BACKGROUND Our firm had previously conducted a Foundation Investigation for this building summarized in our report to the City of Eagan dated October 7, 1987. It is our understanding that the proposed fire station will be a slab-on-grade, one- story --structure.-- The slab- on-grade floor will range from 934.5 to 935. Our soil borings encountered 2 to 3 inches of silty sand topsoil overlying silty sand to silty clayey sand glacial till to the termination depth of the borings. Based upon the soil boring results, it was our opinion that the natural soils encountered were suitable for support of the typical spread footings designed for an allowable bearing capacity of 4,000 pounds per square foot (psf). If the footings would not bear on the natural soils, it was our recommendation that the fill soils be compacted to a minimum of 100% of standard Proctor density (ASTM D 698). p? CONSULTING ENGINEERS / SOILS AND MATERIALS Affiliated Company for Chemical & Environmental Testing and Consulting - Braun Environmental Laboratories, Inc. 87-736 Dells Construction Co., Inc. -2- November 25, 1987 FOOTING OBSERVATION Footing observations were performed on November 17, 1987. At the time of the observation, a backhoe had been used to excavate the footing trench to the proposed bottom elevation. The elevation at the bottom of the footing excavation ranged from a 929 1/2+ to 930 1/2+. Hand auger probes were put down in the bottom of the footing trenches to depths of 2 to 3 feet. These hand auger probes encountered a dense to very dense silty sand to silty clayey sand with gravel. These soils were judged to be naturally depo- sited. CONCLUSIONS Based upon our hand auger probes and our excavation observation, it is our opinion that the soils observed in the bottom of the footing trench excavation are suitable for support of the pro- posed footing and foundation loads. GENERAL REMARKS Services performed by the geotechnical engineers for this project have been conducted in a manner consistent with that level of care and skill ordinarily exercised by members of the profession currently practicing in this area under similar budget and time restraints. A SAC determination from the Met Council is required. CNH Response: See attached SAC determination. 2. Completed Energy Code Compliance Forms for building envelope, lighting, HVAC, and service water heating are required. CNH Response: See attached completed Energy Code Compliance Forms. 3. A soils report is required. CNH Response: Due to the small distance the new foundations will be from the current foundations we anticipate that the soils at the addition will be similar to that at the existing building. The original building was designed for an allowable soil bearing pressure of 2,000 PSF (a copy of original structural drawings available if desired). A conservative value of 1,500 PSF was used for the new foundation soil bearing pressure. In addition, American Engineering Testing, the special inspection and testing company contracted by the city for this project, will test the soil bearing capacity at the bottom of the footing excavation to verify that the design bearing capacity is achieved. 4. A completed Special Inspections and Testing Schedule is required. CNH Response: A Special Inspections and Testing Schedule signed by all project personnel has been sent to the General Contractor for the last signature. They will be submitting this when picking up the building permit. 5. (2) copies of the landscaping plan(s) are required. CNH Response: CNH is working with Eric in the Planning Department to meet City concerns with added landscaping in the front of the existing station. Eric noted that as a city project he was fine if this landscape plan was submitted after the building permit is issued.
