within the south yard, along the frontage of Hwy. 149, and along the west edge of the property (between the pavement edge and the west property line). For comparison purposes, the neighboring site to the south provided 37 deciduous and evergreen trees throughout the site. • Provide a mix of evergreen and deciduous trees - the plan currently shows only two evergreen trees. Adding several spruce or pine trees along the east side of the property (adjacent to Hwy. 149) will enhance screening and add visual interest to the site. Incorporating both evergreen and deciduous trees on the west side of the property will also screen the property from the rail line, and the loading and future parking areas from other properties. • Provide a more continuous shrub bed along the east side of the property to achieve more solid screening of the parking lot to a height of 3-4 feet. Consider using some evergreen shrubs in addition to the chokeberry. • Other suggestions to increase the plant material to satisfy the 3% standard - provide an entrance feature at the northeast corner of the site (such as a grouping of ornamental trees with a bed of perennials or shrubs below), add perennials below the trees within parking lot islands, and continue foundation plantings along the full length of the front of the building. While we will not continue to hold the building pen-nit at this time, the landscape plan has not been approved and a revised plan must be submitted within the next few weeks. For your reference and comparison purposes, I have enclosed a copy of the landscape plan from the adjacent lot to the south (Midwest Tile). I have reviewed those revisions and found everything to be satisfactory with the exception of the landscape plan. The plant material is still sparse for this site and the value of this building. While four Category A trees are provided for mitigation purposes, the plan provides only six other trees for landscape purposes. As noted in our previous letter, with a building valued at $600,000, city code requires a landscaping investment in plant materials of $18,000 (3% of building value). My estimates of the plan submitted are closer to about $5,000. In addition, as a comparison, the adjacent property to the south provided over 37 trees. Since this lot is part of the Eagan Pointe subdivision, the site should follow a similar landscape design and pattern as the other lots within the development. Consequently, the following changes should be made to the landscape plan: • Add more trees - within the south yard, along the frontage of Hwy. 149, and along the west edge of the property (between the pavement edge and the west property line). For comparison purposes, the neighboring site to the south provided 37 deciduous and evergreen trees throughout the site. • Provide a mix of evergreen and deciduous trees - the plan currently shows only two evergreen trees. Adding several spruce or pine trees along the east side of the property (adjacent to Hwy. 149) will enhance screening and add visual interest to the site. Incorporating both evergreen and deciduous trees on the west side of the property will also screen the property from the rail line, and the loading and future parking areas from other properties. • Provide a more continuous shrub bed along the east side of the property to achieve more solid screening of the parking lot to a height of 3-4 feet. Consider using some evergreen shrubs in addition to the chokeberry. • Other suggestions to increase the plant material to satisfy the 3% standard - provide an entrance feature at the northeast comer of the site (such as a grouping of ornamental trees with a bed of perennials or shrubs below), add perennials below the trees within parking lot islands, and continue foundation plantings along the full length of the front of the building. While we will not continue to hold the building permit at this time, the landscape plan has not been approved and a revised plan must be submitted within the next few weeks. For your reference and comparison purposes, I have enclosed a copy of the landscape plan from the adjacent lot to the south (Midwest Tile).
