Subject: 781 Hackmore Drive ‐ street maintenance
Thanks for the email regarding the gravel portion of Hackmore Drive. You are correct that this portion of street has
never been built to city standards, and is currently privately owned and maintained. Right‐of‐way was previously
dedicated for a future pubic thru street when the adjacent properties were platted, but the street was never built. The
construction of public streets are typically performed one of two ways.
1.Privately designed & constructed: The most common method of building streets and extending public utilities
(watermain, sanitary sewer, storm sewer) is through private development. A developer usually has a purchase
agreement with the property owners to buy and subdivide the land into smaller parcels. The developer usually
hires their own engineer to design the improvements, and then hires a contractor to build everything. The
developer pays 100% of the costs, and then typically builds the cost into the price of the lots when they sell
them. The property would need to be subdivided into enough lots to justify the cost, so a developer would
likely look to develop the entire area rather than just a small portion of it (that would be between the developer
and property owners). Once the street and utilities are built to city standards, the city would take over the
ownership and maintenance responsibilities.
2.Publicly designed & constructed: If the properties are not being developed, then the property owners can
petition the city to build the street and extend the utilities through the public improvement process. This
process allows the City to perform the work, but all the costs would be assessed to the benefitting property
owners. The City would hire one of its engineering consultants to prepare a feasibility report to determine the
scope of the improvements, costs, and financing (including assessments). Then the City Council would hold a
public improvement hearing to ensure the impacted property owners are supportive, and willing to pay the
costs. If the project if approved, the city’s consultant would prepare the construction plans and publicly bid the
project and award a contractor to the lowest bidding contractor. After construction is complete, an assessment

hearing would be held and the costs would be spread among the adjacent property owners over a 5‐15 year
period (the term is dependent on the assessment amount). Before the project is built, the property owners
would likely be required to sign an assessment waiver saying they agree to pay all the costs. This method takes
longer and is typically more expensive than designing and building the street privately, so it’s pretty rare. Once
the street and utilities are built to city standards, the city would take over the ownership and maintenance
responsibilities.
Either option is acceptable to the City, however, if the street is not built to city standards, the city will not perform any
maintenance. If you are interested in the “public” route, I’d recommend talking to your neighbors to gauge their
interest and see if they’d be willing to pay a share of the costs. If they are, we can provide a petition that you can
circulate. Ballpark costs based on the city’s 2023 fee schedule are about $329/centerline foot to build the street &
storm sewer, $96/cl foot for sanitary sewer, and $97/cl foot for watermain ($522/foot total). The street would be about
1,200’ long, so a quick estimate would bearound $626,400. There would also be additional costs to install water and
sewer services, stormwater ponding, utility fees when a property connects to water & sewer, etc. A better e

Hackmore Drive going east of Augusta Lane is a gravel road to a dead end.
Description: Hello, we moved into this lovely property in 2018. It is located on the east end of Hackmore Drive, which
remains in its original form as a gravel road. It was apparently purchased by the original land owner, most likely back in
the 1970's or earlier. It is therefore, apparently, considered a private road. The road has, over the decades, slowly
deteriorated, making it more and more difficult to maintain and navigate. Every major rainfal produces deep ruts. We've
looked into maintenance options and find it to be cost prohibitive to the tune of tens of thousands of dollars. We also do
not get any help with snow removal, ice salting or fallen tree removal back here so take care of it all ourselves.
Sometimes it gets dangerous. I'm wondering if the city can help us, in any way, to address some of the cost of
maintenance of our little road. There are three families living on this road who don't plan to sell the properties to
