INTRObUCTION
This report summarizes the findings of the Site Evaluation
and 5ubsurface Soi2 Tnvestigation completed by Joseph
Rulhanek.for a Mr Tom Hergian hy verDal zequest. This testing
was done to evaluat,e a site for a on site sewage system. Pde
were instructed to €ind an area on the lot if possihle to
install a new septic system for a new ttiree bedroom home.
The new system will be located on the south east side of the
lot in and brush tree.area..perk tests were run.and the soils
were found to be suitable for an onsite system to be
installed.
TEST HOLE LOCATIONS
Perc # 1 is located on the east corner of the soil treatment
area. Perc # 2 is located in the weat corner. Chere is a
_ resive area west of the perposed primary drainfield when
needed ln the future. All.pe=c holes were at a 36" depth.
( See attached work sheet )
SUBSURFACE INVESTIGATIONS
Four bore holes were drilled first with a power auqer to 3
feet then.with a hand auger to 6 feet in the proposed
treatment area. All teBC holes in the primary asea revaaled
the same soil # 1-2-3"4 0"to 2" frozen soil 2" to 4" dark
brown loatn. 4" to 60" a lighter brown loam soii. 60" to 72"
more sand as borinq continued some rocks Lo end of borings.
Number_#5 boring was done in the reserve aiea the same tips
of soil was found.
No Redox3morphie soil or water was found in the kore hole
(See log of soil borinq enclosed.)
PERCOLATION TEST RE3iSLTS
Perk #1, #2, test holes were used to evaluate the soil and to
design the systern .PeXC hole # 1 was tested at 20 minute per
i.nch. Perc hole # 2 was tested at 19 minutes per inch.

SY3TEt4 DESIGN PERZMETERS
This sites was tested to evaluate the soil for a or.site
sewage treatment system to sell as a biddable lot.
The present ownes assumes the new owner will build a three
bedroom home in the front end of the lot.
This design is for a three bedroom tiome.
Estimated daily sewage flow = 450 qpd type one.
Soil siz3ng factor 16 to 30 MPi (loam) = 1.67 sq ft./gpd•
Bottom area needed with 12" of rock untler pipe = 600 sq.ft.
Bottam area needed with Infiltrator Chambers = 24 chambers.
Using roc-k four trenches SA feet long and three.feet wide
using the drop box system.
Septic tank required 2-1000 gal or 1-1,500 gal compartmented
pump tank if needed = 1000 gallons
SUMMARY AND RSCONBMENDATIONS
,-- The collected data of thls site was found to have good soil
profiles. This along with absence of a 3sigh water table in
- the drainfield area indScates that a variety of standard
syatem configuraLions could be used.
TJte system deaigaed for this s3te depending on elevation of
the basement is a septic tank #lowing into a pump tank
feeding multiple treatment trenchs using the drop box system.
The oa-site soil treatment system for this site was designed
using the Dakota County Survey, the collected data 611 .m
accordance vrith Minnesota Rules 9080. Du=ing instal2ation
soil prvf'iles must be monitored artd all constructian must
conforra to the Minnesota State Code rules 7080•

I' ve reviewed the concecns expressed about adequate bracing panels in the west wai] of
the garage. These cotacems 8re based on the requirements of the 2000 IRC,
'I'he C is based on the rules of Conventionai Light-Frame Cons as defino
in the 200Q Intezxi ' ilding Code (1BC). The relle

attached. The ru]es of Convention Construciion allow for "other methods
to be used provided a sa esign is subanitted showing with other

In our instance, it can readily be demonstrated tha garag6s.sufficienUy braced by th ?

This letter is to expand on yny comments made in my November 11 letter regazding
braced wull lines in the above referenCed structure, Looking at the suvctare as a whole,
??re is r.o need for additional bracing in the west wall of the garage? The stcucture as a
`wfiole has sufficient bxaced walf lines to resist the wind ]oads. My calculations cate
that wall shears are relatively low. "I`he garage is sufficientty tied into the main body of
the house such that the entire structure acts together to resist wind loads.

Dear Mr. & Mrs. Johnson:
This letter is in response to a request made by your neighbor, Mr. Thor Raarup (1240 Deerwood
Drive) to the City Council at their December 5, 2005 listening session to reconsider the specia]
assessment levied to his proper[y for the street overlay improvements under the above-referenced
project completed this past summer. His objections to rhe assessment were also stated in a letter to
the Ciry. Mr. Raarup believes that since his property did not directly adjoin any of the improved
portions of Deerwood Drive, his property should not have been assessed for the street
improvement project. As you may recall from your notification from the City, the levied
assessment is $421. The assessment was based on the City's Special Assessment Policy in that
properties are assessed for improvements to public sueets where driveway access is taken, in this
case onto the improved portion of Deerwood Drive.
As was explained to Mr. Raarup at the Council listening session, the City met all applicable
statutes in notifying and conducting public hearings for assessed property owners, and that the
opportunity for objection to the assessment expired after the public hearin.g October 18, 2005. Mr.
Raarup was also informed of the unfavorable precedent that reconsideration of levied assessments
afrer the public hearing would present [o the City.
Mr. Raarup understood and requested that, in lieu of immediate reconsideration of the assessment,
the City provide documentation that the assessment levied under City Project 912 ($421) may Ue
considered by the future City Council as a credit to possible future street upgrade improvement
azsessments, in the event an improvement and associated assessment were to take place within the
existing City Deerwood Drive right-of-way adjacent to his property. City staff feels that the same
documentation should be provided to you and your neighbor (1250 Deerwood). In addition to your
assessment notice sent to you in October, please consider this letter as such documentation. VJhile
allowing such a credit on fumre assessmenu will be entirely at the discretion of the City Council
az the time of the assessment, City staff believes it is reasonahle that such a credit be considered.
A copy of this letter will be kept in Che City's parcel files for future reference. If you have any
