Your concern was forwarded to my attention for review and response. Unfortunately, my recent vacation has delayed a sooner response. I am forwarding your letter as a claim to the City's insurance company for their review and investigation. It is hoped that they will be in contact with you to determine the best method for performing the corrective repair subject to their inspection of the damage. In the meantime, the City's engineering and maintenance division are evaluating the storm water detention basin located in your rear lot area. After preliminary review, we feel that increasing the height of the berm will prevent any future overflow from going down your side lot line and will redirect it to the southwest onto City park property. Due to the fact that the adjustment to the current berm will involve your property owner to the north, we would like to review the proposal with them to get their concurrence. We knew that the elevation of the berm on the west side of Cornwallis Court had to be at 972.0 and the topover point into Schwanz Lake Park had to be at 971.5. Prior to accepting the project, the berm and pond overflow elevations were field measured by myself and Bruce Murray. This check confix'med the berm elevation to be 972.0, and the overflow elevation at 971.5. We speculate that the low area of the berm could have been caused by recent lot grading. This property is downstream from the low poi.nt at Daniel Drivc $nd Trenton Trail. The damaga ocourred as the result of the inteneity of the storm whSch exceeded the capacity of the etorm sewer pipe and pondiag area. As e result, excese runoEf overtopped the berm around the pend at a location that allowed the runoff to be concentraCed at the point of damaqe. RE'VTEW OF SYSTEM PERFORMANCE Removal of storm waCer from the low point at panie}. Drive and Trentan Trail 3s acaomplished by a storm sewer pipe and supported by a small ponding area with an emergency overflow through city parkland to Schwanx Lake. There were hietorical problems with inadequate capacity of the storm sewer pipe and thereEore a small ponding area was constructed in 1489 to add protection for the downstream properties. To check the system, a hydraullc review ax?d Eield elevations of the pond were takea. From the field elevattons it wae discovered that the primaxy coatributing factor of the damage (aside Erom the very high intensity of the storm aad the resulting h3gh runoff volume) was the existence of a law apot in the herm aroutld the pond at the point aE the overtopping. Thie icw spot 1s at elevatiaa 971 which is 0.5 ft below the design topover elevation. This inadvertent low spot circumvented the intended diacharge location. A1so contributing ta this is the epparent silting oE the bottom of the pond from adjaaent development. We axa not certiain why the low apot exists. The project inspector and arew chief are quite certain that they checked aad confirmed that the east berm in the area of the overtopping was at elevatian 972.
