The following are cortections or requests for additional information necessary before constrvction of your
project:
Scope of project: remodel of the existing drive thru area. The remodel will cansist of enlarging
drive thru to allow for a new espresso coffee area.
At this time, the installation of a smoothie machine will not be allowed since information was uot
provided on the machine nor the process that McDonalds will use to make its smoothies. Resubmit
plans on the addition of a smoothie machine when all the required information is collected to
NIDH's plan review department for review and approval before the smoot6ie machines are
installed.
Equipmeut Standards - General Requirements:
Food and beverage equipment shall meet the applicable standards of National Sanitation Foundation
(NSF), Edison Testing Laboratories (ETL) to NSF Standards, Underrvriters Laboratory (iJL) to NSF
standards or Canadian Standards Association (CSA) to NSF Standazds. The proper sticker,
manufacturer information and embossment identification shall6e displayed on the equipanent.
(Minnesota Rule, part 4626.0505)
All floor mounted food prepazation equipment shall be on six (6) inch NSF legs, casters or raised
four (4) inch masonry base with appropriate basecove. (Minnesota Rule, part 4626.0725 arid
4626.0730)
All counter mounted equipment shall be on four (4) inch NSF legs or sealed to the counter top
unless it is less than 30 pounds and easily moveable. (Minnesota Rule, part 4626.0725 and
4626.0730)
Customer self-service beverage dispensers must be designed to operate so as to protect the lip
contact surFace of glasses. (Minnesota Rule, part 4626.0575, item D)
A full set of approved plans and a copy of [he plan letter will be available a[ all times during
construction. (Minnesota Rule, part 4626.1720 and 462b.1725)

2. Used Food Service Equipment:
Used NSF food and beverage equipment cannot be changed or altered from its original condition. It
is the project owner's responsibility to ensure it meets the standazd. (Minnesota Rule, part
4626.0505)
Approval of the used equipment will be made by Ms. Pam Steinbach inspecting sanitarian from our
Metro district office. (Minnesota Rule, part 4626.0505)
Refrigeration - General Requirements:
All refrigeration facilities must maintain potentially hazardous foods at 41 ° F or below_ (Minnesota
Rule, part 4626.0395, item B)
Each refrigeration unit must have a thermometer accuraYe to within +/- 2° F. (Minnesota Rule, part
4626.0560 and 4626.0620)
4. Storage Areas:
Provide an adequate amount of storage space for supplies necessary for operation. (Minnesota Rule,
part4626.1725)
Provide approved (NSF or equivalent) shelving to maintain food items, single-service items and
equipment a minimum oF six (6) inches above the floor surfaces. (Minnesota Rule, part 4626.0505,
4626.0725 and 4626.0730)
5. Handsinks: The proposed handsink in the new espresso coffee area is approved.
Install an approved splashguard at handsink or maintain at least 18 inches of clearance between
products and other equipment. (Minnesota Rule, part 4626.0955) H the above clearance is no1
met, a splashguard(s) (fabricated by the manufacturer) will need to be installed to the
handsink. Any other solutions will need to be submitted to the plan reviewer for approval.
All handsinks shall be provided with hand cleanser, single-service toweling and nail brush.
(Minnesota Rule, part 4626.1440 and 4626.1445)
Each handwashing sink shall provide water at a temperature of at least 110° F through a mixing
valve or a combination valve. (Minnesota Rule, part 46261050)
6. Walls - General Requirements: Plan proposes the walls in the new espresso coffee area to be
finished with either FRP or ceramic tile which is approved. Review for compliance.
Floors - General Requirements:
Quarry Tile - Plan proposes quarry tile in the espresso coffee area which is approved. Review
and follow the below statements.
A copy of the material specifications shall be submitted for review and approval before installation.

