DATE: NOVEMBER 29, 1993
SYNOPSIS:
Saturday, November 27
Mrs. Paul Newhall experienced sewer problems at her new home
located at 706 Hay Lake Ct. She contacted her builder, Thomas
Kerberger about the problem, and he informed her to call "roto-
rooter". The roto-rooter representative explained that he could
only get 110' out of the house before hitting an obstruction which
he believed to be sand. The resident again contacted the builder
who said that he would contact the sewer/water service installer
(Mid-Minnesota Concrete/Excavating).
Monday, November 29
Wayne Schwanz was contacted by Tom Kerberger at 11;30am about
the problem, and was informed that locations were called in to
excavate the site. We received confirmation of the location at
that time, but instead of an emergency request, which would allow
for excavating within 2 hours, a conventional locate for "new home
construction" was called in, requiring 72 hours to clear.
Tuesday, November 30
Kelley Janes contacted resident about plan for repair and
resident said that contractor was to arrive at 11:00am to start
excavatioh. A city employee (Rick Robohzn) was on-site and
confirmed all locations were made by ll:ooam. Contractor arrived
(Dale) at 3:00pm and started digging. Within 30 minutes,
contractor hit Dakota Electric line, US West line, and City water
service line.
All utilities involved were called to make repairs, contractor
repairinq water service, but not restoring service to resident.
At this time, contractor said he could not continue and shut
down operation. Because repair could not be made, The
city placed resident in motel for the evening. Resident had been
staying in apartment before returning keys in morninq. Contractor
(Rick) claimed "She's lying, she just wants someone to pay".
Wednesday, December 1
Contractor resumed excavation at 8;15am, and problem was found
(see attached photographs). Sewer blockage resulted from 3'to 41
gap between lines from the oriqinal project installation of
utilities. Pipe was apparently never connected, and line was not
damaged. All utility service was restored at 3:00pm when a
cleanout riser was installed. Excavation was backfilled at 4:30pm.
Saturday, December 4
Resident called at approximately 4:30pm and reported a sewer
drainage problem following use of her washing machine. City
maintenance employee Mike Hillman confirmed sewer service backup at
4:45pm. Kelley Janes then contacted the original sewer service
(Roto-rooter) to work on service (The City does not possess
equipment small enough to access 4" lines). Roto-rooter arrived
on-site at 6:30pm and found problem blockage of unknown origin
between cleanout and main in street. Roto-rooter completed work
on-site at 8:30pm.
Thursday, December 9
On this day, the city will Televise the sewer service at 706
Hay Lake Court to inspect the system from the residence to the
street connection with the main. This will possibly determine the
cause of the second blockaqe incident, and initiate any further
repairs. Any problems will be reported.
