I would like to respond to your letter requesting a skateboard facility in the City of
Eagan. In 1998, the City of Eagan, along with the Cities of Burnsville, Apple Valley and
Rosemount, contributed money toward the construction of a Skateboard Park in the City
of Bumsville. This joint venture was undertaken in an effort to provide all youth that live
south of the river with the opportunity to enjoy skateboarding and in-line skating
activities at a specially designed facility. The Skateboard Park is located across from the
Burnsville Municipal Center.
In determining what facilities to build, the City Council carefully tries to balance the
needs of everyone in the community and tries to make decisions that will benefit the
largest number of people. Thank you for taking the time to write the City with your
request. We always appreciate receiving letters and suggestions regarding activities for
the youth in our community.

Attached you will find a copy of the Winona's Skate Park proposal. I was quite impressed with the
park itself. I would truly love to see the city of Eagan pursue such an adventure. I live in a
neighborhood where many young skate boarders reside. We of the neighborhood are aware of
their ramps and bodies in the streets after dark but one of these days a pizza delivery or such will
come down our streets and hit one of these kids. We need to get them off the streets before this
tragedy has a chance to occur.
The Cascade Bay is fantastic and serves many of our community well. The typical skate boarder,
and I hate to generalize, are not the type to "hang out" at the pool. We need a safe environment for
their age group too.
I have also asked the Park and Recreation Department of Austin, MN, my hometown, to send
information on their new park. Dennis Mashka is in charge of it. I'm glad cities are beginning to
realize we can offer a safe place to have fun without fear of lawsuits.
Please submit this information to the City Council for input on whether or not this proposal is a
possibility. Feel free to contact me with any questions you may have. I am simply submitting this on
behalf of the young boys in my neighborhood that would benefit from a place to belong rather than
turning to other less desirable forms of entertainment and thrill seeking.

skate park features a large spine ramp. 1/4 pipe. transition bank,
bump/bump with rail, rail. low ledge. and a high ledge. Additional
structures are planned for this spring and summer.

All skaters must have a signed waiver on file each season before skating. All skaters 17 years
of age and under must have their parent/guardian complete and sign the waiver in person at the
Skate Park before skating.

wrist protection.
'No children younger than 10 will be allowed in the skating area.
`No bicycles - Only Rollerblades and skateboards are allowed in the skating area.

We wanted to thank you again for your support and offer an update on our progress with the
4.8 Skate Park. Phase I fund raising was completed, initial structures were built, and the park
opened on Sept. 26, 1998. We had 668 admissions during the 33 days of operation before closing for
cold weather. Users expressed their appreciation and showed their pride and ownership by
monitoring themselves. There were no injuries and no discipline problems. The City donated half of
the admissions back to 4.8 totaling $756. We're making preparations now to open April 24th for the
`99 season. Our community collaborated to make this valuable asset possible for a group of our
citizens. We hope you share our pride in this accomplishment as your generosity played a major role.
Estimated costs to complete the park equal about 330,000; of which we currently have
310,296. We are now entering Phase IT of the Skate Park which will add greater challenge for
advanced skaters with more rails, pyramids, and pipes as well as provide an area designed especially
for beginners. The building season is fast approaching; however, we don't feel it worthwhile to bring
in the specialized builders until we can provide the materials for a number of structures. Since we
operate strictly on a pay-as-we-go basis, we will purchase as many structures as funds will allow in
Phase II. The remaining structures for which we do not have funds available at that time will become
Phase III, leading to completion. Thus, fund raising has again become our top priority. If you have
funds available for non-profit contributions this year, we invite you to consider our continuing efforts.

