I was asked by City Councilmember Tim Pawlenty to review the City's
policy and associated costs for the connection of an existing
residence to the City's sanitary sewer system. It is my
understanding that it is your desire to properly abandon a septic
tank and hook up to the sanitary sewer main as it exists on
Hackmore Drive.
I have reviewed the questions that City Councilmember Pawlenty
passed on to this office that include: "Can a property owner hook
up to the sanitary sewer main without a licensed plumber?"; "What
are the rules and statutory guidelines for hooking up to the City
sanitary sewer system?"; and "What are the hook-up charges and any
other expenses the City requires for this type of connection?"
I have reviewed these questions with the appropriate staff and want
to provide the following information relating to the aforementioned
questions. Your first question regarding the necessity to use a
licensed plumber is only required for new construction. According
to Chief Building Official Doug Reid, you can install your own
water and sewer connections since both the water and sanitary sewer
stubs are to your property line, which is the case and further that
the use of correct materials, proper trenching and compaction are
required. Since your property is located in the high pressure
system, you will be required to install a pressure release valve.
I have also researched connection charges and the cost for a sewer
connection to an existing residential property is $830.50. The
breakdown for those charges are as follows:

If you are planning to connect to the City's water supply system,
that charge is $1,116. I would be happy to provide a detailed cost
accounting of the water connection charge if you are planning to
proceed with both sewer and water.
According to our records, the charges that were quoted to you on
July 18, 1989 were $700.50 for sewer connection and $936 for water
connection.
There are no outstandinq assessments to be levied for your water
and sewer connection. The only outstanding assessment you have is
for storm sewer trunk that was levied in 1991 at a total cost of
$840. That charge is being levied on your property tax with an
annual principal of $84 and interest at S?$ for the next ten years.
If you would like to proceed with the sanitary sewer and/or water
main connection, please contact our Building Inspections Division
