I attertt3ed the city council meet:i.ng on February 18, 2003, with my primazy
concern to wice a positive message for improving street lighting on Eriks
or EYicks Blvd. in Eagan, M.
At the meeting I was totally shocked and disappointed at the response of •
our oouncil members in attendance with the-exception of Meg Tilly.
In discussion ooncerning the security ard safety of our neighborhood with
the installation of city street lights all council members appeared to agree
and understand the importance and need required for the street lights.
But when this item came to'VOw, all members, with the exception of Meg Tilly,
VOTFD AGAINST the safety and protection of their own oonstituents.
The case was the public officials DID NOT want to make GOOD judgnent decisions
for the good of the neighbors and improvements to their city, because it
may hurt saneone's feelings:: Your cacanunity wted for you to make good
choices in regard to the TO!PAL oamiunity, not just a few people.
As a resident to this city'and this neighborhood for over 30 years, I have
seen the developnent of this street grow fram a few houses in a country
settings surrounded by cornfields to a very well developed, very populated,
vexy Metro city.
Our backyard is adjacent to Pilot Knob Road, a major link with a tremendous
growth in traffic.
As a citizen and taxpayer, we voted our city council members in to make
progressive and healthy, posit'ive choices not to get emotionally involved
about personal feelings. But what about the 15 of 21 ( 71.5%) of the people
who signed the petition for a request or appeal to protect their children
and hanes.
Were their FEELINGS taken into consideration when the members VOTID --NO--
in regards to street lights. I strongly believe that.if saneone in your
lives would have said NO to the basic city needs of protection of your family
and caimiunity it would invoke negative FID;?INGS on your part, as well it
dces for ME.
Improving city street lights for our firefighters, police officers and all
energency teams is the responsibility of the council members. As we watch
history unfold to tragic events in our lives, it is our responsibility to
do evezything we can to protect our citizens and improve conditions for our
firefighters and police people to do their jobs. As budget cuts may cane
to the reductions of police covesage it would only seen responsible and
proactive to install city streets lights ia our neighborhood: EVen at the
monetary and emotional lose of few people.
In regard to the suggestion we all install private yard lamps, take into
the consideration of the curb appeal and value of the hanes in our block,
I believe that as a camminity our tax base and value will be improved if
our hanes project good appearance and safety in the years to oane.
I strongly urge the council menbers to open this issue, peshaps with city
inforniation in regards to crime.
If this form of public participation in regard to a" A SRREET LIQHT PEPITION"
is not effective. Please advise me of how to protect our families and hanes.

Dear Tom:
This letter is to formally request the city council for an
amendment"to the inter2bt'charges on our property tax
statement for 1983. I am writing you as"per a phone
conversation you had with my accountant regarding the same
subject. The circumstances leading this request are as follows:
1} Last summer, my wife Marlys called the City Hall
regarding paying off the assesments and was advised
that we could pay them off at the city by 10/15/82
to avoid interest charges for 1983.
2) We paid off?3,$16.84 on 9/13/82 at the City Hall,
even though it wasn't due yet. (Copy of receipt
attached)
3) I assumed, apparentlg in error, that the 10/15
deadline was so that the city could transfer the funds
to the County Offices in Hastings and allow time to
credit my account by the 10/31/82 due date for
property taxes. "
4) Since I had missed what I thought to be the 10/15/82
deadline for payment at the City Hall, I went directly
to the County Offices in Hastings to pay off the entire
balance well ahead of what I thought to be the 10/11/82
deadline for payment. (Copy of Receipt attached)
5) At the time of payment, I was advised that there would
be a"small balance" due with my tax statemeht. No'
mention was made, nor did I have any idea, that I
would still tie assesed intere`st on the altir2 balance
for all of 1983, despite my payment on 10/20/82:
Obviously, had I been aware of that situation, I
would have either paid it prior to 10/15/82 or waited
until October of 1983.
6) My 1983 property tax atatement (copy
reflects a.) a charge for"the fina
balance of $400.98 for the principal
interest charges of $617.52 for 1983
balances of $400.98 and the $5,212.89
