Sec. 4.02. Permit fees.
Fees for permits under this chapter, which may include a surcharge, shall be determined by
the council and fixed by its resolution, a copy of which in office of the city clerk-treasurer and
uniformly enforced.

Sec. 4.03. Building permite required.
Subd. 1. It is unlawful for any person to erect, construct, enlarge, alter, repair, move,
improve, remove, convert, or demolish any building or structure or any part or portion thereof,
including, but not limited to, the plumbing, electrical, ventilating, heating or air conditioning
systems therein, or cause the same to be done, without first obtaining a separate building or
mechanical permit for each such building, structure or mechanical components from the city.
A certificate of survey from a registered land surveyor is required for all new construction
wherein land is to be occupied by a structure. The expansion of an existing strueture does not
require a certificate of survey so long as the expansion does not extend onto new property.
Subd. 2. Permits for the installation of electrical work in new structures shall only be
issued to electrical contractors duly licensed by the state. Permits for the installation,
alteration or addition of electrical work in existing structures shall only be issued to electrical
contractors duly licensed by the state or to resident owners of property where the work is to be
done.

Sec. 4.04. Individual sewage treatment systems.
A. Findings and purpose statement. The city council finds that the location, design,
installation, use or maintenance ofindividual sewage treatment systems (ISTS) may adversely
affeet the health, safety and welfaze of the city residents and the general public by the
potential discharge of inadequately treated sewage into ground waters, ground surfaces or
surface waters. In the interest of protecting the health, safety and welfaze of the public, the
city has established the regulations herein.
B. Adoption of Water Pollution Contml Act ¢nd MPCA Regul¢tory Rules. Minn. Stat.,
§§ 115.55 and 115.56, comprising as part of the Minnesota Pollution Control Act, as amended
through 1997, and Minnesota Rules, Parts 7080.0010 through 7080.0176 and 7080.0300
through 7080.0315, as amended through 1997, comprising as part of the Minnesota Pollution
Control Agency Individual Sewage 'I?eatment Systems Rules, are hereby adopted and
incorporated herein by reference, except as otherwise provided herein. A copy of the provisions
adopted herein shall be on file at the city inspection department. The provisions adopted
herein shall be referred hereinafter as "state requirements."
C. Definitions. For purposes of this section, the terms and phrases herein shall have the
definitions given in Minn. Stat. § 115.55 and Minn. Rules, Part 7080.0020.

This letter is in reference to the Moberg residence located at 1808 Cinibar Ct, in Eagan
Minnesota. Guyers Superior Wails installed a Superior Wall system at that residence in
November of 2003. li has been brought to my attcntion that the gazage connection detail
at the house was a concern for the inspector on that projeet. When the walls were
installed the gazage wall sat on a support ledge. The wall however did not fully bear on
the ledge, the wall was fasiened to the house wall writh two (2)'/a" bolts top and bottom.
The connection with the bolts and besrzng of the lodge satisfies all Superior Wal]
specifications. Guyors Superior Walla ensures that the connecfion is correct and fully
stands behind the fifteen (15) year shuctural warranty on the Superiar Wall.
