Etic presented copies of the Wold letter describing the agreement with the City of Eagan prior, to the program moving into the building. 2. The pro}ect completed this summer, consisted of defened maintenance replacement of the doors and door frames that where associated with the openings requiring magnetic locks. On the egress side of each of these doors, the existing keyed switch controlling the magnetic locks, was re-iastalled on the hollow metal frame. 3. The Wold documents originally called for the previously installed manual (fire) pulls to be re-installed on the egress side of each of ihe controlled doors. Duzing a recenY walk-through by the City Fire Mazshal, the electrical contractor was directed to not install manual fire pulls in the hallways. 4. Doug was in ageement with the City Fire Marshal that the pull stations at each magnetic tock, should not be "manual fire pulls" but rather a different form of emergency egress device. This "emergency egess pull" if activated should only deactivate the associated magnetic lock, not set off the fire alarm. He suggested that pull have a cover that could have a local alacm when lifted, in order to deter students. Signage'will also be required to indicate activation of release in case of emergency. 5. Doug noted that the fire code required that the main entrance, with magnetic locks, should have a motion detector that would allow delayed egress when activated. It was explained to Doug that the program using this system has scudents that are prone to "running", and that includes mnning out of the exterior doors. It was aiso noted that the students always have staff escorts (each with their own keys that can deactivate the magnetic locks) when they enter the hallways. 6. Doag indicated that he would allow the use of the "emergency egress pulls" at the hallway cross-corridor doors as well as at the three extenor doors.. Eric asked Doug about whnt options the District wou]d have if they wanted to use their existing courtyard space. Doug noted [hat the only acceptable option would be to have rivo egress doors with exit devices leading from the courtyazd into the bnilding. The obvious problem with this option is that if a person gets on the roof' he can get into the courtyard and then would have access to the inside of the building. 10. Eric also asked Doug ahout gas shut off requirements for science labs. Doug noted that there should be a shut-off valve at the entry to the lab (preferably comdor side) and a labeled emergency shut off button/selnoid vaive would be prefened. The scope of this project is to satisfy a fire marshal order issued by the Sta[e Fire Marshal's office (File #E19103-001 Item #5). The Order requires corridors with open coat srorage to be sprinkled or lockers installed. Since we are only sprinkling the corridors Ihat contain coat racks, the fire main will also run in co[ridors which do not have sprinklers. Cazlson Fire Protec[ion has maintained the fire main needs to be protected by sprinklers. The State Fire MazshaPs office has interpreted the code such that the main only has to be protected if it is combustible. Since Cedar Elementary School is located within the City of Eagan adjacent to a residential neighborhood, the City Council is con- cerned about the proposed use of Cedar School upon its official closing this year. The City of Eagan has completed a comprehensive guide plan and this property is shown as a public facilities use. The City of Eagan has expended many hours analyzing the overall land use for the community and is satisfied with the land use balance proposed in the guide plan. Therefore, the City is con- cerned that the school district does not consider other types of land use for the Cedar Elementary School such as a commercial use. Since the City of Eagan has an adequate designation of commercial land throughout the City, this site shall maintain a land use integrity that is compatible with the surrounding neighborhood. The City of Eagan has also worked through a cooperative arrangement with your school district to provide ballfields for many age groups at Cedar Elementary School. The City is concerned that this land wi11 be kept available for recreational and athletic events, unless the property is disposed of by the school district. Many of the users of the recreational area are residents of Independent School District #191; therefore, the City is hopeful that maintenance will continue on the ball diamonds and other recreational areas within the school grounds. After discussion, Smith moved, Thomas seconded the motion to adopt the revised draft of the Trapping Ordinance and order its publication. All voted in favor. r--------- cC$D9R-SI,ShIE61T9EY_S-CHQOL' - DRIVING SCHOOL REQIIEST A request from Lee Dvorak and Nick Dvorak representing Dvorak Driving School, for use of a part of the 300 square feet of the Cedar Elementary School for a driving sehool was next preseyted to the Couneil. Nick Dvorak was present and indicated that 4 evenings a week will be used for elassroom purposes. There were concerns about renting a portion of the school for other than a non-profit purpose, noting concerns of the neighbors when the school was vacated that the school would be used for non-profit purposes. It was also noted that no other uses have been found for the school and after discus- sion, Smith moved, Thomas seconded the motion to deny the application for the reason mentioned above. All voted yes. FISH LARE ADDITION - PRH.IIMIINARY PLAT The application of Aeliance Builders for preliminary plat approval for Fish Lake Addition was again brought before the Council and had last been considered at its regular meeting of February 15, 1983. At that meeting, the Council requested further information be submitted for the March 1, 1983 meeting and a decision will be made on the application at the March 15 regular meeting. A report from Dale Runkle dated February 24, 1983 answering ques- tions of the Council concerning the updating of the zoning map of 1981, the total park contribution for the entire Pilot Knob Heights Planned Development and the designation of R-3 prior to the park land zoning were discussed in the Memorandum. Also letters from Bruce Malkerson, attorney for neighbors and Stuart Gale, attorney for Reliance Builders were reviewed by the Counetl. It was further noted that future approval of the proposal would be subject to the School District's consent. JOIHT CABLE COYmSSION DPDATS There have been no Cable Commission meetings since January 6, 1983 with the next regular meeting set for February 10, 1983. Telecommunication Manage- ment Corporation is reviewing the proposal from Group W and there was discus- sion concerning a possible joint meeting of the Burnsville and Eagan City Councils with the Commission in the near future. HOOSING PLAN MODIFICATION - PIIBLIC HEARING The HRA has been advised by legal counsel that the Eagan City Council should again set a public hearing for the Housing Plan Modification, noting that a hearing had been held in November of 1982. It was recommended March 15, 1982 be scheduled for sueh a hearing. The proposed single family mortgage revenue bond program submitted to the Minnesota HFA for West St. Paul and Eagan is ranked number two in the ranking process and apparently the state is planning to fund three programs. Smith moved, Thomas seconded the motion to set a public hearing for March 15, 1983 at 7:00 p.m. at the City Hall to consider the Housing Plan Modification. All voted yes. PQBLIC pORIGS DEPARTMENT - PRO.7ECT #297R REASSESSMENT HBARING - JAHES HURNB Mr. Colbert recommended the City Council schedule a separate date for a hearing concerning Project 0297R regarding the objections that have been filed by James Horne concerning the reassessment pro,ject. It was noted that a date had been set for March 1, 1983 and upon motion by Wachter, seconded Egan, it was resolved that the hearing be rescheduled from March 1, 1983 to Tuesday, March 29, 1983 at 7:00 p.m. at the City Hall.
