Acting Mayor Smith suggestea an archery season in Eagan to reauce the
population and the extreme danger on the highways. Councilman Ellison
recomiuenaea am increase in [he number of hunters if it would reauce the need
for using DNR marksmen. Wachter movea, Egan seconaed [he motion to approve
the exemption from the Eagan Fire Arms Oruinance, to allow a public aeer hunt
in Fort Snelling State Park within Eagan, on November 8 ana 9, and November 15
ana 16, 1986, ana further, that the aetails of a bow and arrow season be "
prepared by the staff in conjunction with the DNR officials with further
report to the City Council. Ali councilmembers votea affirmatively.
WHISPERING WOODS - VARIANCE
Application of Rome Estates, Inc. for a 20 foot variance from the 40 foot
se[back requirement alongpublic street for Lot 2, Block 1, Whispering Woods
Adaition, came to the Council for its review. Da1e Runkle briefly introduced
the application and a represenca[ive of the applicant was present, stating the
intent was to save a number of trees on the lot. There were no objections.
Egan movea, Eltison seconaea the mo[ion to approve the application, no[ing the
intention of the applicants. Atl members votea yes.
BIRCH PARR A?DITION - SIINSHINE CONSTRUCTION C0. - VARIANCE
An applica[ion of Sunshine Construction Company for 5 foot side yartl
set6ack variance for Lot 6, BLock 2, Birch Park Adaition, was presentea to the
Council. Dale Runkle explainea that the 65 foot single family tots were
aesignea to be a transition between the Windcrest ana Birch Park Aaaitions,
and the home presently proposen is 50 feet in width. The requirement would
aLlow 45 feet to meet the normal setback requirements. A representative of
Sunshine Construction was present and indicated that a miatake haa been maae
but that there were very few lots lef[ in the subaivision and no[ed the
hardship involvea. Egan movea, Ellison seconded the motion to approve the
application, proviaea all o[her orainance requirements are met. Acting Mayor
Smith s[a[ed he woula reluctan[ly vote in favor, and that the Council allowed
65 foot lots, assuming that no variances would be grantea. Those in favor
were Smith, Ellison and Egan; Wachter voted against.

RMC ?EVELOPMENT CORPORATION - SUN CLIFF ADDITION - WAIVER OF PLAT
The application of RMC Developmeat Corporation for waiver of plat to split
an existing auplex on Lot 2, BLock L, Sun Cliff Adaition, was brought to the
City Council. The purpose was to split two iaentical 40 ft. by 130.02 ft.
lots for recording purposes with two auplex units on the lots. There was no
appearance on behalf of the applicant and no ob7ections. After explanation by
the City Planner, Egan movea, Wachter seconaea the motion to approve the
waiver of plat for Lot 2, Block 1, Sun Cliff First Aaaition as requested._ All

Existing Duplex on Lot 2, Slock 1, Sun Cliff Addition--The City
has received an application from the RMC Development Corporation
requesting that duplex lot splits occur on Lot 2 of Sun Cliff
First Addition.. This request will split two identical 40'X 130.02'
lots and is considered a waiver of plat for recording purposes.
Enclosed on pages through is a copy of a report
prepared by the Planning Department that describes the parcel
and action required by the City Council.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve or deny the
waiver of plat for Lot 2, Sun Cliff First Addition.

Existing Duplex on Lot 3. Block 1, Sun Cliff Addition--An applica-
tion to split a duplex lot was submitted by RMC Development
Corporation for Lot 3, Sun Cliff lst Addition. This lot has
an irregular shape and the front property lines of the two new
lots will measure 38.95 feet and 36.31 feet. This application
was submitted at the same time as the waiver of plat for Lot
2, by RMC Development Corp. and, therefore, the requests were
combined into one report which is referenced in the previous
