Oak Trust Credit Union submitted a landscape security deposit to the city in conjunction
with the building permit for the facility 1642 Diffley Rd. in Diffley Plaza
in August of 2006.
After inspecting the site we found the landscaping to be in satisfactory condition.
Consequently, the deposit can be released. The refund will be forwarded to you under
separate cover.
While we are releasing the security deposit, please note that the property owner continues
to be responsible for maintaining the health of all plantings on the property, and must
replace any plants that die or are removed due to disease.

obtaining a building permit for the above- referenced project. This review is not intended to be an
exhaustive and comprehensive report. Unless otherwise noted, all references are to the 2000
I.B.C. It is our goal that this review will help you in complying with the applicable codes and we
are, therefore, requesting that the following items be addressed.
? Provide an accessible parking space complying with MN Rules 1341.0403, Item E,
Subitem (2) and 1341.0428 Subpart 4.
i Side transfer in restrooms does not comply with MN Rules 1341.0448, Subpart 2. Clear
space of 42" is required from center of water closet to edge of lavatory.
Toilet paper dispenser is to be located 7"-9" from toilet to leading edge of dispenser. MN
Rules 1341.0448, Subpart 6.
> Front approach to entrance door requires a minimum 18" clear space adjacent to door on
the pull side. MN Rules 1341.0442, Subpart 6.
Drinking fountain is shown on code analysis and on fixture branch schedule but not on
floor plan or sheet M-2. Please identify location.

The following is a response to the items you have indicated in your letter dated April 24, 2006.
The owner is providing all signage for both interior and exterior. Per Mn Rules 1341.0403, Item
E Subitem 2 and 1341.0428 Subpart 4- a handicapped sign with "van accessible" sign below the
symbol of accessibility will be placed in front of the head of the handicapped parking stall at a
height mounted 48 to 60 inches above the paring surface. See enclosed site plan with proposed
location of accessible sign.
Per Mn Rules 1341.0448, Subpart 2- The addition of 2 inches with an angled lavatory in the
bathrooms will give sufficient clear space in bathrooms to allow for 42" of clearance between
the center of the water closet to the edge of the lavatory. Please see enclosed plan revisions.
Per MN Rules 1341.0448, Subpart 6 the toilet paper dispenser will be relocated. Please sec
enclosed detail.
Per Mn Rules 1341.0442, Subpart 6 the entry sidewalk will allow for 18" clear adjacent to the
pull side of the doors. Please see enclosed detail.
There will be a water cooler in lieu of a drinking fountain. Due to accessability issues, we
usually recommend an owner supplied water cooler with access to flat bottom paper cups (for
single hand usage). The location of the cooler is located per attached revised bathroom plan.
Please respond is this is unacceptable.
Per IBC Section 1003.3.1.8 and 1003.3.1.8.1 All Egress Doors will have a readily durable sign
posted on the egress side or adjacent to the door stating "THIS DOOR TO REMAIN
UNLOCKED WHEN BUILDING IS OCCUPIED" The sign shall be in letters 1" high on a
contrasting background.

As for other issues-1 have forwarded a revised landscape plan to Eric Slettedahl providing more
plantings between the easement road and Diffley Road-Creating some screening. I am also
sending a revised trash enclosure detail providing face brick in lieu of concrete block at the trash
enclosure. Eric stated that finishing the enclosure would suffice for the enclosure to match the
building.

From discussions with the building department, It appears that plan review can take place bctnrc
a permit is applied or a plan review fee is accepted.
Our Mechanical Engineer has sent plans to the state for plumbing review, which in turn were.
sent back. The state stated that the city would be reviewing the plumbing plans.
I am still waiting on clarifications on Emergency Response Site Plans and a Soils Report from
your department.
Please review the plans and note any items which are in need of attention. I feel that this project
will want to start as soon as possible.

the City's landscape ordinance regarding the performance guarantee. The
performance guarantee is required in the amount of $7,500 and can be provided
either as a cash escrow deposit, or as a letter of credit.
