UNDERGROUND SPRINKLER SYSTEM PROCEDURE
1993
1. A plan must be submitted to the City's Engineering Department for approval before
installing a lawn sprinkler system. If digging in the boulevard, a right-of-way permit
may be requ'ued.
2. Once plan is approved, it wil] be presented to the City's Plumbing Inspector for sizing
of the meter.
3. Jerry Wobschall, Finance Department, will calculate permit fees as follows:
a. Commercial proiect: $ 25.50 underground sprinkler permit.
$ 50.50 water permit fee onlv if new service is installed.
$100.00 per tap if installed by City. Please consult with
Engineering Department regarding feasibility of City
instailation (City will only install taps up to 1").
b. Residential project: $ 15.50 underground sprinkler permit.
$ 50.50 water permit fee if new service is installed.
$695.00 per connection - WAC.
$324.00 per connection - water ueatment plant.
c. Eaistiniz residence: $15.50 underground sprinkler permit -(fee not required
if backflow preventor previously installed); however, plan
must still be presented for approval and an application
must be filled out.
4. Once meter size is determined, Protective Inspections Clerk Typist will contact Utility
BIlling Clerk for cost and notify installer of all costs associated with project. If new
service ]ines are not required, one check may be written for meter and pertnit costs.
No meter will be sold before all sewer and water inspections are rnmplete on a new
servicc--(Engineering Department will advise Utility Billing Clerk when meter can be
sold). Receipt will be coded to 20-3716 (meter portion only) with pink copy
forwarded to Utility Billing Clerk.
5. The installer is to contact Protective Inspections at 681-4675 for inspection of the
inside water line and backflow preventor. The Public Works Department may be
reached at 681-4300 for water turn-on and set and seal of ineter. Inspection hours are
8:30 AM to 330 PM, Monday through Friday. Requests for AM inspections should
be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon that day.

PERTINENT REGUTATIONS
Safety
1. Traffic shall be allowed to pass and to be protected at all times. If it is not
possible to allow traffic to pass, a suitable.detour must be provided and plans
submitted to the Director of Public Works 72 hours in advance.
2. Barricades shall be erected in a manner which will provide suitable visibility in all
directions. All barricades shall be in good condition, and all signs shall be of such
size and legibility to provide adequate warning to oncoming traffic. At least two 7"
flashing amber lights shall be mounted on each end barricade with one on an advance
warning sign.
3. Excavations must be shoted or sheeted when necessary to prevent under-mining of
roadway, trailways, utilities, or for safety reasons.
4. Guys or stays shall not be attached to trees on right-of-way or private property
without written permission.
5. Flagmen shall be furnished by the party or organization perfotming the work whenever
the work being done creates a hazard either to the traffic using said road or the
personnel engaged in the construction, or when directed to do so by the City.
OPERATIONS
}. Permit on Job--Permits or copies shall be kept on the site of the work while it is in
progress in the custody of the individual in bharge, and shall be exhibSted upon
request made by any City official.
2. Provisions and Specifications--These general provisions, specifications and Std. Ylate
P-1 shall be considered as forming an integral part of each and every permit issued for
operationa within Eagan. The work suthorized by this permit shall be done at such time
and in such manner as shall be consistent with the safety of the public and shall
conform to all requirements and standards of the City. If at any time it shall be
found by the City that the work is not being or has not been properly performed, the
permittee, upon being notified by the City, shall immediately take the necessary steps,
at his own expense, to place the work.in condition to conform to said requirements or
standards.
3. Execution--The permittee shall use diligence in the execution of the work authorized
under this permit in order not to endanger or unnecessarily obstruct travel along any
road or trailway. Operations shall be so conducted at all times as to permit safe and
reasonable free travel over the roads and trailways within the limits of the work
herein prescribed. All safety measures for the free movement of traffic shall be
provided by the permittee at his own cost.
4. Conformity to Laws--The installation shall be made in conformity with all applicabl'e
laws, regulations and codes covering said installations. All installations shall be
made in conformity with regulations of governmental agencies for the protection of the
public.
a. The applicant shall furnish a bond or financial guarantee in the amount to be
determined by the City which is required to ensure adequate & timely completion
of repair. This bond or financial guarantee shall remain in effect for 2 years
subsequent to completion of street repair to protect the City from defects in
material, workmanship or non-compliance with City Standards or specifications.

b. The applicant shall furnish evidence of public liability insurance of not less
than $100,000/300,000 and property damage of not less than $25,000 issued by an
' insurance company authorized to do business in the State of Minnesota on which
the City is named as an additional insured party.
c. Except for the negligent acts of the City, its agents and its employees, the
permittee shall assume all liability for, and save the City, its agents and its
employees, harmless and defend same at its sole cost and expense from any and all
claims for damages, actions or causes of action arising out of the work to be
done herein and the continuing uses by the permittee, including but not limited
to the placing, constructing, and reconstructing, maintaining, protecting and use
of said facility under this application and permit for construction.
5. Existing Facilities--The utility facility and installations shall not interfere with
any existing utility facility on the City's right-of-way or easements. It is the
responsibility of the applicant to call for necessary locations of existing utilities.

