The application oE Suburban Lighting for a conditional use pemit foc pylon
sign for L'-Haul Corporation at Cedar Avenue and Hignway 1113 was next considered h^
the Council. A representacive of Suburban Lighting was present and there were con-
cerns of [he Council a6ou[ preempcing the use of the sign because of the proposed
lo•_atien by the property to the east. There were also seme strong concerns about
signing along [he new Cedar Avenue freeway. Smith moved, Blomquist seconded the
motion to deny the application for reasons including the following:
1. There are currently no signs facing Che new Cedar Avenue freeway.
2. That the Council has denied the applications for certain signs along the
Cedar Avenue freeway.
3. The Council intends to emphasize signing to be used for advertising busir.zsses
in[ernally within the adjacent areas.
4. pesthetic reasons.
5. The owner, when the i'-Haul operation came into existence, understood tha[
the area was basically indus[rial and not intended for commercial use.
6. The owner at that time indicated that the purpose of the U-Haul location was
?.i for residents moving in and out of the Eagan area only.
Smith then withdrew the above motion and moved to continue the application until a
study is completed and un[il the Council has appointed a study cormittee and recom-
mendations are made by the comnittee ccncerning the types, sizes and uses of signing
along the new freeway; further, that the proposed organization of the committee be
placed on the ne?ct City Council agenda. Parranto seconded the motion, all voted yes.

The appiication of.*larlo and Jean Miller for a 3-foot side yard se[back variance
loca[ed at 1746 Davenport Avenue for construction of a detached garage was next
considered. The APC recormnended approval subject to certain condi[ions. Mr. Miller
was present and there were no objections. Wachter moved, Egan seconded the motion to
approve the stree[ setback variance subject to compliance with all applicable City
ordinances. All voted in favor.

The plans and specifications for MN/DOT ncise attenuation at I-35E and Cedar
Avenue freeway interchange were next considered by the Council. On February 5, 1980,
the City Council considered the preliminary plans for the installation of noise walls
along Cedar Avenue freeway and on March 11 an informational mee[ing was held at
Metcalf Jr. High School. On ?tay 6, 1980, the Council approved the preliminary plans
for the proposed noise barriers. Egan moved, Wachter seconded a motion, that the
pians and specifications Eor the construction of the noise attenuation barriers at the
?- in[erchange of I-35E with Cedar Avenue freeway and to direct the Mayor and City Clerk
[o execute the resolution of approval with the understanding that neighboring property
owners will be pecmitted to review and understand the proposed plans. All voted in
