SUBJECT: Complaint Investigation, Intersection of Dodd and Farm Roads,
City of Eagan, Alleged Sewage Release to Ditch and County Park
Michael Rutten, Environmental Specialist, and I responded on February 19,
1993 to your February 18th complaint of an alleged release of sewage to
road ditches near the intersection of Dodd and Farm roads in Eagan. The
initial complaint was received by the City of Eagan on Friday, February 12,
and subsequently by the County Parks Department on Saturday, February 13,
when the runoff was flowing into Lebanon Hills Regional Park. Wayne
Schwanz, Eagan Utilities Superintendent, contacted Michael Rutten on
February 16th, and Michael responded on February 17th by visiting the site
and discussing the problem with Eagan personnel including Bill Adams, Eagan
Plumbing Inspector. Concern for surface water quality in the park's
wetlands and lakes prompted your subsequent complaint to me as the matter
continued unresolved.
A duplex, owned by Joann Barnett, is located at 673/675 Farm Road on the
north side of the road and was believed to be the source of the sewage.
However, Michael Rutten and Bill Adams investigated the ditch site earlier
in the week and could find no link to the effluent flowing, ponding and
freezing in the ditch and downstream waterways to the west. Samples of ice
from the ditch displayed stratification (periodic ice accumulation) and
both organic detritus and sand/silt.
On February 19th at 10:30 AM, Michael and I met Arden Page, Dakota County
Parks Supervisor, and a number of Eagan Public Works Department personnel,
including Wayne Schwanz, Rich Brasch and Bill Adams, at the site. The
investigation included chopping and boring holes through the ice at various
locations to assess the most likely source and mechanism for the problem.
When it became apparent that no release from the duplex could be traced to
the ditch, we traced the under-the-ice flow upstream into a cattail marsh
located east of the ditch and south and west of Farm Road and South Robert
Trail (Highway 3) respectively. The only hidden surface flow that was
observed entering the marsh was through culverts under Highway 3 and a
railroad grade to the east which drained a very large marsh bordered by Gun
Club Road.
Four representative samples were collected as follows: 1.) Downstream from
the ditch at the southeast intersection of Dodd and Farm roads; 2.)
Midstream at the head of Farm Road's south ditch across from the duplex's
sewage system; 3.) Midstream at the lower end of the cattail marsh south of
Farm Road; and 4.) Upstream in the south central area of the cattail marsh

south of Farm Road. No sample was collected from the culvert draining the
east marsh bordered by Gun Club Road.
The samples were analyzed by myself at our Apple Valley office utilizing an
YSI Model 3560 Water Quality Monitor and a Hach DR/EL-2 Environmental
Laboratory in compliance with STANDARD METHODS FOR THE EXAMINATION OF WATER
AND WASTEWATER, 18th Edition, 1992, APHA/AWWA/WPCF, as applicable: The

neutral); H2S odor = Hydrogen sulfide gas odor; Color = Lgt (light), Mod
(moderate) to Drk (dark) amber color resulting from decaying organic matter
and the oxidation of ferrous iron (dissolved and no color) to ferric iron
(colored suspended solids) upon mixing and discharge to the road ditch;
TDS = total dissolved solids (mg/L = milligrams per liter); Tot Hard =
Total Hardness [mg CaC03/L (CaCO3 = calcium carbonate)]; Tot Alk = Total
Alkalinity (mg CaC03/L); N/D = Not Determined.
The above limited analyses ruled out the possibility that the road ditch
water was primarily sewage effluent from an immediately close source. The
most probable explanation for the observed problem is summarized as
follows:
1. Landscaping and drainage alterations coupled with increased precipita-
tion have increased recharge to the wetlands resulting in runoff. The
large marsh east of Highway 3 and bordered by Gun Club Road was discharging
a continuous flow of malodorous water with considerable black detritus and
solids. It is recommended that the wetland discharge be sampled and
analyzed due to the known contamination sources in the area (two small
dumps on the north side, shooting range on the south side, marginal sewage
systems in the area and road runoff). Based on the above tests, I would
suspect that the drainageway could be the source of the runoff with high
conductivity and dissolved solids;
2. The wetland on the north side of Farm Road, site of a large storage
building, has been filled and may be the source of some drainage or
diversion although not verified;
3. The cattail marsh on the south side of Farm Road and immediately
upstream of the road ditch is undergoing anaerobic (without oxygen) decay
of its vegetation. However, with a cold winter and a thicker ice cover,
the resulting liquids and gases of decomposition cannot readily escape and

subsequently flow under the ice mixing with the upstream drainage and
discharging to the road ditch. [The odors of the liquids and gases from
the decomposition of such anaerobic marshes and bogs have been described as
sewage-, vomit- and rotten egg-like.]; and
4. The road ditch has also developed a thick ice cover, and the runoff
through the downstream culverts and drainageways has developed ice dams
which result in drainage back-ups and periodically increases the hydraulic
head of the runoff trapped under the ice cover. Stresses from the increas-
ed head and freezing weather evidently caused a lateral ice fissure to
develop from which emerged the runoff (concentric patterns of flooding and
freezing were evident in the ditch and ice surface). This appears to have
happened several times.
Based upon the descriptions of observers, this is the most probable
scenario rather than either the overt dumping of sewage into the ditch or a
release from a sewage system. Therefore, other than the malodors and the
staining resulting from the runoff, there does. not appear to be an
immediate public health or environmental protection problem. However, the
concerns raised about the upstream marsh bordered by Gun Club Road suggest
the need for more testing and evaluation before the long-term runoff
problems are dismissed.
The area's high water tables and problem soils indicate the need for
shallow sewage treatment systems (such as mounds). The prevalence of
deeper conventional drainfield treatment and older, now-prohibited seepage
pit sewage disposal in the area is indicative of surface and ground water
contamination problems. With continuing residential and commercial
development in the area and, consequently, future drainage alterations and
non-point pollution sources (e.g., sewage systems), further consideration
of the runoff implications to the wetlands and lakes of Lebanon Hills
Regional Park should be studied and addressed.
