We were pleased to issue building permit 119860 for the addition at 1243 Eagan
Industrial Road. However, we must inform you that the building has now
reached a total area of 32,000 square feet. The maximum area allowable per
Uniform Building Code Section 506(3) is 24,000 square feet unless a fire
suppression system is provided. I would be happy to reconsider this decision
if your designer can find a solution that would apply with a Minnesota State
Building Code in lieu of the fire suppression system.

B. Self Monitorinq Schedule
1. Following are the specific sampling, sample compositing, and volume
determination methods required by this Industrial Waste Discharge Permit.
Representative samples shall be collected at each monitoring point by
the Permittee in accordance with the guidelines listed in Appendix 6 of
the Waste Discharge Rules for the Metropolitan Disposal System. These
samples shall be coilected once each reporting period on normal operating
days. The sampling day wastewater volume for each monitoring point shall
be determined as stated and shall be used to obtain a representative sample
of the Permittee's total waste discharge 6y flow proportional compositing.

2. Parameters
Chemical analysis for the previously specified sample representing the
total waste discharge shall be performed for the following parameters:
pH, Total Suspended Solids, Chemical Oxygen Demand, Cadmium,
Total Chromium, Copper, Total Cvanide Lead, Nickel, and Zinc _
For EPA Categorical Pretreatment Industries, the parameters to be analyzed _
- shall be in accordance with applicable EPA Regulations.
3. Reporting Frequency
For the duration of this Permit the Industrial Waste Discharge Report
shall 6e submitted semi-annually to the Comiiission on or before
January 15 and July 15.
C. Compliance Schedule
The Permittee shall comp;ete additional pretreatment and/or operation and
maintenance to comply with EPA Pretreatment Standards and/or MWCC Local
Limitations in accordance with the schedule set forth in Attachment
D. General Conditions
1. Industrial Waste discharges from a Permittee shall be in accordance
with applicable provisions of the Waste Discharge Rules and this
Permit.
2. The Permittee shall not knowingly make any false statement, representation
or certification in any record, report, or plan required to be submitted
to the Correnission under the Waste Discharge Rules.

4. The Permittee shall take all reasonable steps to minimize all accidental
discharges includin9 slugs, spills, and bypasses. Plans for the preven-
tion and control of accidental discharges shall be submitted to the Com-
mission for approval within a specified period of time when requested
by the Chief Administrator. In the event of any accidental discharges,
spills, or bypasses whose quantity and nature might be reasonably judged -
to constitute a hazard to the Commission's personnel and treatment faci-
lities or the environment, the Permittee shall IMMEDIATELY notify the
Industrial Waste Section of the Commission at 772-.71Q8 (office hours)
or 454- 8928 during non-office hours and report the Spill Location Code
along with other pertinent information.
5. Any change in the volume or characteristics of Industrial Waste intro-
duced into the Metropolitan Disposal System which the Permittee knows
or has reason to believe arill have either singly or by interaction with
other wastes, a negative impact on the treatment process shall be im-
mediately reported to the Industrial Waste Section of the Commission.
The Permit shall then be su6ject to modification or reissuance in ac-
cordance with 6 MCAR g 6.012 D.
6. The Permittee shall pay applicable strength charges assessed by the Com-
mission.
7. The Permittee shall install, operate, and maintain sampling and monitoring
devices in proper working order at the Permittee's expense.
8. The Permittee shall allow the Chief Administrator to enter upon the
Permittee's premises to inspect the monitoring point and to determine
compliance with the Waste Discharge Rules for the Metropolitan Disposal
System and the Industrial Discharge Permit in accordance with 6 MCAR
? 6.012 H2.

E. Specific Permit Conditions
1. The MCC prohibits the discharge of any of the following oils: tramp, hydraul
ic, lubricating, and fuel to the sanitary sewer.
2. The Permittee shall pretreat all industrial batch discharges, prior to
municipal disposal, to comply with Commission local limitations.
3. The Permittee shall insure the MWCC that no sludge enters the sanitary
sewer. All solids disposal shall be according to local, state, and ,
federal regulations.
4. Ths lakoratory reports of all wastewater monitoring conducted, at the speci-
fied monitoring point(s) of th.is Permit, shall be su6mitted with the Indus-
trial Waste Discharge Report for that reporting period. If additional
monitoring has been conducted beyond the requirements of tfiis Permit,
the Permittee shall compute a flow-weighted average of all required
reporting parameters.

the above mentioned project. As discussed, we have
elected to construct a one hour occupancy separation
between the office and warehouse areas. This division
will then allow us to complete the current addition and
remodelling without the need for sprinklers.
Construction is scheduled to begin April 15, 1985 and
it would be appreciated if the review could he complete
to permit this starting date.

Dear Tom,
Concord Industries and then Lexington Standard Corporation have
resided in the City of Eagan for over 20 years. The donation of
flagpoles is our way of putting something back into a community
that has provided a lot of services to us over the years.
It was our wish, as originally conceived, to provide the flagpoles
completely anonymously. Due to the nature of the product, that was
not practical. The city needed to pick the products that best suited
the sites involved and not be concerned about any great mysteries
regarding the source of the donation.
Of course we conceded the logic that you needed to share the facts
with the mayor and the members of the city council in order to
"explain where these things came from".
However, our sense of satisfying the spirit of giving requires that
we receive nothing in return. We wish that the flagpoles could be
accepted without any further recognition.
We hope the City of Eagan will help us to fulfill our need to
prcvide community service by ailowing us to participate iu fuiure
city construction projects in a similar manner. The simple thank you
(which we accept) already received, was more recognition than needed.
We are delighted that the city is pleased with the flagpoles. Please
share this letter only as necessary to explain that we do not in any
way wish to spurn the city's thank you, we just don't want to make
a big deal out of our contribution to our cominunity.
