RUNKLE, CITY PLANNER DATE: OCTOBER 22, 1980 SUBJECT: REVIEW OF THE LOT COVERAGE FOR THE INDUSTRIAL DISTRICT OF ORDINANCE 52 In August of 1980, the Advisory Planning Commission requested that a study be done on the industrial component of the zoning ordinance. The City Council then requested the staff to review the lot coverage requirement in the Indus- trial District. Staff has reviewed the ordinance and ordinances of other com- munities to see how the City compares regarding performance standards, setbacks and other criteria which are required in Industrial Districts. According to the review of other City ordinances, Eagan does require as much or as many perfor- mance standards as do other communities. As mentioned earlier, the lot coverage in Industrial Districts vary from communi- ty to community. The maximum allowable lot coverage varies from 25% to 50% in surrounding communities, with no one set of criteria to go by. Eagan staff then applied their performance standards in Ordinance 52 to industrial lots to deter- mine what the maximum lot coverage which could be acquired through different size parcels. The staff looked at a 1-acre parcel, a 5-acre parcel and 12-acre par- cel to determine what the maximum lot coverage could be and still meet all the performance standards which are presently required. Exhibits 1, 2 and 3 will show what the maximum lot coverage would be and still meet all the performance stan- dards required. EXHIBIT 1 - 1-ACRE INDUSTRIAL LOT The staff applied all the normal setback requirements to the proposed lot - 40- foot front setback, 5-foot side setback, rear setback at 30. The parking ratios used were if the building would be an office warehouse, which would contain 20% office. Maximum lot coverage for a 1-acre parcel would be 24.9% lot coverage. On the small parcel, a 35% lot coverage cannot be met. EXHIBIT 2 - 5-ACRE PARCEL Setbacks - again, 40-foot front setback, 20-foot building side setback, 5-foot parking setback, 30-foot rear setback. Again, staff applied the 20% office for the proposed facility to generate parking. According to the 5-acre lot, there could be a maximum of 42% lot coverage, or an additional 17,000 square feet of additional space. EXHIBIT 3 - 12-ACRE PARCEL The third exhibit, which consists of a 12-acre parcel, again minimum front set- back of 40-foot, 5-foot side setback for parking, and 20z foot side setback for building, a rear setback at 30 feet., After applying all the standards, there could be an additional 59,220 square feet of building on the lot, or this would allow a 46% lot coverage, which would be the maximum for the 12-acre parcel. 9 CITY OF FMAN REVIEW OF THE LOT COVERAGE FOR THE INDUSTRIAL DISTRICT OF ORDINANCE 52 OCTOBER 22, 1980 PAGE TWO According to these three exhibits, it appears that on a 1-3 acre parcel, it is difficult to obtain the maximum 35% coverage. Approaching the 3-5 acre, your increasing to approximately a 40%, or 42% lot coverage. When getting to the larger parcel of 10 acres, it appears that lot coverage is increased to 46%. Therefore, looking at the performance standards which Eagan has in existence, it could be recommended that a 35% lot coverage remain on parcels or lots in size up to 5 acres. A 40% lot coverage could be placed on lots of 5 acres to 10 acres, and a 45% lot coverage could be placed on 10-acre lots or larger and still keep with the character of the Industrial area. The drawings, or exhibits, have been prepared on the least restrictive setback requirements in the Industrial area. The study did not cover corner lots or any lots which abut an Agricultural or a Public Facilities District. The lot coverage on these parcels would be less because the setback requirements are more restrictive. Lot coverage maximums are provided in order to accommodate those situations where an unacceptably large lot coverage would be allowed under existing performance standards. Obviously, if extreme lot coverages were allowed, the resulting impact would not be consistent with the esthetic and safety concerns of an industrial area. At such time as Northwestern Bell ceases to use any one or more of the facilities that Northwestern Bell would offer to donate without cost to the City the building and land for each site to the City prior to the disposition of the.site. 2. That the staff will resolve the exact location to its satisfaction of the subscriber station on Wildwood Lane. 3. Staff shall approve detailed landscape plans and architectural plans for each structure when the building permit is requested. 4. All driveways shall have asphalt surfacing and concrete curbing. 5. The location shall only be used for the proposed subscriber buildings and no other material shall be stored on the site. 6. Easements shall be dedicated to the City as determined by the City staff. 1 7. Each location which is not on an individual platted lot shall be platted when the surrounding area is platted. 8. Zoning shall comply with most compatible surrounding zoning for each site. All voted in favor. IMPROVEMENT #80-13 -- 1980 SEAL COATING The contract with G & L Seal Coating, Inc., in the amount of $89,362.23 for Improvement #80-13 consisting of the 1980 seal coating project was submitted for approval. Egan moved, Wachter seconded the motion to authorize execution of the contract. All voted in favor. IMPROVEMENT P80-20 -- NORTHVIEW SCHOOL UTILITIES The bid opening for improvement @80-20 was held on August 28, 1980, and the bid tabulation sheet was submitted for the Council review. It was recommended that the low bidder, Richard Knutson, Inc., be awarded the contract in the sum of 5348,987.10.