Epoay or polyurethane base grout sha11 be utilized. (Minnesota Rule, part 4626.1720)
Grout shall be recommended by manufacturer for food service application. (Minnesota Rule, part
4626.1335 and manufacturers'recommendations)
Non-slip quarry tile shall not impede ability to clean floots. (Minnesota Rule, part 4626.1335)
Non-slip quarry tile may not be located underneath equipment. (Minnesota Rule, part 4626.1335)
All tile and grout shall be sealed per manufacturers' recommendations. (Minnesota Rule, par[
4626.1335)
A fout inch integral basecove (Y< inch radius minimum) construcfed of the same materials as tbe
floor shall be installed at the floor/wall junctions. (Minnesota Rule, part 4626.1345)
8. Ceilings - General Requirements: Plan proposed vinyl coated acoustical ceiling panels which
are approved. Review for compliance.
9. Plumbing - General Requirements:
All plumbing plans shall be approved by the Minnesota Department of Labor and Industry (DOLI)
or delegated agent. Submit complete plans for review to that department (Minnesota Rule, part
46261040 and 1045) Submit plumbing plans to the city of Eagan for review aud approval.
Provide written approval from the city to the inspecting sanitariaQ, Ms. Pam Steinbach,
during the final inspection.
A separate on-site inspection will be conducted by the Minnesota Department of Labor and Industry
plumbing inspector or delegated agent to determine compliance with the Minnesota Plumhing
Code. (Minnesota Plumbing Code, Chapter 47153130)
All pipe chases that pass through walls shall be tightly sealed and covered. (Minnesota Itule, part
4626.1340)
All utility pipes shall be enclosed in walls or ceiling. (Minnesota Rule, part 4626.1340)
10. Lighting - General Requirements:
Provide effective shielding, such as plastic shields, plastic sleeves with end caps, shatterproof bulbs
and other approved devices for all lighting fixtures in area of exposed food, clean equipment,
utensils, and linens, or unwrapped single service and single use aRicles. (Minnesota Rule, part
4626.1375)
Pood preparation areas in which food or beverages are prepared, utensils aze washed shall provide a
minimum of 50 foot-candles of light measured 30 inches a6ove the floor. (Minnesota Rule, part

A DO NOT ENTER sign was installed at the one-way entrance from Diffley Road into
common drive between McDonald's (]075 Diftley Road) and Holiday (1065 Diffley
Road) as required by the development approvals for the Soderholm Addition.
Recently, the City of Eagan Police Department reported that this DO NOT ENTER
sign was missing and posed a safety hazard to this intersection.
The City of Eagan does not maintain or replace traffic control devices that serve
intemal traffsc within private developments. Rather, it is the properiy owner's
responsibility to repair and/or replace damaged or missing traffic control devices within
private developmants. Please install a new R5-1 DO NOT ENTER sign (30"x30") and
post at this location as soon as possible.

McDonald's architectural department has produced the attached addendum to
our plans currently being reviewed by your department. They include:
1: Type X 5/8" gypsum has been placed under the plywood roof deck and to
the end of the roof rafters to restrict the migration of fire to the main
building.
2: Draftstopping material at the mansard was changed from gypsum to 1/2"
plywood.
3: Draftstopping was placed along column line "B" from column line 5 to 3,
along column line 3 towards the front of the building to the restroom
entry wall and along the restroom entry wall from column line 3 to 1.
4: A note was added on the Pl sheet calling for a landscape irrigation
system.
I have requested that the ships ladder manufacture send shop drawings
identifying the load specificafions for the Precision stair. I have not received
these as yet and will follow with this information as-seen-as.possible. ??cl u?ed .

This letter is in regard to the Special Inspections and Testing Schedule that was completed for
the above-referenced project and the City approved site and building plans.
Please review Section 106.3.5. and Chapter 17 of the 1994 Uniform Building Code for pertinent
information regarding the required Inspection and Observation Program (as well as information
contained in the Special Inspections and Testing 5chedule packet that has been supplied to you).
I wish to emphasize the paragraph on hiring of the special inspector(s) and I quote: "The special
inspector shall be employed by the owner, the engineer or architect of record, or an agent
of the owner, but nqt the contractor or any other person responsible for the work." I will
need verification that this requirement was adhered to before a Certificate of Occupancy will be
issued.
Please address a copy of afl test results/reports to me for review. Also, as a reminder, the
Special Inspector Final Report must be completed by afl applicable personnel (as listed on the
Special Inspections and Testing Schedule) before a Certificate of Occupancy wiil be issued.

No meter will be sold before all sewer and water inspections are complete on a new service. If new
service lines are not required, one check may be written for meter and permit costs. Receipt will be coded
to 20-3716 (meter portion only) with pink copy forwarded to Utility Billing Clerk.
The installer is to contact Protective Inspections at 681-4675 for inspection of the inside water line and
backflow preventer. The Public Works Department may be reached at 681-4300 for water turn-on and set
and seal of the meter. Inspection hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. Requests for
A.M. inspections should be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon.

On August 1, 1997 an inspection was performed at the above referenced location. It appears
the site is generally in substantial compliance with the approved landscape plan with one
exception. The McDonald's site has not satisfactorily complied with the landscape plan.
The landscape plan indicates approximately 15 trees that were to be planted. Only four of
the trees, along the north boundary line have been planted. In addition, areas shown as
shrub beds have replaced by rock.
Please contact me regarding this matter with a schedule of compliance with the approved
landscape plan. A reduction in the letter of credit will not occur until satisfactory
compliance has been achieved.
As you irnow, this site is in a Planned Development. The City has a Planned Development
Agreement in which the landscape plan is an attachment to the agreement. Any deviance
from the originally approved plan requires City Council acUon.
