The Parks Master Plan should conaider the intended use of the Kehne house
located in Patrick Eaqan Park. The dve131ng's main virtue is ita aeathetics,
the rest is somewhat of a niqhtmare. When considering the use, both present
and future, the following points should be considered:
1. The plumbfng system needs a complete renovation to be safe.
2. The heatinq system needs to be replaced. The existing ona is unsafe,
unreliable and will probably rrot last another ainter. It also is very
anergy inefficl.eni.
3. A21 wiadows and doors need replacing. Tha majority of the windows ara
homemade and cannot be double-qlazed or weatherstripped.
4. Iron oxide is deteriorating the well and caater system and extens3ve repairs
will be needed in the near future.
5. The bathroom walls surroundinq the tub and shower area will have to De
replaced because they are rotting.
6. The dwellinq has very little wall or ceiling insulation and is energy
inefficient.
These are the major pmblems and more will probably surface as time qoes by.

The July rent of $300.00 and fuel payment of $150.00 which was due and
payable on ]uly lst must be paid on July 15. Subsequent rent and fuel
payments must be paid on time the first day of the month; and if they
are not received when due, a penalty of $50.00 will be charged in addition

This vandalism oceurred the last week of Augusti, 1979. Of£icer l4hite
was the investigating officer ?nd apprehended the.vandals. To xeep
it confidential police business, Officer White requested a statement
of cost for repair which he would collect from tYie vandals parents.
I submitted a statement to him for 1,he materials and labor to repair
said vandalism,by Gity'employees. I was questioned on the high cost
o£ the repair to broken windows, screens,and light fixtures and other
incidentals. Because new tenants were moving in by Labcr Day of 1979,
we allowed the responsible parties to do a good share of the clean uD,
but the City completed it, due to the short amount of time available.
I re-evaluated the original statement and gave Officer White a revised
billing, which is atcached. The responsible parties parents stili
questions the cost, but I feel it is just and fair. Officer White and
I desire your opinion in this matter, thar.k you.

After several discussions with some of the affected parties, I have
found that there is a misbilling o£ labor charges for the vandalism
that occurred in August, 1979, to the City owned house at,1200 Deer-
wood IIrive.
The Billing for labor is in error as some of the work done by city
employees was routine repair and should not have been charged for'.
Therefore, I am redueing the labor charge by I or %315.24. The
revised statement should read:

Hopefully this will result in settlement of this outstanding claim.

$900.00. We have.had problems collECting the rent from Trouts since the
day they moved in. One letter was sent in November, threatening eviction,
and:this time we have requested City Attorney Hauge; to initiate steps.

office mailed to the Trout's is enclosed. City Clerk Bolke and nyself
have called them on numerous occasions requesting the rent, and have .
had several excuses and several promises of payment which have not

The Eagan City staff has informed me that they have made many inquiries regarding
your failure to pay the monthly rental payment due January 1, 1980, and regarding
your continued ability to meet the obligations of the lease agreement. You have

Therefore, the Eagan City Administrator has instructed us, as attorneys for the City

After an inspection of the Deerwood Drive rental property,
owned by the City of Eaqan, it was determined that the
City of Eaqan will not charge any rent for the month of
February, 1979, due to the amount of cleaning and minor
fix up improvement you have made to.the residence. The
City of Eagan, per lease agreement, will ask that the sum
of $325 per month be paid effective March l, 1979 and for
each following month for as long as the lease agreement is
effective between the City of Eagan, the lessor, and Pat
Charbonneau, the lessee.
After making an inspection of the residence on April 10,
1979, it is the determination of the Buildinq Inspector
and the City P_dmiriistrator that the following improvements
be made to the Deerwood Drive rental property:
1. The sanitary sewer be unplugged and all Fahzmbing corrected
for the bath located off the master bedroom.
2. General repairs are to be made to the roof per damage
of winter snow.
3. Debris is to be cleaned up on the ground such as bed,
trash, and other related items.
4. Flashing will be repaired on the roof as sequired.
5. All exterior painting is to be completed by the City
of Eagan.

As you are aware, the City of Eagan, by action of its City.Council,
served an eviction no*_ice on you as the leasee of property owned
by the Ci*yo uf Eagan and located at 1200 Deerwood Drive. The reason
for the evictien was rent and fuel that has not been paid for the
months of Tanuary and February which amount to $900.
Today, March 3, 1480, you asked the City CLerk-Treasurer and myself
if you could continue renting the property if all previous rent
and fuel oayments were brought up to date by making payments every
two weeks to the City of Eagan. After reviewing your request with
the City Attorney's office, the City is agreeable to allow payment
of $450 on March 3, March 15, April 1 and April 15, and then with
a payment of $450 on May 1, 1980, you would be back on a normal
rent ar.d fuel oil payment to the City of Eagan as agreed upon in
the lease agreement.
If you are agreeable per our discussion of earlier today, please

high installation cost. A case in point is the Mid PmPSica Bank in Cottage Grove
with a$90,000.00 systan that saved $750.00 in 1978. They still mast have the

The Parks Master Plan should conaider the intended use of the Kehne house
located in Patrick Eaqan Park. The daelling's main virtue is its aesthetics,
the reat is somewhat of a niqhtmare. When considering the use, both present
and future, the following points should be considered:
1. 2'he plwabinq system needs a complete renoration to be safe.
2. The heatinq system needs to be replaced. The existing one ia unsafe,
unreliable and will probably not last another winter. it also is very
energy ineffictent.
3. All windows and doora need replacing. The majority oP the vindows are
homemade and cannot be double-qlazed or weatherstripped. •
4. Iron oxide is deteriorating the well and water system and extensive repalrs
will be needed in the near future.
5. The bathroom walls aurroundinq the tub and shower area will have to be
replaced beceuse they are rottinq.
6. The dwellinq has very little wali or ceiling inaulation and ia energy
inefficient.
These are the ma9or problems and more will probably aurface as tlme goes by.
