I am hoping that this letter finds you further along on your road to recovery. We at the City recognize what a long
and arduous task this clean-up effort has been for many of you. We have been working to assist in the various ways
that we are able, bo[h in providing direct assistance and in guiding you toward other available resources and
agencies which may be of zdded assisiance.
STORM DRAINAGE SYSTEM STUDY '
Following the July 7& 8 disaster, the Ciry Council and engineering staff commissioned a study of the City's storm
water management system. The study is designed to detertnine if all areas of the system throughout the City
performed as well as they could have under the extraordinary storm circumstances experienced. M independent
consulting firm is completing the study. It focuses on over 40 different areas in the impacted by this disaster. The
smdy is anticipated [o be completed by early November and will be presented to the Ciry Council and the
community at a communiry meeting scheduled for November 9 at 6.30 p.m. Blackhawk Middle School, 1530
Deerwood Drive. Subsequent meetings aze being coordinated to focus on specific neighborhoods and options. The
Community will be notified of the dates, times and locations for each of these neighborhood meetings.
DEBRIS REMOVAL CONTINUES
In order to protect the health and welfare of residents and because most insurance is not providing coverage for this
type of disaster, the Ciry of Eagan determined that it would coordinate and fund [he pick-up of debris generated by
this disaster. The Ciry Council, realizing that there are several stages to your clean-up efforts and that many
residents are still working to make repairs and locate available contractors, has again extended this service through
November 30. The Council will revisit this issue in mid-November and wctend the deadline further if it is
determined to be necessary. My debris from your home or property generated by this disaster that you wish to have
removed at City expense must be set out at the wrbside for removal. Pick-ups will occur on Fridays. Please call the
Ciry of Eagan at 651-681-4601 to inform us when debris pickup is needed at your property.
FEDERAL DISASTER RELIEF
The City of Eagan has been working closely with the Federal Emergency Management Agency (FEMA) and the
Small Business Adminishation (SBA) to ensure that all Eagan residents receive the disaster relief and assistance that
they are entitled to and need. FEMA has now passed its date for accepting applications for assistance, but the Small
Business Adminishation, the lending arm for FEMA, is still providing services and processing assistance loans
although their temporary office at the Eagan Ciry Hall has now closed. The SBA can now be contacted by calling
I-800-359-2227 Myone who has received an SBA loan applications but has not yet submitted it for processing is
strongty encouraged to do so now.
ADDITIONAL DISASTER RELIEF
The Unmet Needs Committee of the Interfaith Disaster Response for Dakota Counry (IDRD), a local group of
agencies which includes the Eagan Foundation, local churches and other secular, religious and service organizations,
has hired a caseworker to assess unmet needs and to coordinate available funds, services and other potential
resources. They have also recently coordinated an effort to perform doorto-door canvassing to assess azeas of need
and identify households that have remaining unmet needs. This canvassing began on Wednesday, October 25 and

Refortned World Relief-Disaster Response Services. These individuals will carry identification and will wear
bright green shirts. If you have recovery needs that have not been met tluough Federal and State or other programs,

repair/building crews and emotional support can be provided tlvough the caseworker in conjunction with a variety
of agencies.
DETECTING AND REMOVING MOISTURE, MOLD AND MILDEW
The City of Eagan's Building Inspection Division continues to schedule appoinhnents to test for remaining levels of
moisture in homes impacted by water and sewage backup in the July 7-8 storms. Moishue, left undetected and
untreated, can lead to mold and mildew formation, which can further damage your property long after floodwaters
have receded. By calling and scheduling an appointment, a City Building Inspector will test your home for
remaining moisture.
? he Building Inspections Division should also 6e contacted if you are making shvctural, electrical, plumbing or
other repairs. The City of Eagan is waiving the building permit fees for repairs related to flooding. However, all
appropriate permits must be applied ior and gran1ed, although the Ciry fees for these permits wili not be col]ected.

information regarding potential property tax adjustments which may be available to disaster victims. Please read
and retain this information for your tax preparer.
You may also be eligible to file for Federal tax relief by filing a"Casualty & Loss Form 4684" with your Federal

could remain at flood stage for many months during an extended wet cycle. This
uncontrolled ponding can inundate parks and private land and back up storm
sewers causing ponding in streets or on private property for long periods.
Development around such ponds is very difficult to plan as it is impossible to
forecast exactly the effect of long term wet cycles and large storms on such a
pond level.
For these reasons, it is recomnended that all ponds be planned to have some
type of outlet. A few ponds which are extremely large in relation to their
drainage area and have a large storage capacity may be able to discharge suf-
ficient water through evaporation and seepage to prevent daroage due to flooding.
However, it is important that capability of providing an outlet for every pond
be retained in the event that it is needed.
Most of the ponding areas in the system collect water from large drainage
areas. Because locations near ponds are usually very choice building sites,
it can be very serious if the calculation of water quantities arising from im-
properly selected design criteria resulted in frequent flooding above the
designated high water levels and caused extensive property damage. To provide
additional protection against such a possibility, the design storm interval for
ponding areas has been set at lu0 years as compaxed to 5 years for storm sewer
design. In addition, home construction should noE be allowed at an elevation less
than 2 or 3 ft. above the expected 100 year storm ponding elevation. Where
possible, overflow routes should be provided and maintained from ponds whenever
possible to minimize economic damage and inconvenience if storage capacities
are exceeded under unusual circumstances.
