1984 ENERGY CODE REQUIREMENTS
On or about March 1, 1984, the following energy code requirements
should be calculated and included with a building permit application.
1. Roof - ceiling assemblies -.R-38 U= 0.025 Average
2. Exterior wa11s & rim joists - R-20 U= 0.11 Average
3. Floors over unheated spaces - R-20 U= 0.05 Average
4. Exterior overhangs will be considered as exterior wall.
5. Foundations (all exterior walls) - Minimum of R-5 insulation.
6. All insulated areas must be separated from the heated space
by a well-lapped or sealed vapor barrier with a minimum perm
rating of 0.1. A 4 mil. polyethlene sheet or equivalent meets
this requirement.
A Kraft face R-19 type insulation will be accepted in the rim joist
areas. Air chute baf£les are to be placed in.every rafter space.

WHEAEAS, Eagan has prepared a feasiDility report for an improvement
project for the instailation of sanitary sewer and water laterals, utility
services, and street improvements on Golden Headow Road, lyin9 easterly of.
Dodd Road in the City of Eagan, and Rice and Laurent each own land abuttinq
said road; and
WHEREAS, the parties desire to enter into an agreement whereby Rice and
Laurent will install utilities and street improvements on said Golden Meadow
Road :ying adjacent to property owned Dy Rice and Laurent at thei[ sole cost
and expense; and
WHEREAS, Rice owns Lots 1 and 6, Sunset Third Addition and Laurent owns
property on the south side of Colden Meadow Road desccibed in Exhibit "A"
attached (I.D.No. 040-29).
NOW THEREFORE, for and in consideration of the mutuai covenants herein
contained, the parties agree as follows:
1. Eagan Will proceed with Improvement Project f418R under normsl
Prcced::res for the installation :f senftary seNe* an9 aat_r laterels, utility
services and street improvements on Golden Meadow Road for that portion of the
road lying easterly oE Lot 6, Sunset Third Addition, which addition has been
subdivided and developed by Rice.
2. Rice and Laurent shall proceed to install sanitary sewer and water
lateral improvements, utilities, services, anG street iaytovemente adjacent to
their propecty on Colden MesAow Rosd to tAe east line of Lot 6, Sunset Third
Addition, according to City atanOarCs and approved by the City PuElic Works

Department during 1985 at tAe sole cpst of Rice and Laurent, but only iE the
Eagan City Council approves the installation of the balance of the remainder
of said Colden Me3dow Road improvements contemplated under Improvement Project
#418R.
3. Eagan will not assess Lots 1 or 6, Sunset Third Addition for such
improvements, nor wili it aesess the land owned by Laurents, lyin9 on the
south side of Colden Meadow Road foc such improvements. It is further
understood that all other assessments for City improvements or assessments for
other purposes may be levied against the property dr.scrihed above, owned by
Rice and Laucents and that this agreement shall have no effect upon such
improvements or assessments.
4. The parties agree that this Agreement may be recorded with the Oakota
County P.ecorder and shall affect the lands described above.