6. Private Property--The work permit or permit for construction as issued does not in any
way imply an easement on private property.
7. Quality of Work--Finished surface, base and sub-base of road or trailway upon
completion of work shall be at least equal to or better than specifications of
originally provided road or trailway in accordance with City Standard Specifications.
Surface shall be finished within 48 hours uoon comnletion of backfill.
8. Cutting Trees--The permission herein granted does not confer upon the permittee the
rigi:t to cut, remove or destroy trees or shrubbery within the legal limits of the
right-of-way, easements that are not specifically identified on the plan attached to
this permit or relieve permittee from obtaining any consent otherwise required from the
owner of the property adjacent thereto.
9. Drainage--All waterways and lines of drainage shall remain operative.
10. Yole Anchors--Pole anchors, anchors, braces or other construction will be permitted
within right-of-way or easements and vill be approved on a case hy case basis.
11. Driving Limitations.
a. Driving or parking on City trails or sidewalks shall only be permitted for those
operations requiring direct access to the boulevard area.
b. Vehicles operating or parked within the right-of-way area shall utilize their
warning flashers at all times.
c. Vehicles driving on trails or sidewalks shall not operate in excess of 5 miles
per hour. Vehicles shall operate at slower speeds when weather conditions, trail
conditions, poor visibility, obstructed sightlines or other conditions require
special precautions to ensure the safety of trail users and the general public.
d. Driving shall not be.permitted within those boulevard areas where damage to turf
trailways or other infrastructure may occur.
e. Vehicles shall not be parked on trails or sidewalks in such a manner as to
unnecessarily impede the safe and efficient use of trailways by the general
public.

12. Vehicles or equipment traversing roads or trailway surfaces shall not utilize studded
or chained tires, caterpillar traction, or any other form of traction which will result
in damage to the surface.
13. Clean-Up--Street, trailways and affected right-of-way shall he scraped clean at the end
of each work day and swept clean after construction is completed and left in a neat and
presentable condition.
14. Trees and Vegetation-Burning or disking operations and/or the use of chemicals to
control or destroy trees, brush and other vegetation is prohibited without prior
approval from the City.
15. Replacement of Sod--Wherever top-soil and sod are disturbed, they shall be replaced and
maintained satisfactorily until the turf is established.

1. Curb and Gutter shall be removed only after saw cutting at joints and replaced

within five (5) feet below the final pavement surface shall be placed in lifts not to

suspended ceilings has been modified to allow exceptions in some vaguely
defined situations.
Northwestern Bell knows that building owners or authorized agents main-
tain total responsibility for code compliance within their buildings.
We cannot reconcile code questions.

owner/tenant or other principal who wishes to pursue application of the
exception for any specific building.

APPLICATION SiTMMARY: An application has been submitted requesting a Conditional
Use Permit to allow a truck termina] in a Light Industrial zoned area.
BACKGROUND: Representatives from B. J. Transport approached the Council at their
July 17, 1990 meeting. The company was being forced to move from their headquarters
in South St. Paul and needed a new facility as of August 12, 1990. Due to the time
involved with the Conditional Use Permit process, the applicant asked the Council to allow
their business to operate while the Conditional Use Permit application is in process. This
request was approved by the Council.
COMMENTS: Truck and freight terminals are allowed by Conditional Use Permit in the
Light Industria] zoning district. The site in question has an existing 70,000 sq. ft. building
owned by Elliot Auto. The applicant will be ]easing approximately 20,000 sq. ft. to be
used for office and warehouse/truck terminal. B.J. Transport will employ approximately
20 office personne] and 35 drivers. The truck terminal operation will utIlize approximately
20 tractors and trailers.
SITE PLAN: The driveway openings to the existing bituminous parldng ]ot off Eagandale
Industrial Road need to be upgraded to cunent City standards to prevent truck traffic
from driving over the curb. The driveway openings shall be widened to at least 30 feet,
and 25 foot radiuses shall be provided to improve the turning movements.
City staff recommends that the ebsting bituminous parking lot be cleaned up and
sealcoated. The weeds that are growing up through the cracks in the parking lot shall be
removed and the lot should be swept before the sealcoat is applied.
If approved, this Conditional Use Permit shail be subject to the following:
1. A landscape plan shal] be approved by City staff and implemented by ]une 1,
1991.
2. Driveway openings shall be widened to at least 30' and 25' radiuses shall be
provided.
3. All applicable City Codes.

