Deck Specifications:
The eck is to be feet long and is to project out-/feet. The deck is to be supported by ..posts
and footers. The looters are to be set 30 to 36 Inches below grade surface. The deck's understructure is to De
200 and 2x4 laminated beams which will consist of a house plate, front plate, girder beams, side bands.and cross
joists. Each beam Is to have galvanized stress plates pressed in at both ends and one centered. The understructure
beams are to be set with the crown side up- The house plate is to be fastened to the house using 3/8 inch by 4 inch and
3/8 inch by 61 rich zinc plated lag bolts The 4°"" lags are to be spaced 24" on center and the 6' lags are to be spaced 48"'
on center. The decking pattern is to be the J2V(!/c•-e type. The 2x4 docking boards are to be spaced with a 1'6
Inch to 1 /4 inch drainage gap between boards. All lumber is to be 100% presasu re treated, number one grade. SEARS
BEST WOOD which carries a forty year non-prorated warranty against damage by termites, rot and decay.
Railing Specifications:
V TRADITIONAL: Posts and post supports are to be 2x4, fitted and bolted with 3/8 inch lag bolts. Railing cap isto

On October 12, you sent a letter to the City of Eagan addressing
several areas of concern pertaining to your general neighborhood.
Several of the concerns that you addressed relate to zoning,
weed control, hazardous trees, dog kennels and on-street parking.
I will be able to respond to your concerns pertaining to on-street
parking. However, the other areas are the responsibilities
of other City departments who have been informed of your letter
and will respond accordingly.
We are aware of the problems associated with on-street parking
during the winter snow removal season and its impact on our
,ability to perform prompt efficient snow removal operations.
Subsequently, just recently the City Council authorized a November
15 to April 15 parking ban from 6:00 a.m. to 6:00 p.m. to be
confined to an odd/even policy. This Ordinance implies that
parking will be allowed only on that side of the street where
the last number of the address coincides with the odd/even day
of the month. This will ensure that all snow removal operations
will be able to be performed at least on an every-other-day
basis and that any abandoned or illegally parked vehicles will
be tagged and towed.
The City Council did consider a permanent parking ban but felt
that a permanent parking ban would create an excessive inconvenience
for the majority of the citizens in our community. If you would
like to have a total parking ban placed on a section of Donald
Avenue, it would require a petition with the majority of the
residents who would be affected before we would request the
Council to authorize that action.
Hopefully, the proposed action that we are taking with our new
odd/even parking restriction during the winter months will help
alleviate the majority of the concerns that you have expressed
in your letter.

I have been a resident of the City of Eagan for ten years and I
am very pleased at its growth and the culture we have established
here. I am a homeowner on Donald Avenue and have marveled at how
this neighborhood has changed in these last ten years.
We have a problem in our neighborhood, however, and I am writing
to you for some advice. I am not knowledgeable about city ordinances
that we might have relating to upkeep of property. I have a neighbor
next door south of my property whose property is becoming more and
more of an eye sore on our street. Firstly, he has a large tree
in the northeast corner of his lot with a large limb beginning to
break. This limb is bending over on to my property, not only making
it difficult to mow around, impossible for him to mow around, and
also a danger for the children in the neighborhood. There is in
fact a small child that visits his house often and plays around
this tree.
He has allowed weeds to grow up along the sides of his lot..: A year
or so ago, he bulldozed his driveway and spread large rocks and
gravel into the north side of his lot. Because of the rocks, I suppose,
he apparently is not able to mow and thus the weeds grow, some very
tall and those then drape over on to the neighbors lawns. In the
summertime, the dandelions are a yellow carpet in his yard. It's
useless for me to try to control dandelions in my own yard as any
wind spreads them from his yard. (Another neighbor on the north
side of my property also has a terrible weed problem in his unfinished
backyard which must affect his neighbors on the other side of him,
too.)
Also, I would like to know if there is an ordinance relating to
the number of unrelated adults that can live in one household, especi-
ally one of this size. I don't know how many people are in this
house, but I have counted as many as 7 cars/trucks at this property.
A year or so ago he built a dog kennel in the northwest corner of
his lot...too near the property line, but probably a legal distance.
A gentle wind from the southwest brings the awful odor right into
my kitchen. There's no way I could ever entertain in my back yard
in the summertime because of the smell. I also am concerned about
the care of these two animals. I know they are fed and watered and
their cage hosed out often, but they are left out in the severe
winter and I hear them howling all night long during these cold
nights.
I have no gripes about this neighbor personally. Basically, he's
a good neighbor, doesn't have too many loud parties, and has even
removed snow from the end of my driveway and other driveways in
the area.

So I really hate to make waves. But this property just does not
fit into the well groomed appearance of the remainder of the neighbor-
hood.
On another subject. The townhouse development east of Donald, Cedar
Bluff and River Gate, now have rules for their residents that "excess"
vehicles cannot be parked at the development, but must be parked
on Donald Avenue. This has been going on for about a year now. We
have been putting up with trash being dumped into our yards ...beer
cans, broken glass, mufflers, the contents of ashtrays, etc., vehicles
parking with their tires up on the grass of our yards. I suppose
there is not a lot we can do about this. Now with winter coming
on, I am reminded of a problem we had with snow removal on this
street last year. It not only was almost impossible for the snow
equipment to get through the street, because the vehicles are parking
on both sides of the street, but the snow removal was not good.
Because the snow plow had to go around these cars, lengthy areas
were not removed of the accumulated snow ...many times directly in
front of our driveways.
Also, our paper and mail deliveries were hampered because these
vehicles would park in front of our mail boxes. The paper boys and
mailmen would have to get out of their vehicles in order to get
the mail into the boxes.
Is there something that can be done on this street? If not the total
ban on parking, is it possible to ban parking on one side?
I realize this letter is quite lengthy. And I also realize that
Donald Avenue is only a small part of Eagan. But is there something
we can do?

Please find enclosed a copy of the letter that you sent to me in
July of 1976 per our telephone discussion of a couple of days ago.
Also enclosed is the invoice I received with it. You will notice
my notes on the invoice. (These were very lean years for me and I
had to borrow the money to make the extra tax payments.)
In order are enclosed the 1975 tax statement showing no special
assessments billed for 1976; the 1976 tax statement showing the
billing for two year's payments of $109.86 and $120.58 (neither
of which corresponds with the billing of July 1976); the tax
statement of 1977 showing the two year's payments of $104.50 and
$115.22 (the $115.22 corresponding with the second year's install-
ment as billed in July of 1976); and finally, this last year's tax
statement showing an amount due of $99.14 and $109.86.
You can probably understand my surprise when I found out that I
was paying double assessments again this year. I might add that
the assessments were a surprise to me in 1976 when I received
the invoice. When we bought the house in 1974, we had lawyers
read the abstract and they reported that there were no special
assessments against the property. This was apparently due to
the fact that they were billed against the wrong property. If
they had been billed correctly, we would have insisted that the
special assessments be paid by the previous owners which is the
common practice. But it was a little late to do this 2 years
later.
Ann, your help in this matter is greatly appreciated. I look
forward to hearing from you advising the disposition of this
problem. Thank you.
