This notice which I believe is fairly straight forward is for the purpose of informing you that the referenced assessment will be considered for certification at the public hearing on September 4, .1990, at 7:00 p.m. As you stated in your letter, the yard was not maintained by the previous owners of the property and it was necessary for the City to cut the weeds. The charges are billed to the property owner of record and if not paid become liens against the property through this special assessment process. I would also suggest that you might want to give consideration to appearing at the public hearing to present your facts. My wife and I purchased our house on Donald Ave. last September. We closed the sale on September 18, 1989. The yard was not maintained at all by the previous owners. On Tuesday, September 19, 1989 we cut the entire lawn, and in the days following (it was a two or three day job) we raked the cuttings and hauled them to the compost site off Pilot Knob Road. I do not know how your system of bureaucracy works, please call me if this letter does not constitute a "signed, written objection." My wife and I have put an incredible amount of time and money into this house since last September, however we did not inherit someone else's delinquent weed cutting assessment when we closed last year. I will not at this time, or at any time in the future, pay to the City of Eagan this delinquent assessment. ABANDONING A MOTOR VEHICLE. It is unlawful for any person to abandon a motor vehicle on any public or private property without the consent of the person in control of such property. SEC. 10.52. PROHIBITED USE AND PARKING OF MOBILE HOMES AND RECREATIONAL CAMPING VEHICLES. Subd. 1. Definitions. The terms "mobile home" and "recreational camping vehicle" shall mean and include the following definitions. A.
