Construction plans provided by Beck Architects, Inc. and Mattson/ McDonald (structural engineer) dated 12/05/01, were available for review prior to the inspection. Preliminary soil evaluation and recommendations for construction within this section of the site, reference Instant Testing reports dated 7/11/01 and 10/30/01. 2/5/02 (1:45 P.M.) The contractor had completed excavation of the west footing trench to standard frost footing depth. Soils at the base of the trench consisted of a moist, slightly plastic sandy loam and gravel. A 25 to 30 foot section at the north end had been stepped down approximately 1 1/4 feet to remove loose granular fill soils mixed with decayed vegetation, wood and bituminous debris. The excavated material will be ±-=^??ced ;ai±!: clean on-site soils and recompacted. A 4 1/2 foot handauger probe conducted near the south end of the footing trench, produced soils consistent with referenced base soils. Penetration resistance indicated well consolidated soils, with a increase in moisture at depth. To assess the relative loadbearing capacity of soils within the excavation, three dynamic cone penetrometer (DCP) tests were conducted. 2/6/02 (10:45 A.M.) Excavation of the west half of the north footing line was in progress. As the excavation advanced to the east, a increase in depth was required to remove unsuitable materials. Soft, poorly consolidated fill materials including bituminous debris, were excavated to 3 feet below proposed footing elevation at the mid-point of the footing line. A 4 1/2 foot handauger probe conducted at the low point of the excavation indicated a moist, plastic sandy loam in the upper 2 1/2 feet, becoming soft and saturated from 1 to 2 1/2 feet and underlain by a soft qrey clay from 2 1/2 to 4 1/2 feet. Perched water was measured in the probe hole, at approx. 1.8 feet below the base of the excavation. As part of a continuing soii evaluation using the DCF, a test was conducted at proposed footing elevation, approx. 4 feet east of the referenced correction zone. 2/6/02 (2:15 P.M.) Escavation to proFosed elevation and acceptable soils, had been completed on the remaining footing lines. The exception was approx. 36 feet section at the north end of the east line and a 12 feet section at the east end of the north line. The referenced areas required additional excavation to remove poorly consolidated undocumented fill materials. Removal depths averaged 1 1/2 feet tapering to 2 3/4 - 3 feet at the intersection of the footing lines at the northeast corner. Probes indicated acceptable soil consolidation at the base of the excavation, and tae areas were approved for backfill with clean onsite soils. DCP tests were conducted, at the mid-point and south end of the east footing trench. Perched ground water wa-- indica*ed a` th2 tErm1.dt10n dPC`.`.: of the soutri DCF (41 inches). 2/7/02 (9:30 A.M.) F'_:1 piaced _r. required correction zones within the nortl- s=_c*ion of building pad, were tested for loadbearing capacity and compaction. This inc'_uded 3 DCP tests within the west trench, approx. 28 feet from the NW corner, near the mid-point of the north line, and the intersec*__-^ of the north and east l:res ;NE cor.;. A star.dard sand ?one r,'ensity was also conducted adjacent to the DCP test at the NE cbr. Tests, referenced to evaluate the relative loadbearing capacity of suils within the footing trenches were conducted with a dynamic cone penetrometer (DCP). The DCP uses a eight kilogram (17.6 pound) hammer to drive a 20 mi:limeter diameter conical point into the soil, with the penetration recorded in millimeters per blow. A total of 9 DCF tests were conducted as excavation for footings progressed over the 3 day period. Construction plans provided by Beck Architects, Inc. and Mattson/ McDOnald (structural engineer) dated 12/05/01, were available for review during to the inspeciion. 2i8/02: (10:00 A.M.) - Footing Inspection Perimeter strip footing forms were inspected for compliance to construction plan sheet S1 schedule B& C of the construction plan. South and north footings (24" x 12"), east (20" x 12"). The west footing designated as schedule "B" (20" x 12") had been formed to schedule "C" by mistake. Integral strip footings and column pads identified per schedule "A" &"D" for stoop construction at the south footing, were constructed as a continuous 24" x 12" strip footing to simplify forming. Footing form depth within the southeast building corner was approx. 2 inches less than the requirement. The contractor was advised and material was removed to obtain the required depth. Footing reinforcement consisted of 2-#5 rods continuous per the focting schedule requirement, with the exception of the schedule "A" sections of the stoop area which were set with #4 rods. Based on the anticipated loads and the integral design, this section was approved. At my request the contractor placed additional reinforcement rods within the soil correction zone near the north end of the west footing line. All rods were elevated with formed rebar risers, with measurements indicating a 3 inch clearance at bottom and sides. A 24 diameter lap at splices, and full crossing lap at corners and intersections were found acceptable. Where required, wire ties were installed and properly secured. 2/11/02: (12:1.5 P.M.) - Footing Znspection ° A site visit was conducted to evaluate correction for misalignment of the north footings due to a off-set stake error of 1 foot, at the northeast corner of the building. Approximately 3/4 of the footing length, poured 2/8/02, had been formed to add additional width on the north side. Number 5 rods had been doweled into the existing footings with adequate exposure and placed at 24" intervals over the length of the correction zone. The method of repair was found acceptable based on anticipated load requiremenis. 2/12/02: (11:30 A.M.) r^oundation Wall Inspection The perimeter foundation walls had been formed and steel reinforcement plac=d per the following construction schedules: 4/54 - All perimeter 4 foot wail sections, 1 mat (#4 at 16" O.C. each way) secured to centerline rods placed during footing pour. 5/54 - Stoop extension at east wall - combined standard 54 wall and 6/54 pier sections. 6/54 (12" x 12" pier W/4 #S verts & dowels, #3 ties at 12" O.C.) The 5/S4 step-out sections as indicated for the north and south walls have been deleted from the building design following similar construction for building "B". Although not indicated on the construction plan 4/S4 section, a bond beam concept was implemented at each corner of `_he buiiding, with the placement of an additional #4 rod placed on the horizontai axis and tied to verticai rods near the top of the wall. The additional rods will extend approximately 4 feet 4-nto each opposing wall section. Our inspection indicated that the aforementioned work xas satisfactory and appropriate for the application, and in compiiance with the project plans or accepted engineering standaids.
