I received your letter regarding the assessments that were recently levied
for sanitary sewer, water and street improvements for the Twin View Manor
subdivision.
Public improvements are becoming more expensive each year, and as the
City develops or redevelops with the kind of improvements that were made
within your subdivision, these expenses must continue to be financed by
benefiting property owners. This project was petitioned for by a number
of the residents in Twin View Manor, and it is City policy that utility
and street improvements be assessed to the benefited property owners only.
There is no other method available to the City that would be fair and
equitable to subsidize any portion of these special assessments. If a portion
of the assessments was paid for from the general property taxes, all
residents in the City of Eagan would be paying for those improvements
that were beneficial to only residents within Twin View Manor. Most all
of the City that has developed to date has all the utility benefits and
curb and gutter with bituminous streets which were constructed and paid
for by special assessments to the benefited property.
