The following comments were made in reference to the development named above. 1. Because the proposed buildinns for the two lots meet the city zoning requirements and land use ordinances, only a city building permit plan review will be required. 2. Mr. Hefti will check to see if the 9" sewer line in the easement on the south side of the property is large enough for the 60 unit building sewer service. 3. The 140 unit building sewer line can be connected with a man hole to the 15" sewer line at the north end of the site. 4. The water service line for the 60 unit building should come from the tap provided on the main just north of the proposed entrance of the 140 unit building. The service line should be installed in the right of way easement, south until it reaches the property line between the two sites, then west to the end of the 60 unit building. 5. At the east end of the 60 unit building where the water main enters the building, there must be a fire connection on the outside of the building. Within 50' of that connection, there must be a fire hydrant. 6. The water main for the 140 unit building should come from the fire hydrant on Coachman Road at the north end of the property. 7. At the east end of the center part of the building there must be a fire connection and fire hydrant as on the 60 unit building. February 18, 1985 Page 2 Woodridge Apartments 8. A wall hydrant will be required at the West end of the 60 unit building and a 10'-0" wide walking path from the end of the parking to the west end of the building. This path should 6e chained off and used by fire engines only. 9. A fire hydrant will be required at the North entrance from Letendre Street to the 140 unit building, located in the street right of way. 10. The low area on the west side of the site can be used for a storm water holding pond. At the North end of the low area a 10" plastic overflow pipe must be installed at a6out elevation 840' and extend north to the existing storm sewer in Letendre Street. A concrete pipe connection will be required within the street right of way. 11. The storm water from the parking surfaces should drain to Coachman Road if possible. If not, there will need to be a catch basin at the South end of the parking for the 140 unit building and at the Northwest end of the parking for the 60 unit building. This storm sewer can daylight into the low area used as a holding pond. At the north end of the parking for the 140 unit building, the storm sewer can be connected to the existing storm sewer line in Letendre Street. 12. It is required to have the underground parking areas 100% sprinkled. The three stories of living space above the concrete parking structure need not be sprinkled. The total living space must be one hour rated construction. 13. The attic space must have smoke enclosures at each unit party wall and one side of the common corridor. The enclosures can be con- structed of 1/2 sheet rock applied to the roof truss nearest the party wall, with a horizontal 6ridge at the bottom of the truss to the top of the party wall. The sheet rock should be installed with tight joints, no fire taping required. 14. The units should be designed to allow for proper light, windows, and open area to the kitchens. This apartment complex is approximately one year old, consists of 140 units and has a pitched roof. Since the fire, tnere have been a number of fire and building inspectors from other cities walking through the apartment project to see where the fire originated and where and how it travelled. Outside building officials have agreed with our department in that the building does meet the minimum requirements of the building code. During the fire, there was a strong north wind which helped spread the fire and 960 F. made it hard for the fire fighters. In determining where the fire originated and how it travelled, I would like to invite you, or a representative of the state building code division,..to review the complex for future code changes, in particular, the energy code as it relates to ventilation and possible changes in material for draft stopping.
