SUBJECT: SUPER STORM MITIGATION IlvIPROVEMENTS - HOME ACQUISTI'ION
As a result of the series of ineetings held by the City Council on April 26, 27 and 30, the City Council
authorized over $5 million dollars worth of super storm infrastructure mitigation improvements. In
addition, they authorized the acquisition of the following five homes:
1. 2230 Clark Street
2. 2238 Clark Street
3. 2246 Clazk Street
4. 4162, 4168 or 4172 Diamond Drive (to be deteimined)
5: 4185 Suawberry Lane
Except for the home on Diamond Drive, all structures are proposed to be acquired by the City and
modified to raise the lower level eacposed entry (i.e. walkout to fiill basement, lookout to full
basement). It is the City's intention that once these homes are acquired and modified, the City would
backfill the structure by placing additional fill in the backyard and then remuket the home (auction,
rent back, Dakota County CDA, etc.). The Diamond Drive house will be removed (tear down,
sold/relocated, other'?).
Pve briefly spoken to Jamie and he's agreed to assume the Project Manager role for this process based
on his past experience with the Kollofski's plat and the cutrem Cedarvale redevelopment.
Obviously, Bob Bauer will haue to be involved to help us with the purchase agreements, relocation
costs, selecting and directing the appraisals, etc.
I hope that Dale Schoeppner would be able to assist us in the prepazation of the home modification
plans and speciScations; selection of builderslremodelers; and the inspection/coordinarion of the home
modificatiorJdemoirion.
Once the homes have been modified to accept backfill, Russ will coordinate with the consulting
engineer to have the regrad'mg and landscaping work performed under one of our public improvemern
ProJects.
As you can see, tlvs is a process that requires the unique skills and talents of this hand picked, highly
qualified and hardworking specialty team. (The "A" Team)
Obviously, we will have to meet with each of the affected property owners and explain the process and
projected time fiwries with them so they can make plans accord'ungly. Though time is of the essence,
we can't forget the personal impact.
I would request that Jamie organize a kickoff meeting for all of us to attend so we lmow each other's
roles to be able to compliment and assist each other in this process. If any of you feel some one eLse in
yow department would be more appmpriate, please feel free to so delegate and let Jamie and me
know.
