The survey itself was a random sample telephone survey performed by a firm that specializes in this work. By doing surveys of this kind, the City can have confidence that the results are within 5% of the overall community feeling at a lower cost to the public than would be necessary if all residents were to be contacted. While the overall satisfaction within the community appears to be very high, we know that there are many issues of concern which need to be addressed and we appreciate your sharing your concerns with us. With respect to the specific concerns you raised, street lighting is installed either at the time a subdivision is developed or if the City receives a petition from more than 35% of the affected property owners requesting the addition of street lights. If the petition is approved, the cost of the additional street lighting is assessed to the benefiting property owners. A petition form may be requested through the City's Public Works Department This process only applies to street lighting, so I am sharing a copy of your letter with the Parks & Recreation Department so they can review the lighting at Woodhaven Park to see whether it conforms with our lighting requirements at parks throughout the City. The City has been working with property owners in the Cedarvale area to encourage improvements of these properties. It is always a delicate balance to try to encourage positive results without being over-regulatory. One of the best ways citizens can help in this effort is to mention their concerns to the businesses they patronize, so that the message is received from the public and not just from the City. An example is the City's weed ordinance. City staff can require more frequent mowing, but the size of the City requires that much of the enforcement be done on a complaint basis. The same is also true for outside storage of vehicles and other items. I am sharing the specific locations you mentioned with our weed enforcement and planning personnel for additional enforcement. Since it is often necessary to work with certain property owners more than once, it is helpful if residents can notify our code enforcement personnel when they notice such items reoccurring, particularly on the same site. Typically, a business would not choose to maintain a sign for a previous tenant of a property, but it is not illegal for them to do so. We also appreciate your concerns about litter. I am curious as to how people were contacted to participate in the survey, i. e., telephone, door-to-door contact or a survey via mail and the area of Eagan surveyed. The most distressing report in the article was that the Cedarvale area topped the concern for safety list at 20%. 1 live in that area and have learned through the Neighborhood Crime Watch program that there is increasing gang activity and juvenile crime and that the density of apartment complexes is attracting people of questionable character. As a resident of the Cedarvale area, I see the following problems: Lack of good street lighting. 'The streetlights are insufficient in number and have inadequate effectiveness. As we all know, good lighting is a crime deterrent. There is a light at the corner of Dolomite and Gold Trail and one at the edge of the Woodhaven Park parking entrance, however, the light is so poor that I can not see a parked car across the street from my townhouse. Woodhaven Park is directly across the street from my home and there are NO lights in the tennis court area of the park. I walk through the park frequently and on Sunday, September 29, 1 discovered numerous empty beer bottles by the bench facing the tennis courts. With the drinking taking place in the park this seems to be a potential for criminal activity. The only time of year when Gold Trail is well lit during the winter when the flood lights are used for hockey and ice skating at the rink in the park. As a woman who lives alone, personal safety and property safety are major concerns for me. I do not like it when I hear that gang activity and juvenile crime are rising in Eagan and the darkness of the neighborhoods seems very conducive to crime. 2. There have been numerous news per articles about 'sprucing up'.the Cedarvale Shopping Center area. ne of my pet peeves is the neglect of certain business owners in the Beau d'Rue, Cedarvale Boulevard/Sibley Memorial Highway area. I feel that the busi ss owners need to set an example of 'pride in their property'. I see the Donut Express and Splatball neglect the weeds and litter on their property as well as using their parking lots for an assortment of used vehicles. Donut Express sometimes has cars for sale and what appears to be a Mayor Tom Egan and Council Members October 4, 1996 Page 2 front end loader for a truck or tractor has been sitting in the corner of the parking lot for quite a few weeks. Splatball has a truck with a snow plow blade on the front, a small trailer and other miscellaneous vehicles at time. I patronize the Texaco station and the owners are friendly, pleasant people and I am happy to have the station in the neighborhood, however, their property is neglected during the summer, with the weeds not being pulled or mowed. I use the Cedarvale Park and Ride lot and the ditches by the driveway are full of tall weeds, etc. In addition, I question the city's vacant lot/weed/grass policy. There is a vacant lot at the corner of Dolomite and Gold Trail that does not get cut all summer. The vacant lot between Sherwin Williams and Silver Bell Auto Service appears to be neglected also. I know of other suburbs that notify the property owners of vacant lots and if the grass/weeds are not cut by a certain date, the city will cut the lot and bill the property owner. Also, why is a free standing sign for a long closed business allowed to remain, ;namely, "Eagan Tap"? It is misleading to someone not familiar with the area and serves no purpose. 3. titter is also an issue for me.` The boulevard from Beau d'Rue to Woodhaven Park along Gold Trail collects litter regularly. I do "litter patrol" as my schedule allows and many times I have 1 /2 to 3/4 of a full garbage bag upon completion. I am dismayed by the carelessness of people as well as the apathy of the residents in the duplexes by not making an effort to pick up the litter that is clearly visible in their yards and across the street. Another example of garbage, is the duplex at 1999 Gold Trail. Three mattresses have been standing alongside the garage for a few weeks and their trash containers always stand outside! This makes the neighborhood look shabby. I walk frequently in the neighborhood and see single family homes with litter at the edge of their yard. I think the City needs to promote an anti-litter campaign. For the most part, 1 have been pleased with Eagan's proximity to Minneapolis/St. Paul, few traffic problems and the ease of accessibility to 35E and 35W. I enjoy living in an area with numerous trees and the 4th of July parade. The increase of shopping choices at Town Square and the new Byerly's are assets to the city that I utilize. I do not feel that promoting a downtown area or more community activities will give residents a sense of 'community', but, that each resident needs to take responsibility for their property and an interest in their particular neighborhood.
