We are writing this letter as a follow-up to the work done recently
at the end af Interlachen Drive and across your property. The City
last wrote you on April 23, 1991 to inform you that the concrete
slab for your dog kennel sits on the City's lo foot drainage and
utility easement along the rear property line and as such inhibits
the storm drainage from the south as per the development plan for
Fairway Hills 2nd Addition. The letter also referred to the
necessary landscaping to correct this problem and that the City
would do the work if you would not, and assess the appropriate
costs to the property. Since completing this work, we feel that
the portion of the costs for sodding your property can be absorbed
by the City as part of the larger landscaping contract.
The second item we would like to bring up is the maintenance of
part of Interlachen Drive. We would appreciate your effort in
keeping your half of the newly sodded Interlachen Drive mowed as
you would the other boulevards around your property. In fact, the
City Code under Chapter 7 requires property owners to maintain
their grass to the center of the street as mentioned in the
attached copy.
We feel this area now looks as good as is possible and hope you
agree. If you have any questions or problems, please feel free to

Dear Mx. & Mrs. Tesmer:
Recently, City personnel have met with representatives of the
Parkview Golf Course to discuss various drainage concerns along the
fence line behind your property. As you may have noticed, the
dead-end portion of Interlachen Drive near the golf course fence
line presently does not drain northerly across your rear lot line
as planned with the development grading and drainage plan as well
as the Certificate of Survey submitted with your building permit
application (copy enclosed).
As we were evaluating the effectiveness of the proposed drainage in
this area, it was observed that you have constructed a dog kennel
with a permanent concrete slab along with some minor landscaping
grading within this drainage easement that has subsequently
restricted the drainage flow northerly along your rear lot line.
In reviewing this situation on site, it appears that the drainage
can still function if it is properly directly around your doq
kennel. Aowever, the additional fill you have placed in the
southeast corner of your property will have to be removed to allow
propeY drainage of the public right-of-way of Interlachen Drive and
the golf course.
The golf course will be performing some drainage improvements
further to the south adjacent to City park property in the near
future.. If you would like, we can help put you in contact with
that contractor to have your regrading done at the same time. We
will be happy to obtain a cost estimate of this work for your
consideration. If you prefer, the City of Eagan can finanoe this
project for you at a rate of 8.0% with costs being applied as a
special assessment against your property to be spread over three