B.J. Transport, Inc, is a major irregular route common and contract carrier
based in the Twin Cities for the past eleven years. We handle less than
truck load as well as truck load volume freight for over 200 shippers in
this area. We employ 55 people at our Eagan facility, 20 of whom are in
the office while the remaining drive and do warehouse work.We find the
Eagan location to work extremely well for both our employees and drivers.
We're hoping to make Eagan our permanent home.
The facility we've moved into is owned by a long time Eagan employer, Elliot
Auto. They purchased the building from Ford/New Holland 7 months ago. Un-
fortunately the building stood vacant for two years prior, consequently,
some cosmetic touch up will be necessary. The following items have been
proposed to Elliot Auto and approved by their board:
1.) All weeds burnt out of parking area
2.) All dead shrubs and trees must be removed
3.) Existing rock found along front sidewalk must be weeded
and cleaned up. Extra rock will be added where needed.
4.) Four trees will be added to the front and two will be
added to the side yard.
5.) All rusty trim in front entry way will be scraped and painted.
6.) All shrub and trees will 6e trimmed.
7.) All trucks will enter from south east direction to accomplish
2 things: 1. Drivers can turn into our driveway without crossing
on-coming lane and without running over the curbing.
2. It will cut down on traffic on Eagandale Blvd.
In closing, we hope that these improvements will be adequate for you to
grant us the special use permit. If at any point you'd like to come by and

UNDERGROUND SPRINKLER SYSTEM PROCIDURE
1993
l. A plan must be submitted to the CSty's Engineering Department for approval before
installing a lawn sprinkler system. If digging in the boulevard, a right-of-way permit
may be required.
2. Once plan is approved, it will be presented to the City's Plumbing Inspector for sizing
of the meter.
3. Jerry Wobschall, Finance Department, will calcu]ate permit fees as follows:
a. Commercial proiect: $ 25.50 underground sprinkler permit.
$ 50.50 water permit fee only if new service is installed.
$100.00 per tap if installed by City. Please consult with
Engineering Department regarding feasibility of G7ty
installation (City wil] only install taps up to 1").
b. Residential proiect: $ 15.50 underground sprinkler permit.
$ 50.50 water permit fee if new service is installed.
$695.00 per connection - WAC.
$324.00 per connection - water treatment plant.
c. Existing residence: $15.50 underground sprinkler permit -(fee not required
if backflow preventor previously installed); however, plan
must still be presented for approval and an application
must be filled out.
, 4. Once meter size is determined, Protective Inspections Clerk Typist will contact Utility
Billing Clerk for cost and notify installer of ail cosu associated with project. If new
service ]ines are not required, one check may be written for meter and permit costs.
No meter will be sold before all sewer and water inspections are rnmplete on a new
service--(Engineering Department will advise Utility Billing Clerk when meter can be
sold). Receipt will be coded to 20-3716 (meter portion only) with pink copy
forwarded to Utility Billing Clerk.
5. The installer is to contact Protective Inspections at 681-4675 for inspection of the
inside water line and backflow preventor. The Public Works Department may be
reached at 681-4300 for water turn-on and set and seal of ineter. Inspection hours aze
8:30 AM to 3:30 PM, Monday through Friday. Requests for AM inspections should
be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon that day.

PERTINENT REGUTATIONS
Safety
1. Traffic shall be allowed to pass and to be protected at all times. If it is not
possible to allow traffic to pass, a suitable detour must be provided and plans
submitted to the Director of Public Works 72 hours in advance.
2. Barricades shall be erected in a manner which will provide suitable visibility in all
directions. All barricades shall be in good condition, and all signs shall be of such
size and legibility to provide adequate warning to oncoming traffic. At least two 7"
flashing amber lights shall be mounted on each end barricade with one on an advance
warning sign.
3. Excavations must be shored or sheeted when necessary to prevent under-mining of
roadway, trailways, utilities, or for safety reasons.
4. Guys or stays shall not be attached to trees on right-of-way or private property
without written permission.
5. Flagmen shall be furnished by the party or organization performing the work whenever
the work being done creates a hazard either to the traffic using said road or the
personnel engaged in the construction, or when directed to do so by the City.
OPERATIONS
1. Permit on Job--Permits or copies shall be ke?C- on the site of the work while it is in
under this permit in order not to endanger or unnecessarily obstruct travel along any
road or trailway. Operations shall be so conducted at all times as to permit safe and
reasonahle free travel over the road5 and trailways within the limits of the work
herein prescribed. All safety measures for the free movement of traffic shall be
provided by the permittee at his own cost. .
4. Conformity to Laws--Thr? installation shall be made in conformity with all applicable
laws, regulations ar:c: codes covering said installations. All installations shall be
made in conformity with regulations of governmental agencies for the protectio?i of the
public.

