After a quick research of our files, I have been informed that this house was constructed in 1993 and had a booster pump installed to help maintain the city's minimum water pressure This pump was replaced on March 3, 2003. The pump is being replaced for the third time since I purchased this house in 1996. For the record the pump has been turned off the majority of the time because it is extremely noisy and leaks. It is a hassle to have it repaired as it is in my basement and someone has to be here when the repair people are here. If I were to run the pump continuously I am sure you would have replaced or repaired it significantly more. We have learned to not run two showers at the same time or water the lawn and use the clothes washer at the same time etc. etc. We have also come to expect to take long showers, thereby using extra water, too adequately rinse the soap off. I think you get the idea. We have adapted too low pressure but we have never resigned ourselves to accept this condition forever. Records for this service call note that the pressure at the time of installation was recorded at 43 psi and that the pump was programmed to turn on at 40 psi and off again at 60 psi. ThBt IS 110t truB as the pump did not work when the guys left. I accepted this as I did not want the hassle anymore. It was even suggested that I have the city remove the pump and was told that several people have done so because they did not want the hassle of maintenance and were not running them because of noise etc. I only recently started the pump again because of my dissatisfaction with the water pressure. (it is the City of Eagan's goal to provide and maintain a minimum of 35 psi.) If it iS the Cities goal to provide 35 psi as adequate pressure then why don't you put pressure reducing valves on every house in Eagan that has pressure above 35? Just think of all the water and expense we would save. The fact is 35 psi is not adequate. We couid not readily locate a service record for the 1998 work. On June 17, 2003 there is a record of the City returning to replace a defective pressure switch. You indicate that you only have 34 psi of pressure at the present time. We will have a maintenance employee contact you to investigate this concern and again inspect your pump for proper service. Who has assured you of this and on what basis? I believe this could be a huge issue for me and my family as well as the City of Eagan if pursued and adequately researched. Because the City's topography varies considerably (770 - 1040+/-), Eagan has 3 different pressure zones. There really is no "average" pressure in the City as it can range from 35 psi to 90+ psi. The southern portion of Fairway Hills is located in the higher elevations of the high zone where pressures are expected to be lower. Similar to the lowest elevations in the low zone where individual pressure reducing valves have to be installed to maintain an acceptable range of water pressure, booster pumps (similar to individual well pumps) are installed in the upper reaches of the high zone. YoU 8re COrreCt we h8d this almost identical system on the farm 30 years ago. I grew up on a farm and know about individual well pumps. Even on the farm they are typically not placed inside of the house. They are put outside in a"pump house" where they can run and run with no disturbance to quality of live. Do you honestly believe this is a solution to this problem? Would you accept a well pump in your home? rhese are provided and maintained by the City. The addition of the proposed Marsalla Woods development to your south should not affect the properties within the Fairway Hills development as the mains in the street are sized to accommodate the anticipated flow volumes and the booster pumps will maintain adequate pressures. Some of the homes within this new development may need individual booster pumps for pressure assistance as well, depending on the elevations of the new structures. All Of the hOmes will require these pumps. The council, developer, and new home owners need to know this before approval of the plan. I am not against the Marsalla Woods development. I am against you pushing aside a serious problem that should have been addressed many years ago. I am against a council who is more concerned about soccer balls going into back yards than adequate water pressure in the new homes as well as existing homes in the area. The alternative to these residential booster pumps would be to create an "ultra-high" zone for the Fairway Hiils area and construct a standpipe reservoir with a related system wide booster station. Although a cost study has not been pertormed, it could be expected to run several million dollars. A COSt StUdy 8I1d research of viable solutions should be done. I cannot accept your speculation. "Several million dollars" is inflammatory and a pure guess on your part. wthout a greater demand from additional development and the resulting connection charges to finance this system modification, it does not appear to be cost effective. It is nOt reasonable to eXpeCt a neW development, perhaps in Parkview Golf Course, to shoulder the cost of past mistakes of this city. It is not reasonable to expect us to wait, I think for a long time, until that golf course is developed with single family homes. In tne interim, it has been the standard for the City to provide and maintain the individual booster pumps necessary to provide the minimum water pressures. This standard is no longer acceptable. An interim period by its definition is temporary, not forever. .
