As you recall, the City held two informational meetings to discuss the design
of the proposed pumphouse for Well #13 to be constructed on the above-
referenced lot. At the second informational neighborhood meeting, the
question was raised whether the property was properly zoned for such a
facility. The present zoning of this lot is R-1, Single Family Residential.
However, the entire lot is encumbered by a drainage and utility easement
rendering it unuseable for such a use. _
In order, to accommodate this future well and pumphouse, it would b'e
appropriate to either have a Special Use Permit issued on this residential
zoned property or to rezone it to PF, Public Facility. It has been determined
that the rezoning would be most appropriate for the long-term classification
of this property. Subsequently, the enclosed notice is informing you oP the
public hearing to discuss this proposed rezoning and to receive any comments
from coneerned citizens.
The need for this well and related pump house faeility was identified and
approved with the 1988 Comprehensive Water Supply and Distribution Plan
recently approved by the City Council. In order to keep up with the water
consumption demands of a growing coromunity, it was neeessary to award a
contract on August 2, 1988, for the development of the well at this location
in accordance with the most recent Comprehensive Water Supply and Distribution
Plan. In order to meet the water demand needs of the City in 1989, it was
necessary to proceed with the drilling of this well prior to the completion of
the rezoning process.
It is hoped that this cover letter provides some background and explanation as
to the notice you are now receiving and the construction activity that you
have most recently observed at this location. We will be happy to diseuss any
further coneerns you m.sy have at the public hearing to be held before the
Planning Commission on November 22, 1988.

In discussions I have had recently with Ed Kirscht, you expressed the intention
of contacting Dakota Elec[ric about installa[ion of three street lights.
I have enclosed a reduced copy of the plat and indicate where two street
lights are to be placed. The third street light will 6e considered resolved
upon payment of the street light at the intersection of Cliff Road and Lakepark
Drive. Due to the fact that these lights were to be installed by April
3, 1980, and have yet to be placed, the City of Eagan wi11 not issue building
permits on the following lots until Dakota Electric has been paid: Lots 1, 2, 3,
8, 10 and 11, of Slock 1, Thomas Lake Addition.
Please have ?akota Electric contact me once they receive payment so the
hold on building permits can be removed.

Thanks for the chance to review the landscape plans for pump houses
11 and 13. To meet the City's requirements, the following plant
material sizes need to be adhered to: 6 foot height on conifers,
2? inch caliper on overstory trees, and 1k inch caliper on
understory trees.
Pump House 11 Comments
Rather than eliminating all three ashes along Ashbury Road, they
could be moved into the lot. All three are not needed, but I feel
the one furthest to the east should be relocated instead of
removed. I would also eliminate the hostas and replace the
viburnums or peking cotoneaster with two junipers of the same
species as the nine located along the east side of the building.
Four compact viburnums are shown on the plan, while ten are listed.
The error is in the number--not in the plan.
Pump House 13 Comments
On this plan, I would also eliminate the hostas or annuals for
maintenance purposes and fill the area with either junipers or the
compact viburnum. Only ten junipers are necessary on the north
side of the building--not eleven. Since the site is small, I would
recommend using the same species of oak or ash, but not mix the
two. This will create a more natural and uniform-type setting.
