As a result of your request, City survey crew personnel have checked the existing water levels of the pond as well as the existing walk-out elevation of your home. This elevation is approximately 2.55 feet above the controlled normal water level of the pond and approximately 4.95 feet below the calculated high water level of the pond as identified in the City's Stormwater Management Plan, 1990 Edition. In researching the information submitted as a part of your building permit application, the Certificate of Survey submitted, dated December 5, 1986, proposed a walk-out elevation of 856.0. The letter stated that work needed to be done to the west side of my yard to facilitate better drainage of Easter Lane. This was necessary to decrease neighborhood flooding in the event of heavy rainfall. In good faith I agreed to cooperate. Due to the expense of installing an underground drainage system, the City choose to reshape my yard and in doing so dug up the my whole front yard. This marked the start of 12 months of problems as I attempt to return my lawn to it's original condition. After the reshaping had been completed new sod was laid. Unfortunately not enough hlack dirt was replaced and the sod used was of poor quality, this coupled by the severe weather of last summer caused the majority of the new lawn to die by September. Engineer Hruce Allen contacted me and stated that along with other sod in the area that had died with the severe weather, mine would be replaced before winter. This did not happen. After contacted the City I was assured that the probiem would be rectified in the spring.
