SUBJECT: Noreen Property Suhdivision
As a follow-up to our 30 April meeting, your pending subdivision application has been discussed
informally amongst the City's Planning Staff. Of specific issue was the general acceptability of
your three lot subdivision configuration tentatively proposed upon a 6.5 acre tract of land
located north of Cliff Road and east of Lexington Avenue (1031 Cliff Road).
As a result, the following conclusions were drawn:
? The subdivision's lot layout should be conducive to resubdivision (upon the advent of
sanitary sewer service to the property). While not required, you would be strongly
encouraged to locate future residences such that resubdivision may occur and that a
resubdivision plan may ultimately be implemented.
? If safe and logical access can be provided, a maximum of three unsewered lots may be
allowed upon the property (so as to maintain the general intent of DNR's minimum 80,000
square foot lot size requirement).
? All proposed lots should either have public street access or be provided access via a private
road easement (not less than 50 feet in width).
? You will be required to identify a total of two drainfield sites for each lot within the
subdivision.
Attached as Exhibit A is a conceptual subdivision layout which we believe responds both to your
development objectives and the concerns of the City. The plan suggests the placement of a 50
foot wide private road easement over the property's existing driveway. Direct lot access to all of
the subdivision's lots would be provided via such easement. Should sanitary sewer service be
made available, the roadway easement could be dedicated as public right-of-way and further
subdivision of the property could occar (in accordance with the resubdivision plan). Far
illustrative purposes, a conceptual resubdivision plan has also been prepared and is attached as
Exhibit B.
Implentation of a three lot subdivision substantially similar to that attached as Exhibit A would
require a number of approvals as listed below:
1. A rezoning of the subject property from A(Agriculture) to either an E(Estate) or R-1 (single
Family) designation
2. A variance from the minimum 80,000 square foot lot size requirement imposed in the
Shoreland Overlay District (applicable to "Natural Environxnent Lakes").
3. A variance to allow the creation of a lot without frontage upon a public street.
4. Preliminary and Final Subdivision.
While it is the opinion of City Planning Staff that the aforementioned processing altemative
represents a reasonable means of addressing both your objectives and the concerns of the City,
we can offer no assurances that the Advisory Planning Commision and City Council will share
our view.
Should you wish to pursue a formal application to be considered at the June Advisory Planning
Commision meeting, applications must be received no later that the t}urd Wednesday of this
month (20 May).

You have requested a letter confirming the potential future ponding volume to
be required on your property in the event Chat you or a future owner decides
to develop the property.
The Master Storm Sewer Plan for many years has anticipated that the low land
on your property would be dedicated for ponding when and if the land was de-
veloped. Based upon the most recent plan, it ia anticipated that 4.2 ac. ft.
of storage wi11 be the total volume required on your property.
The location of this storage is normally in the lowest portion of the existing
topography. However, if development of the land indicates that regrading
would be more desirable, this volume can be placed in other locations on the
property.
It is also possible that development of adjacent parcels within the drainage
area could reduce this total volume required if storage is provided some place
else in the drainage area. In any event, it is anticipated that the total

On June 30, the Special Assessment Committee reviewed the formal
objections that you submitted at the original final assessment
hearing held on September 1, 1987, pertaining to the trunk area
storm sewer assessments of $10,965.20 associated with Project
444R, Holland Lake Trunk Storm Sewer. Enclosed you will find a
copy of the portion of the minutes pertaining to your objection.
You• will note that the Committee recommended that the assessment
be reduced to $9,500 in compliance with the special appraisal
report performed by the City of Eagan pertaining to this
assessment and your objection.
'i'he Committee's comments and recommendations are being forwarded
to the City Council for formal consideration on 'I'hursday. October
6, 1988. If you have any additional information that you would
like to have considered by the Council, please provide it to my
