I regret the lengthy delay in responding to your latest correspondence and the overall resolution to your concerns. While I do not have any specific action or suggestions available yet, I did want you to know that we will be reviewing your concerns along with all of our other drainage concerns that were highlighted during the "super storm" that occurred on July 23rd. The City is doing an overall analysis of the entire community and will be providing various recommendations for various problem areas. These letters will explain the problem that exists. During the night of the rain on July 231 19871 the water from the drain backed up and rose to 12 inches above our downstairs window sills and enough water seeped in around the windows to cover the entire downstairs floor with between 3 and 4 inches of water. If the windows would have broken from the pressure of the water we would have had over 4 feet of water downstairs. My main concern is not so much about "The Rain of the Century (8 to 10 inches)" when many homes were unexpectantly flooded but is about the common hard rains of 2 to 3 inches when the water backs up to or over the downstairs window sills. It appears someone sure miscalculated something when that small drainage culvert was installed to cover drainage from such a large area. Who is to blame, the developer, the Builder or the city? Is not the city responsible for issuing permits for drainage and type of a home that can be built in certain areas? Why should home owners have to suffer from errors made by responsible persons? I never did receive follow-up correspondence to the letter dated 8/20/84 written by Richard M. Hefti, Asst. City Engineer. In the Back of the homes in the 4200 block between Dunrovin Lane and north i,_almo Lane, there is a 12" storm sewer drainage culvert that is supposed to take care of all the water drainage from 23 homes. There is only a small basin at the entrance of the culvert to take care of any accumulation of water when the culvert cannot drain fast enough. This culvert evidently drains into the street storm sewer on Dunrovin Lane before flowing into Lake *uigley. ;Wising heavy rains the drain- age from 7unrovin Lane into the storm sewer completely stops the flow of water from the above; -mentioned oulvez-t so naturally waiver backs up. Twice in the four summers we have lived here, the water has backed u. to our basement windows. Both of these times the rain was heavy but did not last long. A cloud burst of several inches could be disastrous to my home and other homes. On June 14, 1984, our neighbors who live at 4242 worth :,,almo Laney started to put up a retaining wall along the back edge of their lot. Jhen I saw this I called pour office and talked to Ld Kirsoht. 1 wanted to know if a permit was needed to put up a retaining wall which would reduce the 94mall basin which holds back up water. I was told that he could not find a map which showed a city atom sewer running to the back of the lots between Junrovin Lane and North Malmo Lane and therefore a permit was not needed. LLr. K_irscht was however very con- cerned and said he would be right out to inspect. He was here in a short Ytme. He informed our neighbor that a permit for building a retaining wall along his lot line was not needed but reminded him of the five foot drainage and utility easement on all lot lines between homes. I am very concerned about Vhf s storm sewer situation and hope an evaluation will be made soon to see what can be done to reduce of eliminate any possibility of flood damage to homes. You have indicated that a storm sewer apron ex- ists at the rear lot line between Lots 14 and 15 of Block 4 connected to a 12" RCP line which extends to Dunrovin Lane. You also reported that during cer- tain intense storms, the backyards around this outlet have a flooding problem. Our records indicate that the storm sewers in this development were installed by Fredrickson Excavating under a private contractor with the developer, Arnold Carlson. Our office provided the engineering plans for this utility work. Our Record Plan Sheet No. 333 shows the storm sewers for this area as constructed by Fredrickson Excavating and do not show this lateral line ex- tending west of Dunrovin Lane. Because there was no record of this storm sewer extension, we contacted Fred- rickson Excavating relative to it. Mr. Fredrickson indicated that he had in- stalled this additional pipe at the request of Mr. Carlson and that he thought it had become necessary when several homes in the area were constructed at a higher elevation than anticipated which caused pocketing of water in the rear yards. We have no staking notes for this pipe. It was apparently added after the project had been completed and approved as far as the original contract was concerned. This lateral was constructed without our knowledge. Based on the "As-Built" information supplied by your office, we have calcu- lated the capacity of this 12" lateral to be 3.6 cfs with Quigley Lake at its normal water level. With this lake at its high water level, the capacity is reduced to 2.8 cfs. A one year frequency storm over the drainage area in- volved would produce a flow of approximately 2.8 cfs into this pipe with the drainage from the backyards. It is, therefore, expected that the capacity of this pipe can be expected to be reached or exceeded on an average of approxi- mately once per year. We do not have detailed information on the ponding capacity in the rear yards but, based upon personal viewing of the area, it is very unlikely that a rainfall of even a 50 to 100 year frequency storm would cause any damage other than temporary backyard ponding. It is, however, necessary that the flared end section be kept clear of pluggage so that the excess water can drain away as rapidly as possible. It is suggested that the cooperation of the neighbors be obtained in insuring that this flared end section is kept free of obstruc- tion. If you desire, we will add the information provided to the "Record Plan" sheet for this storm sewer. Please advise if you wish this accomplished and also indicate if there is anything else which you would like us to do on this proj- ect.