4.8 Skate 1998 Report & Overview
History
Skateboarders and Rollerbladers did not have a place to skate and ordinances began
prohibiting their sport. Kids were getting their skateboards and rollerblades taken away,
and they were being fined. There needed to be a place for them to skate.
--December 15. 1997: a petition with almosl 600 signatures was brought to the Winona
City Council requesting the city looked at constructing a skate park.
--Jerry Krage (Council Member) and Maynard Johnson (Recreation Director) met with a
group of 10 persons that same night to get the ball rolling.
-January 13. 1998: Scheduled our I" actual meeting and came up with the name of 4.8
(Four wheels on a skateboard and eight wheels on a pair of skates). Elected officers-
President, Vice-President, Secretary, and Treasurer, and Advisors (Mostly high school
kids, some college, and a few parents).
--Began planning, taking the necessary steps, gathering information, visiting other parks,
etc. (There was only a handful of skate parks in Minnesota when we started).
--Committee designed a 4.8 logo and put the logo on shirts and began selling the shirts
-Opened a 4.8 bank account
-Discussed possible sites (indoor/outdoor). Decided that an outdoor site was easiest to
achieve.
-Original site recommended was East Lake Area next to tennis courts across from Lake
View Drive Inn (ran into problems with that site).
-Downsized the skate park. Went to City Council with our second recommendation
which the council okayed-East Recreation Center's southeast comer
-Greg Witt, originally from Winona, rated No.S in the nation as an amateur
skateboarder, competing and working for a California Skate Company, "Good Time
Skateboards", came to one of our meetings and gave us ideas and contacts.
-Greg sent us an excellent tape explaining the skate park revolution. (Tape detailed all
aspects of building, planning, etc.).
--Greg hooked us up with Eric Froland (Shakopee) who designed and built structures for
the "Third Lair Skate Park", the first Minnesota skate park. Eric has built other structures
for other parks throughout the U.S.
--l-looked up with Eric who designed, with the kids' inputs, the structures desired at the
park, putting together the layout, structure, design sizes, woad/metal list for an outside
facility designed for all skills-novice to experienced. (Portable for variety and to allow
structures to be moved inside or to another location).
--Council Approved: 1) East Recreation Center as site 2) Allowed up to 550,000 to be
used for site preparation (provided the 4.8 committee provide funding for the actual
structures and the cost of building them) 3) Resurface existing blacktop at East
Recreation Center 4) Fencing/Gates 5) Supervision provided using Park Rec Budget, etc.
6) Is[ year 50% of gate fees goes to 4.8 committee and 50% goes to the City of Winona-
then determined on yearly bases to help cover insurance costs and other deductibles
7) 55,000 of the 550,000 to be used to match funds 4.8 Skate Park made dollar for dollar
for 1"55,000 only 8) Allowed equipment to be purchased and structures built one piece
at a time when funds were available instead of waiting until 4.8 Park had full funding
--Local bids were only accepted for the entire Skate Park.
--McKinley United Methodist Church joined us as a co-sponsor for our fundraising thus
allowing us to enter into an agreement with the "Greater Winona Area Community
Foundation" to act as the repository for funds collected/donated for the Skate Park
--Letters were sent out to local individuals, companies, organizations, and civic groups
requesting donations for the "4.8 Skate Park Fund Drive".

-Various fundraisers were done:
" Presentations' to groups, skateboard and Rollerblade "demos" at Econo Foods
and Sugar Loaf Furniture were done on the weekends % of sales going to the 4.8 fund
drive, ran concession stands at stores and tournaments, participated in local parades,
sponsored dances at the East Recreation Center, sold T-shirts with 4.8 logos, buttons, and
other fundraisers
-August 11. 1998: Had raised enough money to start phase I at the park to try to open for
the fall. Eric Froland and two qualified skaters and builders began building the "Phase I"
structures at Mark Zimmerman's farm (owner of Sugar Loaf Furniture).
--August 28. 1998: The pieces of the structures were transported to the East Recreation
Center site to be totally assembled.
-September 9. 1998: All of the phase I structures were completed.
--September 17& 18 1998 Spray painted metal structures for protection
--September 21, 1998. Dave Strock-Berkley Risk Management Inspector- gave the go
ahead to use the park.
--September 23. 1998: Skate Park staff trained in First Aid and CPR
-September 24. 1998: Skate park staff training and on site expectations, responsibilities
were specified.
--September 25. 1998: 4.8 Committee had a total skate park clean up. Staff and
Committee members enjoyed a "Free ,rial run".
--September 26. 1998: Opened Skate Park--1°t day: 43 participants, 2nd day: 61
participants
--November 14. 1998: Last Day of Skate Park due to cold weather
