WORK WITHOUT A PERMIT
When performing inspections on April 22, 2004, I noticed a room addition under construcrion and
obviously occupied at 748 Golden Meaduw Road. A research of City records found no record of
building plans submitted to the City in application of the required permits.
On May Sth I called and spoke to Owner Laura Bailey who told me her husband would return my
call. On May 6th Owner Bruce Bailey called and aclrnowledged that the project had been in
progress for six years and he did not have enough money to finish it. I infortned him that he is
required to submit building plans to the City, obtain permits, and schedule inspections for the work
being done. I also informed him that the addition should not be occupied until such time that it is
inspected for safety and he agreed to comply.
By June 14th there had been no further communication with the Baileys so a letter was sent to their
residence reiterating the need for permits and inspections. On July 8th a second letter was sent via
certified mail as there had been no response to the first letter. The certified letter was returned on
July 22nd as "undelivered".
On 7uly 21st this matter was referred to the Eagan City Attorne}'s Office for action. On August
I Oth it was found that work was continuing and on August 1 lth a"Stop Work Order" was issued to
the owners.
