The City has been contacted 6y three residents living in the vicinity of your property at
1749 Cochrane Avenue who are concerned that an extensive amount of remodeling at
your home over the last several weeks may be in preparation for creating a duplex rental
unit in an R-1 (Single Family) zoning district which your property is zoned.
Our records indicate that the City has not issued a building permit for Lot 1, Block 4,
Cedar Grove No. 10 since the original buiiding permit was issued for the existing dwelling
unit on October 22, 1973. The Ciry shares the concerns raised by the neighbors if interior
remodeling has occurred without a building permit and if your intent is to convert the
structure into more than one dweliing unit.
To insure the health and safety of the community, the City of Eagan requires building
permits to be issued for all construction projects. The building permit process allows the
City an opportunity to review proposed construction plans against the estab{ished Uniform
Building Code, fire code, and electrical code requirements. If you are performing any
construction or remodeling work within the structure at 1749 Cochrane Avenue, you are
required to apply for a building permit.
The R-1 zoning district allows a one-family detached dwelling as the only permitted use
within that district. The City Code defines a family as "an individual, or finro or more
persons each related by blood, marriage, or adoption, living together as a single
housekeeping unit or a group of not more than five persons not so related maintaining a
common household and using common cooking and kitchen facilities". This definition
