Many factors have combined to make the complex more prone to crime and disorder than other Eagan neighborhoods. Many of these factors are well beyond the control of the City ar the police department. The fragnented ownership that exists witlun the Wescott Square PATCEacAv Apartment Community has been extremely challenging for police M?` department efforts. Because we cannot deal with a single management organization for the entire property, it has been difficult to reach eeccrcnuisotv agreement on steps that could be taken to improve safety in the complex. crnrDFF FtEt.Ds MIKE MAGUIRE MEC.TT1.1EY The Wescott Square Police Substation operated for two years and was C,otmd Mmben supported by a state grant. When the grant fimding ended, the City Council made a policy decision to no longer provide on-site police ntoM.asxEDcas presence at Wescott 3quare. However, the City remains committed to the csryndminismror goal of a high level of public safety in this neighborhood. Since the closure of the substation, the police department has provided service to the Wescott area in the same manner as all other city neighborhoods; patrol to prevent crime and disorder, and response to problems that are reported. rHEtoNE o"x TREE We have also met with Wescott Square Residents and property managers n`esy"`b"tof?g`}` and gowrh in our on several occasions to discuss crime and safety problems and consider eum,nw,;ry solutions. a Interestingly, statistics for police activity in your area have remained stable since the closure of the substation. In the last full year of the ?''' ? substation (7/1 /0 1-6/3 1102), we recorded 1,085 calls for serviee in Che ' L' ? Wescott area and sunoundiug neighborhoods, including yours. In the frst °'° v Page 2 ful] year since the substation closed (7/1/02-6/31/03) we recorded 1,074 calls for service. In both yeazs, police activity spikes between May and July and is lowest in January- February. About 20% of these calls for service represented criminal activity, which is fairly consistent with our ratio throughout the ciry. While these statistics may be helpful in a limited manner, the mare significant issue is the need to address the concems of you and your neighbors. I have asked our patrol supervisors to emphasize our visible presence in your neighborhood as activity and other priorities wili allow. I would also suggest that the neighborhood watch group that exists in your townhome community schedule a meeting in the near future and invite the police department to be present to discuss this issue. It is very important that residents call the police deparhnent immediately to report disturbances, crimes or suspicious activity. Even if immediate response is not possible, it is critically important to document these types of problems. On a more long range basis, we will be working to develop a problem solving approach with a goal of long term improvement, rather than just incident response. This approach will need to involve your neighborhood, Wescott Square residents and management, the police department and any other agency which can contribute to improvement in the area I have asked Captain Rick Swanson to lead this effort. While there is no panacea for the problems you and your neighbors are facing, the Eagan Police Department is anxious to work with you toward solutions. As a cesult, we need to request the re-establishment of the Eagan Police Substabon in the Wescott Square area. There has been a resurgence of crime causing us to be very concemed and fearful of our safery. Mail has been stolen from many of our boxes - more than once - and recycling boxes tampered with. Even worse, several homes have been broken into. Most recenUy a home on ivy Court was burglazized. A compu6er, cell phone, cash, camera, and all types of personal identification were stolen leaving the owner fearful and financially at a great loss. The fear eMends to ffie entire coromunity and the installation of expensive security systems seems to be our only solution to staying safe. Officer Tony Lejcher can apprise you of the situation. For some time we have been uncomfortably aware of a white Honda Civic (EP] 554 - discovered by a Board member of the Association) roaming up and down Trails End Road 2- 8 b(ocks from the Wescott area. The 16 - 20 year otd occupant(s) are often alone, occasionally Wgether, sometimes with a goup of kids seemingly "doing business" - al-ways causing alartn. (OfScer Lejcher has this information now, but it has been reported several times to police). Per6aps the caz is linked m the aforementioned burglary. Add to that the fact that kids have been tearing thmugh the neig6borhood yards - running, on bikes - banging on peoples' windows, leaving trash (cigarette boxes, empty liquor bottles), removinglstealing items (hoses, park bench, border rocks) from Ivy Court island. Clearly these kids should not be in our azea and especially not m ois yazds and tampering with things on our properry. We all agree that when the Police Substation was operating in the Wescott Square area, things were better in our neighborhoad - quieter and safer. Now we are troubled and uncomfortsble - fearful of a growing crime problem. We want oiu safety and security back We want the Police Substation back Md it seems that all the "disruptive" events described would more than warrant having an officer in the area at all times.