b. The applicant shall furnish evidence of public liability insurance of not less
than $100,000/300,000 and property damage of not less than $25,000 issued by an
insurance company authorized to do business in the State of Minnesota on which
the City is named as an additional insured party.
c. Except for the negligent acts oP the City, its agents and its employees, the
permittee shall assume all liability for, and save the City, its agents and its
employees, harmless and defend same ai its sole cost and expense from any and all
claims for damages, actions or causes of action arising out of the work to be
done herein and the continuing uses by the permittee, including but not limited
to the placing, constructing, and reconstructing, maintaining, protecting and use
of said facility under this application and permit for construction.
5. Existing Facilities--The utility facility and installations shall not interfere with
any existing utility facility on the City's right-of-way or easements. It is the
responsibility of the applicant to call for necessary locations of existing utilities.

6. Private Property--The work permit or permit for construction as issued does not in any
way imply an easement on private property.
7. Quality of Work--Finished surface, base and sub-base of road or trailway upon
completion of work shall be at least equal to or better than specifications of
originally provided road or trailway in accordance with City Standard Specifications.

8. Cutting Trees--The permission herein gxanted does not confer upon the permittee the
right to cut, remove or destroy trees or shrubbery within,the legal limits of the
right-of-way, easements that are not specifically identified on the plan attached to
this permit or relieve permittee from obtaining any consent otherwise required from the
owner of the property adjacent thereto.
9. Drainage--All waterways and lines of drainage shall remain operative.
10. Pole Anchors--Pole anchors, anchors, braces or othet construction will be permitted
within right-of-way or easements and will be approved on a nase by case basis.
11. Driving Limitations.
a. Driving or parking on City trails ar sidewalks shall only be permitted for those
operations requiring direct access to the boulevard area.
b. Vehicles operating or parked within the right-of-way area ahall utilize their
warning flashers at all times.
c. Vehicles driving on trails or sidewalks shall not operate in excess of 5 miles
per hour. Vehicles shall operate at slower speeds when weather conditions, trail-
conditions, poor visibility, obstructed sightlines or other conditions require
special precautions to ensure the safety of trail users and,the general public.
d. Driving shall not be permitted within those boulevard areas where damage to turf
trailways or other infrastructure may occur.
e. Vehicles shall not be parked on trails or sidewalks in such a manner as to
unnecessarily impede the safe and efficient use of trailways by the general
public.

12. Vehicles or equipment traversing roads or trailway surfaces shall not utilize studded
or chained tires, caterpillar traction, or any other form of traction which will result
in damage to the surface.
13. Clean-Up--Street, trailways and affected right-of-way shall be scraped clean at the end
of each work day and swept clean after construction is completed and left in a neat and
presentable condition.
14. Trees and Vegetation-Burning or disking operations and/or the usa of chemicals to
control or destroy trees, brush and other vegetation is prohibited without prior
approval from the City.
15. Replacement of Sod--Wherever top-soil and sod are disturbed, they shall be replaced and
maintained satisfactorily until the turf is established.

Mike,
In order to process our Demolition Permit at the 2782 Eagandale Blvd property, you asked for clarification on
our crushing onsite and hours.
We will be recycling the removed slab and foundation concrete onsite with crushing equipment in order to reuse the
aggregate onsite for the grading/excavation process. Hours for any crushing equipment will be within 7am-5pm. We
expect this crushing work to take approximate 3-4 days. Dust control measures will be taken utilizing a watering truck
onsite equipped with a fire hose.
Please contact me if you have any further information. We look forward to getting the project moving ahead ASAP.

Dear Mr.Stoa,
Per your request I have attached the general design criteria for the new addition sprinlder system.
The new addition matches the original system design which utilizes a K-17 ESFR pendant with a
1,500 GPM fire pump at 50 PSI residual pressure. Per FM Global data sheet 8-9 table 10.
Which in simple terms allows the owner to store to within 36"of the deflector of the ESFR head
or 30' whichever is lower and accommodates protection of Uncartoned Plastic Commodities,
and Class I-N commodities in an open rack configuration with no solid shelves.
This system was designed for and is fully capable of handling high piled storage as long as the above
noted criteria is maintained.
